Scope of Work

1. General Information

1.1 Background

The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives (AI/AN). The mission of IHS is to raise the physical, mental, social, and spiritual health of AI/AN to the highest level.

The IHS ensures that comprehensive, culturally acceptable personal and public health services are available and accessible to members of the 574 federally recognized Tribes across the United States. The IHS Strategic Plan for Fiscal Year 2019-2023 guides ongoing efforts to provide health care for AI/AN across the United States. The plan addresses access to quality health care services, strengthening organizational capacity, and improving operations and communications across the system.

2. Purpose IHS intends to award a single, firm-fixed price award to obtain assistance with the marketing needs of the Office of Human Resources (OHR), Division of Health Professions Support (DHPS). The purpose of this contract is to provide digital platform to host Virtual Career Fairs. This will support ongoing awareness, marketing, advertising and public outreach campaigns. In addition, it will support the IHS Scholarship (SCH) Program, the IHS Loan Repayment (LRP) Program and grant programs. After review and assessment of current processes, the selected contractor should be prepared to expand the IHS reach beyond the previously utilized recruitment tools if determined advantageous.

3. Program Outcomes and Objectives:

The program’s objective is to support the primary role of Health Professions to “Recruit, develop, and retain a dedicated, competent, and caring workforce.” The selected contractor shall design, develop and execute a comprehensive, brand marketing communications plan, focused on the recruitment of healthcare professionals. Additionally, the contractor shall also provide unlimited usage per year, allow an IHS landing branded page to using IHS template. Filters and “knockout” questions to ensure we get the candidates we are seeking (US Citizen only, or only the discipline we are seeking to hire). Data captures of informed consent.

2.2 Deliverables

• Provide on-going training and resources, twelve (12) monthly customized live training

• Unlimited Virtual Career Fairs

• Three (3) Administration Seats

• Dedicated Account Manager

• 50 slots to start the new contract

• Ability to purchase additional 50 slots to work booths at Virtual Career Fairs within the Subscription year

• Summary Report for each Virtual Career Fair event
