Performance Based Statement of Work Building #677 SAMMS ASSET 10021709

North Tract Visitor Contact Station 230 Bald Eagle Drive, Laurel, MD 20742

General Information Introduction Patuxent Research Refuge (PRR) is located along MD 198 in Laurel MD. The refuge is a unit of the US Fish and Wildlife Service, National Wildlife Refuge System. The refuge has a Visitor Contact Station, constructed in 1989 which is a one-story slab on grade 1,440 SQFT building. It has a single air handler, original to building which needs to be replaced. The condensing unit has been replaced at least one time and is currently an Armstrong Air r-22 unit with size approximately 5 tons. This statement of work requires removal and replacement of the air handler and condensing unit / heat pump that serve two bathrooms and two common areas. The air handler is located in a hall closet which also contains the water heater, electrical panel and telephone communications equipment as well as water well pressure tank.

Background:

In order to reduce heating costs PRR has long term plans to replace inefficient HVAC systems with newer systems. Most systems will be powered by solar energy, so efficiency and reliability, are paramount.

Scope In accordance with the work requirements below, the contractor shall remove the existing HVAC system and install a fully functioning, high efficiency systems at PRR’s Building #677

Work Requirements:

Technical requirements.

The contractor is responsible for:

1. The contractor shall be a licensed Mechanical Contractor in the state of Maryland.

All work and testing shall be in accordance with the 2021 International Mechanical Code (IMC). Duct work shall be performed in accordance with NFPA90B. Electrical work shall be in accordance with NFPA National Electrical Code / NFPA 70

2. Selective Demolitions; The contractor shall remove and legally dispose of:

• existing air handler and condensing unit and thermostat.

• Ductwork as necessary for installation of the new system

• Refrigerant piping serving the existing unit.

• Electrical cables and conduit serving the existing units may be reused if in good condition.

3. Maintain and protect existing facilities from damage during demolition work.

• Protect building structure and interior from weather and water leakage and damage.

• Locate, identify, shutoff or disconnect utility services prior to demolition.

• Notify the facility manager in advance of demolition if the water heater or well pressure tank need to be disconnected or removed to facilitate removal of old equipment or installation of new equipment. Water heater disconnects or removal is not in the scope of this contract and will be performed by the government if necessary.

4. The contractor shall inspect the building and perform and submit load calculations (ACCA manual N) and confirm that the following specified system will be efficient and provide adequate capacity

5. All system components shall be from the same manufacturer, including controls.

The contractor shall provide cut sheets for the following equipment (*) in advance of purchase.

The contractor shall install the following specified system in each floor of the duplex.

Inverter type, size 5 ton, 5 stage heat pump system capable of operating at 25-100% of capacity. Bryant Evolution model 284ANV060 heat pump with Bryant FE4 evolution fan coil, Carrier 25VNA960 heat pump with FE4 fan coil, or approved equal.

Minimum Specifications

1. Energy Star rated 19 SEER / 13 EER (seasonal energy efficiency ratio) heat pump condenser with R410 or R454b refrigerant, Inverter driven variable speed scroll compressor and cooling fans, Coils guarded by metal louvers, internal crankcase heater, diagnostics via wall control, and Energy tracking capability with outdoor temperature sensor, electronic expansion valve for heating cycle, suction and discharge temperature sensors for compressor.

2. fan coil compatible with R410 or R454b refrigerant, Variable speed Fan Motor, 208/230Volts AC 1 Phase, 60 Hz, Single piece cabinet insulation, 30-48,000 BTU, factory installed thermal expansion valve, Internal coil shall be grooved copper tubing with aluminum fins. Maximum cabinet leakage rate of 2% when tested at 1.0 Inches of water column. Condensate pans constructed of rustproof material with brass drain connections. Minimum 40VA 208/230V transformer for accessory resistance heater. Filter access panel insulated with air seals factory installed.

3. Wi-fi digital programmable thermostat

4. 15 KW resistance heater*

5. Condenser pump ups

6. Copper line set pressure test

7. Copper line set

8. Refrigerant filter dryer

9. Adaptive sheet metal, including any ductwork, insulation, or other components necessary for a complete reinstallation of the new fan coil. Unit shall be installed in Upflow position.

10. Poly pad under condenser

11. High voltage disconnect

12. High and low voltage connections.

13. UV line cover protection

14. Locking refrigerant caps

15. EZ trap condensate with float switch protection

16. Minimum 1” pleated air filter with access door, or similar air filter located in return air grill. Air filter dimensions must provide manufacturers design airflow. Air filters may be incorporated into (2) existing return air grilles, one located in each common area.

17. Condensate overflow catch basin under air handler with liquid sensing shut off switch.

18. The air handler shall be raised off the floor of the catch basin to prevent rusting of housings. If existing return ductwork is corroded it shall be replaced before installation of new air handler.

19. The condensing unit shall be equipped with a surge protector similar to the one shown in photograph at end of this document.

The HVAC system shall be in compliance with the following applicable performance standards: Air- Conditioning, Heating, and Refrigeration Institute (AHRI), and the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE).

Notes

• All old equipment will be removed, disposed and recycled per federal and state laws

• Old units must have refrigerant removed per federal and state laws

• New air handler and condensing unit shall be installed in approximately the same locations as those removed. The government will construct a platform to raise the condensing unit off the ground to prevent lawnmower damage.

• All work will adhere to local mechanical and building codes.

• If drywall or plaster needs to be cut, this contract does not include the patching which will be performed by the government.

• Work hours are 7AM to 3:30 PM

• Patuxent Research Refuge is a controlled access facility. Contractor employees must have identification. Employee names must be provided to COTR in advance of starting work.

• Contractor shall be required to pay Davis-Bacon Wage rates to all employees working on job.

Warranty The following minimum warranty periods must be included in the contractors pricing

• Labor for 2 years from date of installation

• Manufacturers limited parts 10 years

• Manufacturers limited compressor 10 years

• Installing Contractor is responsible for Warranty registration. Proof of registration required before final project payment is made.

Deliverables:

The contractor shall provide all labor, material, technical knowledge and expertise to meet the necessary requirements. The contractor shall remove and properly dispose of all old equipment and materials and leave the site without any debris around it. Disposal receipts are to be submitted to COR.

The contractor may dispose of clean scrap metal in the facilities metal recycling dumpster. Area must be clean of all rubbish caused by the installation of equipment. Provide all Installation, Operations and Maintenance Manuals to the Refuge.

Government Furnished Property N/A Special considerations

1. Normal working hours for Facility Staff are from 7:00 AM to 3:30 PM Monday through Friday except for Government holidays and special events.

2. Building is a working visitor information station. Coordination with visitor services staff may be necessary.

3. Visitor access normally occurs at this location Thursday- Sunday 8Am-4PM. If possible, work should be accomplished Monday-Wednesday.

Project Safety

The Contractor shall be responsible for strict compliance with all provisions of Occupational

Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during performance of the work.
