DESCRICPTION OF REQUIREMENT

Five-year Sprinkler Inspection Services

March 31, 2021

A. SUMMARY OF WORK AND PLACE OF PERFORMANCE

The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Coleman, located at 846 NE 54th Terrace, Coleman, FL 32511, is soliciting a contract for the labor, materials, and equipment necessary to perform internal inspection services and reports er systems per NFPA requirements.

B. SCHEDULE

The period of performance for this contract is thirty (30) calendar days from the Award of Contract. The service provider shall establish a normal work week schedule for the duration of the project. The service provider will be required to provide a written request for extension of hours or change in work days to the Contracting Officer Representative, for consideration. Work hours and workdays altered only with a forty-eight (48) hour advance approval of the Contracting Officer Representative in writing.

C. GOVERNMENT (OWNER) RESPONSIBILITIES

FCC Coleman will provide one staff member to escort service provider(s) during work hours. With notice 48 hours in advance of need, the service provider may request additional escort. The Government will endeavor to meet needs of request should additional staff be available to serve as escorts; however, even if requested, additional FBOP staff may not be provided based on the needs of the institution.

D. EQUIPMENT & SUPPLIES

The service provider shall provide all labor, materials, drawings, services, supervision, tools, apparatus, conveyance, equipment, underground utility line location services, transportation and incidental expenses to install the two new conduit lines per this Description of Requirement. The service provider will be responsible for delivery of the materials, components, and accessories, delivery of all materials to the work site, acceptance of the deliveries delivered by other companies, and for placing them where directed by the Contracting Off icer Representative (COR). The service provider is responsible for securing materials from theft, weather, and tampering by inmates. The service provider should secure materials in such a way that severe weather does not cause materials to interfere with the security of the institution.

E. METHOD OF PERFORMANCE

The service provider working on this project should be professional in nature consistent with FBOP Code of Conduct for FBOP staff. The services being performed will be monitored by a representative of the Facilities Department and/or the Contracting Of activities for this project include, but are not limited to, the Description of Requirement, specifications, drawings, NFPA Codes, and photographs. All service activities must be in compliance with all applicable local, state and national codes and laws. The service provider will observe all safety regulations (i.e. OSHA) and all Government security

Minor material and work not specified or shown, but necessary for the completion of this project, shall be provided, without additional compensation from the Government. The Bureau of Prisons reserves the right to suspend, limit , or revoke the service provider's privileges at the Bureau of Prison facility due to violations of FBOP security procedures.

F. DESCRIPTION OF DUTIES

The service provider shall provide all materials and labor to perform the following services:

Perform five-year internal inspection for the wet sprinkler systems of each of the following six (6) locations:

o Central Administration Building (CAB) o Federal Prison Camp (FPC) o Federal Correctional Institution-Low (COL) o Federal Correctional Institution-Medium (COM) o United States Penitentiary I (COP) o United Stated Penitentiary II (CLP)

Inspection to consist of the following, at a minimum:

o Shut off water to each system and drain completely, one system at a time.

o Take apart a piece of cross main on each system and check for obstructions o Take down one (1) sprinkler head on each system and check for obstruction o Take apart all accessible check valves and check for any obstructions

@ CAB Twenty-six (26)check valves @ FPC Four (4) check valves @ COL Twenty-nine (29) check valves @ COM Twenty-four (24) check valves @ COP Sixteen (16) check valves @ CLP Thirteen (13) check valves o Record inspection with pictures from within the sprinkler line pipes o Replace all gauges on each system

@ CAB Thirty-five (35) gauges @ FPC Ten (10) gauges @ COL one hundred fourteen (114) gauges @ COM Forty (40) gauges @ COP Twenty-two (22) gauges @ CLP Twenty-one (21) gauges o Test and inspect the Fire Department Connections o Test and inspect all alarm valves.

The service provider shall provide a one-year warranty on all parts and labor The service provider shall be a state of Florida licensed Class I Fire

Suppression contractor.

The service provider shall be a state of Florida licensed Alarm I (EF)

Electrical contractor.

The service provider shall verify and coordinate the exact locations, quantities, etc.

with the COR. It is the service provider's responsibility to ensure correct measurements, sizes, quantities, etc. The service provider will visit the site and review existing conditions prior to commencing any work. The service provider shall notify the Government of any conflicts and/or discrepancies prior to performance of any work. The Government reserves the right to place and install equipment as necessary in areas of the project site, provided that such occupancy does not substantially interfere with the service provider s work. Such placing or installation of equipment shall not constitute acceptance of the service provider's work or any part of the service provider's work. This project is subject to inspection by the U.S.

Department of Justice, Federal Bureau of Prisons and other regulatory agencies , as required by the Contracting Officer. The service provider will be responsible for proper tool control, equipment control, and sanitation of the assigned areas. The service provider(s) will report to work at the designated time and follow all rules related to contract staff and security of the institution. The service providers should dress in clothing proper and suitable for the area in which they will be working. The service provider(s) should not wear khaki, orange, or dark green colored clothing, as grey sweats are also prohibited.

G. INMATE MANAGEMENT

The service provider shall be constantly aware of security and maintain a professional relationship with any inmates at all times, should they come in contact with the inmate population. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action. The service providers will not have unsupervised contact with inmates. The service provider will not supervise inmates and will not be responsible for the administrative management of inmates. The service provider(s) will be escorted by FBOP staff members while on the work site.

H. INSTITUTION

The service provider agrees to adhere to all regulations and guidelines prescribed by the Federal Bureau of Prisons, to include the Federal Correctional Complex (FCC), Coleman local guidelines relating to safety, custody and conduct of inmates, and the safety of the local population. The service provider will be given an orientation, by a member of the FBOP staff, of the policies and procedures of the Bureau of Prisons and FCC Coleman. The service provider will sign in and out of the institution on a daily basis for accountability purposes.

I. SCHEDULE AND PERIOD OF CONTRACT

Within seven (7) calendar days of the Award of Contract, the service provider shall submit NCIC security clearance paperwork for all employees scheduled to work on site.

The service provider shall have thirty (30) calendar days following the award date to complete the Scope of Work and be completely removed from FCC Coleman

J. PRE-COMMENCEMENT MEETING

The service provider -Commencement meeting within seven days of Award Date to discuss all aspects of the project to include, but not limited to:

a. Safety

K. PROJECT COMPLETION

Prior to demobilization from the site, the work will
