About this file
This is a Request for Special Procurement Amendment No. 2 (REQ-DASOBO-00222315) submitted by the Oregon Department of Human Services (ODHS), Oregon Health Authority (OHA), and Oregon Home Care Commission (OHCC) to continue use of a Request for Applications (RFA) as a solicitation method for establishing contractor networks to deliver social services. The amendment requests authorization to use the RFA process from January 1, 2027 through December 31, 2031, with an estimated cost of $12,000,000 for this five-year period. This amendment builds upon the original Special Procurement SP-826-16 (2016-2021) and Amendment No. 1 (2021-2026), bringing the cumulative total estimated cost to $22,000,000. The RFA process allows the agencies to establish and maintain a network of contractors for timely service provision in areas where services may be lacking or inefficiently provided, including services such as emergency feeding, non-congregate shelter, hospital-based intervention programs, and disaster consulting. Historical spending under the original SP and Amendment No. 1 totaled approximately $11,880,909 through December 2026.
The amendment justifies the use of the RFA special procurement method by demonstrating that it promotes fair and open competition, simplifies procurement practices, evaluates multiple factors including qualifications and pricing, and does not encourage favoritism or substantially diminish competition. The agencies have successfully used this RFA method for over ten years and received positive feedback from the vendor community. The proposed contracting procedure requires posting a public notice on OregonBuys for seven calendar days with an opportunity for affected persons to protest. The State Chief Procurement Officer approved the amendment on October 22, 2026, with conditions that include completion of the notice and protest period before implementation, compliance with ORS 279A.165 reporting requirements, and a directive to include Oregon Small Business Enterprise (OSBE) certified vendors to the extent possible during the RFA process, with agencies able to request current OSBE vendor lists from the DAS Procurement Impact Unit.

