Statement of Work
For
Rudder Position Indicator (RPI) Group B Production Kits
Permanent Modification for the
C/KC-135
Preparation Date: 11 Dec 19
PREPARING ORGANIZATION: AFLCMC/WKDA TINKER AFB OK 73145
1. Scope This Statement of Work (SOW) defines the work to be performed by the Contractor for the Government to procure, validate and verify the Rudder Positon Indicator (RPI) Group B production kits. The work performed by the Contractor shall consist of the manufacture, fabrication, test, package and deliver RPI Group B production kits for USAF aircraft and Foreign Military Sales (FMS) aircraft. This work is required to support the installation of the RPI modification on C/KC-135 aircraft.
1.1. Background
The KC-135 rudder system controls the yaw for the aircraft. This system is considered a major and critical system. The rudder system must be monitored and reported to the pilots during emergency situations. Currently, the aircraft only reports the commanded rudder deflection to the pilot and co-pilot. Adding RPI will report the actual rudder displacement to the pilots and will assist in ensuring the pilots will not deflect the rudder past the advised angle during normal flight and in-flight emergencies
2. Applicable Documents The following documents are applicable to this Statement of Work.

3. Requirements
3.1. General Requirements
The Contractor shall conduct a kick-off meeting No Later Than (NLT) 30 days After Contract Award. The Contractor shall provide draft Presentation Materials (CDRL A005) prior to the kick-off meeting. The Contractor shall designate a single point of contact (POC) for the program. The POC shall have responsibility and authority for the control and coordination of all work performed under this Statement of Work. The Contractor shall manufacture, fabricate, test, package and deliver all RPI Group B production kit components required to construct the kit IAW drawings and technical data provided in Table 3 and other supporting documents in Table 5. The RPI Group B production kits includes the Rudder In/Out (RIOT) box, signal conditioner, and Rudder Command Protection Adapter (RCPA). The RPI Group B production kit types shall comply with the requirements of this SOW. Each RPI Group B production kit shall contain the followiing

3.2. Foreign Military Sales (FMS) Participation
The contractor shall plan to implement the procurement and delivery of RPI Group B kits on estimated 10 aircraft in support of the following FMS customers:

Note: Turkey plans transition to software version 45.1.1 in calendar year 2021. FMS participation in the program has not yet been determined.
3.3. Identification Marking Requirements
The Contractor shall mark all items as identified in drawings IAW MIL-STD-130N.
3.3.1. Item Unique Identification (IUID) Requirements
The RPI program has implemented Item Unique Identification (IUID) to improve asset visibility and to more accurately capture data/intelligence about an asset throughout its lifecycle. The Contractor shall identify and mark the Group B specified items with IUID labeling IAW DFARS 211.274-5(a), Policy for Assignment of Government-assigned serial numbers.
The Contractor shall provide an IUID Marking Plan (CDRL A001) and an IUID Verification Report (CDRL A002). All IUID markings will comply with SAE AS-9132, Data Matrix Quality Requirements for Parts Marking as required by MIL-STD-130N, DOD Standard Practice Identification Marking of U.S. Military Property.
3.4. Quality Processes and Procedures
The Contractor shall provide documentation concerning certification for quality process and procedures in manufacturing e.g. AS9100C/ISO9001:2008.
3.5. Estimated Production and Delivery
The Contractor shall provide RPI Group B production kits in accordance with the contract schedule for USAF and FMS aircraft. The contractor shall provide details of how they will meet the RPI Group B production kit delivery schedule by providing a detailed Integrated Master Schedule (CDRL A004).
3.6. Package and Handling
The Contractor shall package the RPI Group B production kits for shipment in accordance with ASTM-D-3951, Commercial Packaging or MIL-STD-2073-1D, Standard Practice for Military Packaging. The Contractor shall mark the packages for shipping and storage in accordance with MIL-STD-129P, Military Marking for Shipment and Storage, and ship them IAW with the following instructions.
Each outside shipping box must display the kit NSN and contract number clearly marked on the outside of each shipping box. In addition, each individual box inside the outside shipping box must have the kit NSN and contract number marked on the outside of each individual box.
The Contractor shall provide via email commercial shipping documentation or provide shipping information on a DD Form 1149, Requisition and Invoice/Shipping Document for each RPI Group B production kit shipment to the identified POC. The NSN will be identified and provided to the vendor after contract award or after NSN assignment. In addition, the transportation carrier will need to contact Tinker AFB Central Receiving (405)739-2488 and make an appointment to deliver.
The Contractor shall package the RPI Group B production kits for FMS countries IAW the instructions on the delivery order.
3.7. Warranty
The Contractor shall provide a minimum of a three-year (36 Month) warranty from the date of delivery acceptance IAW FAR Part 52.246-17, Warranty of Supplies of a Noncomplex Nature.
