Statement of Work
Title: MSC W-143 Assembly/Install of Government-Furnished Racks and Pallet Support Beams
RFQ: N3220522Q2234

1. Scope. Military Sealift Command (MSC) N48 recently procured 200 each upright racks and pallet support beams for its warehouse located on the 4th Floor warehouse of Bldg W-143 as Government-Furnished Material (GFM). The racks and pallet support beams are necessary in order to organize materials and allow for proper stowage, inventory, and disposition, all in keeping with the mandate of Financial Improvement and Audit Readiness (FIAR). The racks and pallet support beams will also take advantage of the vertical space that will allow bulky materials to be stowed in a manner that prevents damage to government property and potential injury to warehouse personnel.
1.1 Background. MSC bulk items continue to accumulate in its warehouse in Bldg W-143 and have been difficult to inventory as those are stacked on top of each other. This also makes the inventory/audit, issue, and movement time consuming since they cannot be properly stowed considering the variety of their dimensions and the available footprint to put them in. Material handling equipment (MHE) will also have to be utilized to move each piece of material and delays sometimes happen when MHEs are limited due to down times of such equipment. As a result, racks and pallet support beams were purchased as a necessary solution to alleviate or eliminate the logistics difficulties involved with these bulky material.

3. Requirements.
3.1 General. The contractor shall provide manpower and equipment to erect 200 each of these Government-Furnished Material (GFM) upright racks and beams in MSC’s warehouse located in Bldg. W-143, 1968 Gilbert Street, Naval Station Norfolk. The GFM upright racks and beams are currently already on hand in the warehouse in Bldg. W-143.
3.1.1 Completion time frame. All 200 pieces GFM racks and beams shall be assembled/erected within a 30-day time frame from the date of contract award to and acceptance by the contractor. Work on these GFM racks/beams will be performed each day for eight (8) hours and expected to finish in twenty (20) business days.
3.1.2 Specifics. The N48 Distribution Manager will direct where the GFM racks shall be erected. Materials that are located in the areas where the Distribution Manager directs the racks to be erected shall be removed by the contractor. Upon completion of each segment of racks, the contractor shall place back the materials that were removed on the newly-erected racks. No labeling on the racks to identify material shall be necessary. However, the contractor shall ensure that the identifying marks i.e. national stock number (NSN), part number, nomenclature, and associated documentation affixed on the material in a packing envelope, are visible and facing outwards. Rack assembly shall be performed one location at a time in order to maintain inventory integrity and without having to make changes in the accountable property system of record (APSR).
3.1.3 Material Handling Equipment (MHE) support. MSC seeks to have the contractor provide for at least four (4) 4K material handling equipment. With work in the warehouse to continue as usual and government MHEs in short supply (due to downtimes, maintenance, repairs), it is necessary to have the contractor provide their own MHE at cost to the government.
3.2 Detail Tasks. Tasks requiring additional consideration on the part of the contractor
3.2.1 Site Inspection. Contractors will be afforded the opportunity to inspect the site prior to performing the work. Site visits shall be coordinated with a Military Sealift Command (MSC) authorized representative who will facilitate base and warehouse access. The Government will not be responsible for the Contractor’s incurred expensed in the execution of the site visits.
3.2.2 Weekly Update. The contractor shall coordinate a weekly work progress/update on each Friday with the N48 Distribution Manager or the Supply Chain Director until work completion and address any issue/concern that may arise.
3.2.3 Final Inspection. The Contractor shall immediately notify the N48 Distribution Manager and Supply Chain Director of the completion of the installation. Either the N48 Distribution Manager or the Supply Chain Director shall conduct a walk-through and provide the final inspection and acceptance of all work completed with a contractor representative present.
