STATEMENT OF WORK

1. PROJECT TITLE: USNA Administrative Building Electrical Upgrade for IT Data Room G040

2. PROJECT LOCATION:US National Arboretum (USNA),
3501 New York Ave, N.E., Washington, DC 20002

3. INTRODUCTION

The U.S. National Arboretum (USNA) requires the services of an Electrical Contractor to extend a 200-amp, 120/208 volt, 3 phase circuit from Panel EDPEQ located in room G014 to a new distribution panel (EQ-3) located in room G040. The existing circuits providing electrical power to room G040 will be removed and four (4) new 220-volt, 20-amp circuits will be provided from the new panel EQ-3.

4. GENERAL REQUIREMENTS

The Contractor shall provide all labor, material, equipment, tools, travel, utilities, and supervision to complete the SOW in compliance with the current International Building Codes (IBC), the National Fire Protection Association (NFPA) requirements and National Electrical Codes (NEC). The Contractor must comply with all Occupational Safety and Health Administration (OSHA) regulations relating the services rendered.

The Contractor shall complete all tasks by properly trained and licensed personnel or consultants in accordance with the terms, and conditions contained in this document. The Contractor shall take all appropriate measures to complete the work without damage to the Administrative Building.

The Contractor shall keep the work premises isolated from public entry, clean, free of accumulations of waste and construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance. Disposal of waste material shall be the responsibility of the contractor.

Existing conditions: Contractor shall field verify all existing conditions affecting the project prior to beginning work or ordering any materials. Any conditions that are discovered that differ from the SOW shall be brought to the attention of the CO and COR.

All disturbances of existing systems shall be thoroughly coordinated with the Location Monitor (LM) to prevent disruption to the facility’s operation.

Prior to submitting bid, Contractor shall verify all parking requirements, and security clearance requirements with the Location. Contractor’s bid shall reflect full compliance with parking requirements and other such restrictions. Contractor shall provide portable toilets for workers during construction. The prime Contractor shall have a representative on-site at all times when work is being performed.

5. SCOPE OF SERVICE

The specific works for investigating the structural integrity of the exterior envelope are summarized below:

Room G014

· Install 200 amp, 3phase, 120/208 V breaker in panel EDPEQ

· Connect Panel EDPEQ to new Panel EQ-3 in room G040 via EMT Conduit

Room G040

· Install 200 amp, 3 phase, 120/208 V distribution Panel EQ-3 with main breaker

· Install four (4) 220 V, 20 amp breakers in Panel EQ-3

· Install four (4) 220 V, 20 amp circuits (Location of devices to be determined by USNA Staff within room G040.

6. PROJECT SCHEDULE

The period of performance shall be twelve (12) weeks after receiving the Notice to Proceed (NTP) from the Contracting Officer.

The Contractor shall provide a project schedule within seven (7) calendar days after the date of receipt of award towards ensuring work is successfully completed within the period of performance. At minimum, the schedule shall include significant project milestones, for each task, to include, but not be limited to:

· Notice to Proceed Date

· Submittal Submission Date

· Government Review Time (2 weeks)

· Submittal Approval Date

· Substantial Completion

· Final Acceptance

7. SUBMITTALS

Provide submittals, including shop drawings and product data to the Government well in advance of utilizing the material on the project to give enough time for review and approval. Do not purchase any material without Government approval of the submittal. Distribute product submittals to CO and COR in pdf format via email.

Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.

8. SITE VISIT

The Contractor is strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a bid) will be reviewed by the Owner and evaluated accordingly.

9. WARRANTY

All work shall be guaranteed for workmanship and material failures for a period of one (1) year from the date of final acceptance of the work. The contractor shall submit all product warranty documents to the COR.