REQUEST FOR SPECIAL PROCUREMENT (SP) No. REQ-DASOBO-00222315, Amendment No. 2

PART A. Requesting Agency must complete Items 1 through 13.
1. Requesting Agency Name: Oregon Department of Human Services (ODHS), Oregon Health
Authority (OHA), and Oregon Home Care Commission (OHCC) (Agencies)
2. Date of Request: August 7, 2026 3. Agency Number: 10000/44300/109935
4. Agency Contact Name: Coral D. Ford 5. Phone: (503) 508-6471
6. Type of Request: __X_ Class Special Procurement
7. Amendment Time Period Requested: From: January 1, 2027 To: December 31, 2031
8. Total Estimated Cost for Amendment Time Period: $12,000,000
Note: This SP Amendment No. 2 Request seeks an increase of $12,000,000 to the ‘Estimated Cost’ of the original, approved SP-826-16 and SP Amendment No. 1. With approval of this SP Amendment No. 2 Request, the cumulative Total Estimated Cost of the SP (now REQ- DASOBO-00222315) will be $22,000,000.
The total spend for contracted Services procured in accordance with the procurement procedure set forth in the original, approved SP-826-16 between March 2016 and December 2026 is an estimated $11,880,909 (see SP Attachment C, Contracts List).
9. Title: Supplies and/or Services to be acquired: Continued use of a Request for Applications (RFA) as a solicitation method.
10. Amendment Request, Background, Current Need, and Proposed Contracting Procedure:
a. Amendment Request:
The ODHS Office of Contracts and Procurement (OC&P) seeks continued use of the RFA procurement process as detailed in the original Special Procurement No. SP-826-16.
b. Background:
The RFA solicitation process has been an optimal sourcing method that encourages competition and allows for the continual award of contracts over a longer period of time.
Agencies have used this sourcing method for over ten (10) years and have received positive feedback from the vendor community, since it allows more vendors to be able to be awarded contracts and price agreements through a simplified and effective process. The Agencies provide vital social services to some of Oregon’s most vulnerable citizens, and this RFA
SP_REQ-DASOBO-00222315_AMD-2_RFA_ODHS/OHA/OHCC Page 2 of 5 solicitation process allows the Agencies to establish and maintain a network of Contractors for the provision of timely Services.
The current list of Contractors awarded since 2021 is attached as Attachment C, Contracts List.
For additional historical and background information see the attached SP-826-16
(Original), and REQ-DASOBO-00019979 (SP Amendment 1), included as SP Attachment A and B.
c. Current Need:
The Agencies continue to utilize the Request for Applications as a procurement method to encourage broader competition and to accept applications throughout a longer period of time in order to ensure the provision of timely Services, especially in areas where the Services may not exist or may be provided currently through inefficient means. Examples of previous Request for Application solicitations that the Agencies have conducted are: Aging and People with Disabilities (APD) Contracted Attorneys; Non-Congregate Shelter; Emergency Feeding and Bottled Water; Emergency Hygiene Services; Hospital Based Intervention Program;
Disaster Consulting, and Remediation Lead Based Paint Hazard Services.
For additional historical and background information see the attached SP-826-16
(Original), and REQ-DASOBO-00019979 (SP Amendment 1), included as SP Attachments A and B.
d. Proposed Contracting Procedure:
1. OC&P will issue a public notice on OregonBuys®, as required by Oregon Administrative Rules (OAR) 125-247-0287, for a seven (7) calendar day period, regarding approval of this SP Amendment No. 2 Request.
2. The public notice will include a process by which any Affected Person(s) may protest the approval of the SP Amendment No. 2 Request.
3. The Department of Administrative Services, State Procurement Services (DAS SPS), in collaboration with OC&P, will respond to and resolve protests, if any.
4. If no protests to this approved SP Amendment No. 2 are received and sustained, the Agencies may, at their sole option, continue to utilize the RFA solicitation method as set forth in the original, approved SP-826-16 to establish Services contracts that are within the scope of this SP.
5. OC&P will post all RFA announcements on OregonBuys®, the State’s eProcurement system of record.
11. Justification for use of Special Procurement: Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.
SP_REQ-DASOBO-00222315_AMD-2_RFA_ODHS/OHA/OHCC Page 3 of 5
The solicitation method set forth in the original, approved SP-826-16 and SP Amendment No. 1 promotes ongoing, fair and open competition and aligns well with the mission of public contracting in Oregon as set forth in ORS 279A.015; for instance:
• It simplifies procurement practices;
• It is efficient;
• It allows for impartial and open competition and protects both the integrity and competitive nature of the public contracting process; and
• It evaluates multiple factors, including qualifications, as well as pricing.
• Requests for Applications allow the Agencies to establish a system or network of contractors, whether locally, regionally, or statewide to meet Service Delivery needs.
• Agencies would like to keep active RFAs open for additional time, as needed, as well as post additional RFAs for Agencies future needs.
• Agencies will continue to utilize the required contract templates and cite the applicable authority for issuing the RFA.
• OC&P will continue to ensure that Agencies maintain an Application review committee that will determine if the Applicants are qualified per the requirements specified in the RFA.
The same justification statements detailed in the Original SP-826-16, (SP Attachment A) and REQ-DASOBO-00019979. Amendment No. 1 (SP
Attachment B) are still applicable.
12. Findings to Satisfy the Required Standards: This proposed special procurement:
__X____ (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
Conducting an RFA will not encourage favoritism nor diminish competition; it in fact does just the opposite. Using an RFA process encourages competition and invites any contractor who meets the requirements of the RFA to submit an application and obtain a goods or services contract or price agreement.
Since the purpose of this class special procurement is to encourage any qualified Applicant to enter into a goods or services contract or price agreement within the Agencies, and since the Agencies will provide guidance for Applicants who the Agency determines to not be qualified on measures Applicants can take to become qualified Applicants, then contractors, the RFA process established by this SP does not diminish competition.
The same findings statements detailed in the Original SP-826-16, (SP Attachment A) and REQ-DASOBO-00019979. Amendment No. 1 (SP Attachment B) are still applicable.

______ (b)(i) will result in substantial cost savings to the contracting agency or to the public because:
or
_X_ (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
The RFA solicitation method set forth in this SP Amendment No. 2 and its SP Attachments A & B, supports the Agencies’ ability to timely deliver quality Services to Oregon citizens, and thereby substantially promote the public interest.
The six alternative procurement methods provided by Oregon Revised Statutes do not provide a clear process for soliciting for Contractors when the Agencies wish to establish a network of Contractors to meet a currently unfilled, or under-filled, capacity for Service delivery. The ability to stand up a cadre of qualified professionals to meet currently unmet Service needs will substantially promote the public interest in providing Services to some of Oregon’s most vulnerable citizens.
The same findings statements detailed in the Original SP-826-16, (SP Attachment A) and REQ-DASOBO-00019979. Amendment No. 1 (SP Attachment B) are still applicable.
13. Signature: The actual signature of the Agency Head or designee (e.g., Designated Procurement Officer) is not required on the Request submitted through OregonBuys®. Agency may elect to attach a signed Request as a pdf file through OregonBuys® or submit a signed hard copy Request.
Signature: e.g. Electronically in OregonBuys® _________________ Name/Title: Date:
