About this file
This document is a Request for Special Procurement from the Oregon State Police (OSP) seeking approval to directly procure an NIJ Level IV Armored Caterpillar Multi-Terrain Loader package and related supplies and services from Ring Power Corporation. The Rook is a custom-designed vehicle built on a Caterpillar skid loader chassis that provides enhanced safety, security, versatility, and flexibility for law enforcement operations beyond the capabilities of traditional armored vehicles. The total estimated cost of the procurement is $408,200, with a requested contract period from March 29, 2022, to June 30, 2022.
The justification for the special procurement is that Ring Power is the sole manufacturer and distributor of The Rook, and there are no substitute or equivalent products available on the market. The Rook's specialized attachments and capabilities provide significant operational advantages for the OSP SWAT team in responding to high-risk, life-threatening situations. The public notice will be posted on OregonBuys, and the special procurement may not be used until the 7-day notice period is complete and any protests are resolved.

a. Request:
OSP requests approval of this Special Procurement contract with Ring Power Corporation
-DASOBO-00023602 seeking to directly for procurement of The Rook and related Supplies and Services.
b. Background:
OSP is a multi-disciplined organization charged with protecting the people, wildlife, and natural resources in Oregon.
enforcing investigating and solving crimes conducting post-mortem examinations and forensic analyses providing background checks and law enforcement data regulating gaming, hazardous materials handling, and fire codes educating the public on fire safety enforcing fish, wildlife, and natural resource laws
SP_REQ-DASOBO-00023602_Ring Power_The Rook Page 2 of 6
OSP is to serve all people with a priority of safeguarding life, property, and natural resources by building upon a diverse, professional, and trustworthy workforce.
Special Weapons and Tactics ( SWAT ) team observes the highest standards of professionalism at all times while offering 24-hour tactical assistance to all law enforcement agencies in Oregon. The SWAT team includes tactical members, crisis negotiators and tactical medics. The mission of the SWAT team is to preserve life in high-risk, potentially life-threatening situations using specialized training, equipment, and tactics. Although SWAT continuously strives for a nonviolent resolution, the team is trained and prepared to take whatever action is necessary to protect the public and enforce the law. The SWAT team trains on a regular basis in different environments and locations within the state to be prepared for any situation and may be called upon to provide training to other law enforcement agencies within Oregon.
Given the changing nature of high-risk, critical situations faced by SWAT and other sworn personnel, proper equipment is needed to effectively adapt to dangerous situations. Since SWAT is responsible for responding to incidents which are beyond the capabilities of traditional law enforcement, using specialized equipment, weapons, and tactics is critical.
An armored vehicle, commonly known as a Critical Incident Response Vehicle , is traditionally a heavy-duty truck with heavy metal plating on the sides, top and bottom to resist the penetration of bullets or other fragments. These vehicles are armored, but not armed. Armored vehicles have been in service with law enforcement since the 1930s. OSP currently has two (2) Lenco BearCat® traditional armored vehicles in use. The BearCat® is more of a transport to get the SWAT team to the site and as a last point of cover to put the officers, negotiators, or K9s in front of the threat (i.e., building, house, etc.). To address the increasing demands and elevated safety risks imposed on OSP, an Armored Critical Incident Response Vehicle with enhanced safety, security, versatility, and flexibility is needed for situations exceeding the capacity of a traditional Armored Critical Incident Vehicle.
c. Current Need:
To fill a crucial need, OSP seeks to procure an NIJ Level IV Armored Caterpillar Multi-Terrain Loader (The Rook) and related Supplies and Services. This vehicle was developed by Ring Power Tactical Solutions; a U.S. company and division of Ring Power Corporation. Ring Power is an official dealer for Caterpillar, Incorporated and is the only provider of this vehicle. The Rook is unique in that it is based on the Caterpillar 287C skid steer loader. The Rook offers armored protection to law enforcement needing to get to a high vantage point and comes standard with a hydraulic breeching ram to create an entry way, a grapple claw capable of one-ton lifts, and a vehicle extraction tool. Ultimately, The Rook is best known for providing additional safety for law enforcement facing lethal assault conditions in tight areas. The Rook goes where other armored vehicles cannot go and provides a mobile zone of protection that can go with law enforcement into confined areas beyond the capability of any other option on the market. Table 10.C below sets out the anticipated procurement of The Rook, including equipment, Supplies, Services, and related costs.

11. Justification for use of Special Procurement:
Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.
The Rook with associated equipment (Supplies) is a custom designed and fabricated vehicle that is built on a powerful skid loader chassis. It provides utility advantages that other have. Unlike traditional armored vehicles, the Rook is capable of being used in tight areas both inside and outside of public buildings to transport personnel or equipment for surveillance. It is designed with mission specific attachments that increase job safety and can easily be changed depending on situational needs.
Ring Power is the only manufacturer and distributor of this critical incident vehicle, which provides the versatility of the Caterpillar Skid Steer Platform and numerous mission specific attachments. There is no other business entity which designs, fabricates, and distributes The Rook or an equivalent.
Effective and responsible use of the Rook can shorten protracted law enforcement standoff type incidents.
Law Enforcement steps and actions related to negotiations, scene approach, rescue, recovery, maneuvering, breaching, clearing, surveillance, and armed takedowns can be accomplished in terms of minutes or hours rather than days when using this equipment.
12. Findings to Satisfy the Required Standards:
This proposed special procurement:
X (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
Ring Power is the sole manufacturer and distributor of The Rook.
There is no substitute or equivalent product available in the market that compares to The Rook NIJ Level IV Armored Caterpillar Multi-Terrain Loader.
o OSP conducted market research, which included internet searches and vendor discussions.
o In a vendor discussion with Jesse Rheault, Bobcat representative, he confirmed that while his company would love to supply an equivalent vehicle to The Rook, only Ring Power through its Caterpillar affiliation can produce such a product with the capabilities and features it offers.
OSP is unable to create its own customized vehicle or find a manufacture that can produce a customized vehicle - that can meet or exceed Ring Power . When law enforcement is called to respond to any emergency, they must be ready to react to the worst-case scenario. The Rook has the tactical advantage not found in any other tactical vehicle on the market. The numerous quick connect attachments provide mission specific options while assuring maximum officer safety. Efficient use of time can help in time-sensitive situations.
SP_REQ-DASOBO-00023602_Ring Power_The Rook Page 5 of 6 and
(b)(i) will result in substantial cost savings to the contracting agency or to the public because:
or
X (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
The primary purpose of the SWAT team is to neutralize situations where public safety is endangered and to handle situations exceeding traditional law enforcement capabilities such as: hostage taking, barricaded suspects, extreme high-risk search warrants, and terrorist threats. The highly trained SWAT team plays an essential role in keeping Oregon communities safe. The Rook offers increased safety for law enforcement personnel and increased versatility with mission-specific the tools it needs, and specifically The Rook, to carry out its mission of preserving life in high-risk, potentially life-threatening situations is in the best interests of the State, OSP and all Oregon citizens.
13. Signature: The actual signature of the Agency Head or designee (e.g., Designated Procurement Officer) is not required on the Request if it is submitted through OregonBuys. Agency may elect to attach a signed Request.
