About this file

This document is a Statement of Work (SOW) for the purchase/trade-in of a Spirent GSS9000 multi-frequency, multi-GNSS RF constellation simulator with jamming and spoofing capabilities for the Naval Air Warfare Center Aircraft Division (NAWCAD). The SOW outlines the specific components and features required for the new simulator, including a new 1RF chassis, C50r host, SimBARO, BFEA feature key, and the capability to carry over existing features. It also details the trade-in of the current GSS9000 #658, including all internal modules/banks/interfaces (except FPGA modules), PCIe interconnect cable, and internal fittings and interface cards (excluding the SSD/HDD).

The related federal contract opportunity is a Sole Source Firm-Fixed Price (FFP) contract to provide the Spirent GSS9000 simulator to NAWCAD. The solicitation number is N00421-24-P-Simulator, and the acquisition will be conducted under the procedures of FAR Part 12 and Part 13.5 for a commercial item. Interested parties may identify their interest and capability, but the Government has determined that Spirent Federal Systems Inc. is the only responsible source that can meet the agency's requirements.
