About this file

This Statement of Work (SOW) details NIST's requirements for a manual wedge/ball wire bonder for the Quantum Measurement Division's single-photon device research and development. The solicitation seeks a new, versatile benchtop ultrasonic wire bonder with specific technical capabilities, including the ability to bond gold and aluminum wires from 18-75 um, both wedge-wedge and ball-wedge bonding, and compatibility with 115V power without compressed air. Additional requirements include an integrated stereo microscope, heated work holder, and on-site installation and training for up to three NIST users.

The procurement is 100% set-aside for small businesses, with delivery required within 8 weeks after receipt of order (ARO) to NIST's Gaithersburg, MD facility. The wire bonder will be used for designing, assembling, and repairing advanced single-photon detection systems, with a focus on creating precise electrical wire-bond connections for quantum networking research. Payment terms are net 30 days, with 100% payment due after installation and acceptance, and the contractor must provide a minimum one-year warranty on the entire system.

Statement of Work Manual wedge/ball wire bonder

I. Background The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Quantum Measurement Division is developing single-photon devices for applications in optical metrology and quantum networking. Single-photon detectors, such as single-photon avalanche diodes and superconducting nanowire detectors, are microfabricated devices operated at low or cryogenic temperatures and convert a single photon into an electrical signal. These devices need to be operated in a hermetic package or environment and require an electrical wire-bond connection between the planar surface of the detector and whatever conductor exits the hermetic environment. Furthermore, single-photon detectors can provide picosecond timing precision, and the design of this wire bond connection, its parasitic inductance and capacitance, can have an impact on the performance of the device. NIST not only designs, assembles, and tests advanced single-photon detection systems, NIST also modifies and repairs existing single-photon detectors to achieve higher performance. For all these activities a versatile wire bonder is necessary. Moreover, the Quantum Measurement Division has recently received a single-photon detector from NIST-Boulder that requires repair. Until this device is repaired its use to advance NIST’s quantum networking research is impossible.

II. Scope The acquisition is for a versatile benchtop wire bonder for device prototyping and repair, including a compatible stereo microscope system and work illumination system, a complete heated-work-holder system, tools necessary for setting up, using, and maintaining the wire bonder including a gram gauge, installation, and training on the tool’s use and maintenance.

III. Minimum requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

24. Training on the use, maintenance, and troubleshooting of the wire bonder

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 8 weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 101, Room A1201 Gaithersburg, MD 20899 V. Installation and Training NIST will provide space and a stable workbench upon which the wire bonder can be installed with access to standard 115 V electrical power. NIST cannot provide compressed air or a vacuum line to the installation site. The contractor will be onsite to guide a NIST user in the initial setup and installation of the wire bonder.

The contractor shall conduct an in-person training session for up to three (3) users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, and basic troubleshooting. The training may be completed at NIST during standard working hours (Monday – Friday during the operating hours of 8:00 am to 5:00 pm) shortly after delivery and installation, and the demonstration of specifications and must be completed no later than thirty (30) days after installation. Installation and training must be scheduled, in advance, with the NIST technical point of contact (TPOC).

VI. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The delivered products will be tested for functionalities and performance to ensure they meet the listed minimum requirements.

The Government will test, inspect, and accept the equipment onsite within seven (7) business days of the receipt of the manual wire bonder. A visual inspection of the wire bonder and its accessories will be performed by the NIST Technical Point of Contract (TPOC) to identify surface defects or any form of indication that the wire bonder or its accessories was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the wire bonder and its accessories due to defects and/or nonconformance.

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.
