About this file

This document is a Limited Source Justification for a federal contract opportunity from the Office of Personnel Management (OPM) Facilities, Security, and Emergency Management (FSEM) division. The contract is for urgent and critical security upgrades to the Theodore Roosevelt Federal Building in Washington, D.C., including an upgrade to the Closed-Circuit Television (CCTV) system. The estimated value of the 12-month contract is $2,223,504.07, to be awarded under a Firm Fixed Price contract no later than September 30, 2024. OPM is justifying limiting the sources to a single vendor, GMC TEK LLC, due to the urgent and compelling need and the highly specialized nature of the security system. The contract will provide installation, configuration, testing, and training services for the upgraded security systems, which include access control, CCTV, and intrusion detection. OPM conducted market research but determined that only GMC TEK LLC could meet the timeliness requirement. Future operation and maintenance requirements will be competitively procured.

User Interface (GUI). OPM’s objectives for this contract is to accomplish the following:

• To upgrade the TRFB Security Systems through a single service contractor.

• To achieve the ISMS repair and modification services through a single service contractor.

• To always maintain the ISMS in a secure and reliable condition at all times.

3. Description of Supplies/Services: The vendor is required to furnish, install, configure, and test all equipment, associated devices, and materials (hardware, software, network, and telecommunication equipment, mounting equipment, cabling, conduit, etc.) in support of the required Integrated Security Management System (ISMS). In addition, the contractor is required to provide and manage all project related activities (project labor, supervision, technical support, and assistance, etc.). Prior to beginning the project, the vendor will test and evaluate the existing system (including field of view assessment) to identify and make recommendations for the use of existing system components. The vendor will detail the exact number and location of telecommunications lines required for use in any security related devices prior to installation. This will include the number of Internet Protocol (IP) addresses and locations necessary for any electronic security system device and/or component.

a. Estimated Value (including all options): $2,223,504.07 for a 12-month period of performance.

b. Type of Contract: Firm Fixed Price

c. Delivery schedule and/or period of performance: Award no later than September 30, 2024, for a 12-month period of performance.

4. Authority and Circumstance Justifying Limiting Sources:

Authority Circumstance

☒ FAR 8.405-6(a)(1)(i)(A) An urgent and compelling need exists and following the procedures would result in unacceptable delays.

☐ FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

☐ FAR 8.405-6 (a)(1)(i)(C)

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

☐ FAR 8.405-6(b) Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

5. Rationale Supporting the Circumstance to Limit Sources: The current security system at the Theodore Roosevelt Federal Building (TRFB) is in critical need of an upgrade to maintain the safety and security of federal employees, visitors, and property. In this phase of upgrades, the focus is the Closed-Circuit Television (CCTV) system which provides a cost-effective solution for real-time monitoring, archived video coverage for investigations, and serves as a deterrent against

Security Services is tasked with the protection of the TRFB, its occupants, and resources that could be potential targets. The installation of the CCTV under this justification will allow for the critical detection and possible prevention of crimes in progress through real-time monitoring. Additionally, the visibility of cameras serves as a deterrent, signaling to the public that their actions are being observed, which may prevent further criminal activity.

6. Best Value Determination: The Contracting Officer will review the quote from GMC TEK LLC to conclude it is consistent in terms of the scope of the work, will meet the performance period and represents the best value to the government. Additional discounts will be requested. FAR 8.404(d) states GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by FAR 8.405-2(d). The Contracting Officer will determine that the anticipated price to the Government for this contract action will be fair and reasonable by completing a price analysis in accordance with FAR 15.404-1(b) when the vendor’s quote is received.

7. Description of Market Research: OPM FSEM conducted market research under NAICS 54151S Information Technology Professional Services ending on August 28, 2024. There are multiple vendors capable of providing critical support, however, except for GMC TEK LLC, no vendor was able to meet the timeliness requirement.

Award will be issued under GSA Federal Supply Schedule (FSS) GS-35F-0303Y, GMC TEK LLC, 8569 Sudley RD STE C, Manassas, Virginia, 20110. Market research confirmed that on-going operational and maintenance support services will be competed upon completion of the installation and initial services.

8. Any Other Supporting Facts:

None.

9. Actions Taken to Remove or Overcome Barriers to Restricted Consideration:

This justification will satisfy the most critical supply needs; however, recurring operation and maintenance requirements will be procured competitively in accordance with OPM policy. The future phases will be based on OPM budget authority, GSA delegation of authority for building operations and criticality of need. Responsible vendors may submit capability statements to be reviewed by the agency to the following POC: Tangela Taylor, OPO Division C, Contract Officer at Tangela.Taylor@opm.gov.
