About this file
This document is a Notice of Intent to award a sole source contract to the University of Wisconsin/Space Science and Engineering Center (UW/SSEC) for support to NOAA's GOES-R Calibration Working Group (CWG) and Next Generation Fire System (NGFS).
The CWG work will provide scientific analysis and technical support to monitor and maintain the continuity and quality of ABI observations, including the development and refinement of data analysis and visualization tools. The NGFS work will provide scientific analysis and technical support to ensure operational readiness of NGFS active fire products from the Meteosat Third Generation (MTG) and Himawari-9 geostationary satellites. UW/SSEC is identified as the only responsible source that can fulfill these highly specialized requirements due to their unique knowledge, experience, and skillset developed over decades of supporting NOAA's geostationary satellite programs. The proposed contract will be for a 12-month period of performance, with a value not to exceed the simplified acquisition threshold. The Department of Commerce/NOAA/NESDIS intends to award this sole source contract to UW/SSEC.

Statement of Work
Support to the GOES-R Calibration Working Group (CWG) and Next Generation Fire System (NGFS)
1.0 INTRODUCTION
NESDIS/STAR’s GOES-R Calibration Working Group (CWG) was formed during the early planning phase of the GOES-R Program. Since then it has successfully supported the checkout of ABI instruments after each GOES-R series launch and has provided critical monitoring and analysis of ABI instrument data to ensure the continuity of high-quality ABI observations and for the recovery of the capabilities of the ABI instrument when instrument anomalies occur.
STAR's GOES-R CWG maintains strong interfaces and interactions with GOES-R Program Systems Engineering (SE), the GOES-R Ground System Project (GSP), ABI instrument vendor (Harris), STAR's GOES-R Algorithm Working Group (AWG) Science Teams, the National Weather Service (NWS), and a number of other users of ABI data.
The Next Generation Fire System (NGFS), led by STAR, is a collection of satellite sensor-agnostic algorithms and tools designed to deliver actionable information and analysis-ready data for critical active fire applications. The NGFS is designed to provide satellite-derived information that helps reduce the response time to a new fire incident when a swift initial attack is needed, enhance fire monitoring in support of incident management, and enable improved fire emissions monitoring.
NGFS products will continue to improve through further exploitation of satellite data.
2.0 SCOPE OF WORK
The CWG work activity provides scientific analysis and technical support needed to monitor and maintain the continuity and quality of ABI observations and the Cloud and Moisture Imagery (CMI) product, the designated Key Performance Parameter (KPP), from NOAA’s GOES-R series of satellites. The work scope includes the development and refinement of data analysis and visualization tools that will support the monitoring of ABI observations and CMI product quality while enabling the identification of anomalies in these data and their resolution. It also includes participation in GOES-U post-launch test activities. The use of observations from instruments aboard NOAA and NOAA partner geostationary and low earth orbiting satellites that aid in the analysis and assessment of ABI observations is also in scope. All of this work activity requires close interactions and coordination with numerous stakeholders of the ABI product data including the GOES-R Program Systems Engineering (SE), the GOES-R Ground System Project (GSP), ABI instrument vendor (Harris), STAR's GOES-R Algorithm Working Group (AWG) Science Teams, the National Weather Service (NWS), and many other NOAA users.
The contractor shall perform the following CWG activities:
1. Develop and demonstrate ABI data analysis, monitoring, and visualization tools
2. Identify and analyze anomalies associated with ABI L1b and CMI data
3. Test and verify ABI spectral response function data and ABI look-up-table content
4. Review GOES-U Post-Launch Tests (PLT), Post-Launch Product Tests (PLPT), and
(post-launch) Sequence of Events (SOE)
5. Support execution and comprehensive assessment of GOES-19 ABI post-launch tests
(PLT)
6. Generate GOES-19 ABI visible and infrared images for NOAA’s first public release of
GOES-19 imagery
7. Support preparations for and participation in the GOES-19 ABI L1b/CMI Provisional maturity review
8. Prepare documentation and presentations and communicate results of ABI data analysis to the GOES-R CWG team, GOES-R Program, and users
The NGFS work activity provides scientific analysis and technical support to ensure operational readiness for NGFS active fire products derived from the Meteosat Third Generation (MTG) and Himawari-9 geostationary satellites. As NOAA air quality prediction models require, the MTG and Himawari NGFS active fire products will enable more comprehensive fire emissions monitoring. While the NGFS can generate products from MTG and Himawari-9, the algorithms must be further validated and optimized for these satellites through comparison to satellite imagery and independent data sources. The contractor will frequently coordinate with the NESDIS Wildland Fire Program, NESDIS Office of Common Services, STAR Fire Science Team, and STAR Air Quality Science Team.
The contractor shall perform the following NGFS activities:
1. Develop NGFS algorithm configuration settings that are optimized for the Himawari-9 satellite
2. Develop NGFS algorithm configuration settings that are optimized for the MTG satellite
3. Quantitatively assess the accuracy of the NGFS active fire detection and fire radiative power products from Himawari-8
4. Quantitatively assess the accuracy of the NGFS active fire detection and fire radiative power products from MTG
5. Prepare documentation and presentations and communicate results of NGFS analysis to the
NESDIS Wildland Fire Program, NESDIS Office of Common Services, STAR Fire Science Team, STAR Air Quality Science Team, and user community
3.0 DELIVERABLES
The contractor shall provide the following deliverables for the CWG activity:
● Software and documentation associated with ABI data analysis, monitoring, and visualization tools
● Documentation and presentations that highlight the quality of ABI L1b and CMI product data resulting from data analysis associated with an ABI anomaly
● First light GOES-19 ABI visible and infrared images for NOAA’s first public release of GOES-19 imagery
● Documentation and presentations that summarize the analysis results of GOES-19 ABI and CMI product quality during the GOES-19 post-launch checkout period
● Updates, if needed, to the CMI Algorithm Theoretical Basis Document (ATBD)
The contractor shall provide the following deliverables for the NGFS activity:
● Software and documentation associated with NGFS updates for Himawari-9 and MTG operational readiness
● Documentation and briefings that summarize the results of the NGFS product quality assessment for Himawari-9 and MTG
4.0 IT Security
No personnel involved in this acquisition perform a function/role that requires access to a system(s) that processes non-public or sensitive DOC data.
