About this file
This document is a Request for Special Procurement No. 1051-18 from the Department of Administrative Services (DAS) on behalf of the Oregon Health Authority (OHA), Public Health Division. The request is for enhancements, maintenance, and support for the PerkinElmer Specimen Gate software used by the OHA. The Specimen Gate software was initially acquired in 2013 through a sole source contract, and the OHA now requires enhancements to the software to accommodate the addition of four new newborn screening tests. The enhancements will eliminate manual processes, reduce risks and errors, and decrease reporting time. The total estimated cost for the enhancements, maintenance, and support is $177,000, with a contract term from August 1, 2018 to September 30, 2023.
The OHA's Newborn Screening Program has contracts for testing services with several other states, including Alaska, Hawaii, Idaho, Nevada, and New Mexico. This special procurement opportunity is related to these state and local contract activities, and the jurisdictions involved include Marion County and the City of Salem.

The enhancements will eliminate manual processes, reduce risks and errors, and decrease reporting time.
Enhancements to Specimen Gate Software to plate map and transfer test results to another laboratory information management system (N eometrics) for cystic fibrosis genotyping, sever combined immunodeficiency (SCID) and four lysosomal storage disorders (LSDs). It also includes five (5) years of maintenance and support.
Through a regional program the Oregon State Public Health Laboratory, Newborn Screening Program, has contracts for testing services with Alaska, Hawaii, Idaho, Nevada and New Mexico
