STATEMENT OF WORK
Project: USCG D14 Video System Upgrade
Location: 300 Ala Moana Blvd

Project Summary
Request cost proposal for the USCG D14 CCTV system upgrade. The cost shall consist of all the required equipment listed on the equipment requirements, programming, installation, testing, commissioning, user training, and all necessary cable runs. Please provide a separate video system service maintenance agreement proposal.

Details of Work:
1. NVR must be capable of adding 4-10 cameras for future extensions.
2. 30 days video recording retention.
3. Smart monitor not allowed.
4. Monitor Bluetooth and wireless disable capability.
5. Camera motion detection activated.
6. Manufacturing warranties apply.
7. The vendor must provide at minimum 1-year install warranty.
8. The vendor is to provide complete system training to CG personnel.
9. Service maintenance agreement includes labor and material.
10. Headend, NVR, and monitor are in a classified area and will require escorting before entering space.
11. For site evaluation, the vendor must schedule one week in advance.
12. The vendor will provide shielded Cat6 cable runs (white).
13. The vendor shall adjust cameras (aim and focus) and verify with CG POC that the field of view is acceptable.
14. The vendor shall complete the initial programming of the network video recorder and document those settings. Provide all IP addresses and usernames and passwords CG POC.
15. System component mounting and wiring must be aesthetically pleasing and conform to CG contracting officer expectations.
16. Metal flex conduit for all cable installation is required for this project.
17. Any whole or pathway created for the cable runs that pass through walls must be sealed and finished in a manner to show a uniform and completed look. (Coloring of fill material between conduit and wall must be color matched and smoothed out/prime and paint new ceiling and corner trim to match existing wall color.
18. All equipment must be NDAA/John S. McCain National Defense Authorization Act
Compliant.
19. RFI is due one week after RFP is submitted to vendors.
20. UPS must provide sufficient power to allow for operation of the system for a minimum of 15 minutes.
21. Integrate existing AMX system to new video system.
22. All cables must be labeled and tested.
23. The vendor must provide at a minimum of 30 feet cable slack on all cables neatly coiled and mounted within the space within the Command Center.
Secondary Wish List
Request 2nd quote for adding 6 more cameras. The cost shall consist of all the required equipment listed below, programming, installation, testing, commissioning, user training, and all necessary cable runs.
Equipment Requirements:
1. 6x AXIS M3066-V MINI DOME; 3MP CAMERA OR NDAA COMPLIANT

2. 6x EVIP-01 EXACQ PRO CAM LICENSES OR NDAA COMPLIANT EQUIVALENT
Submittal Requirements
Contractors shall submit all instruction manuals for all intrusion detection system components and as-built blueprints including photos upon completion of the work. All warranty information is related to all installed components.
Reporting Requirements
Contractor shall report to ENS Audi Vailoces, (808)214-0566, email: audi.a.vailoces@uscg.mil
Work Directives:
1. It is the Contractor’s responsibility for the protection of existing structures, utilities, work, and vegetation. Any damage shall be repaired at the contractors’ expense.
2. The houses will be occupied during the work period. The Contractor is cautioned to perform the work with minimum noise and nuisance.
3. The Contractor shall be responsible for keeping the dust down to a minimum. Litter, debris, and removed materials shall be removed from the construction site at the end of each workday. Health and safety cannot be stressed enough.
4. The Contractor is responsible to obtain any necessary permits and ensure all work is compliant with GSA standards.
5. Before the start of work, the contractor shall provide a work schedule. No onsite work is permitted before the schedule is approved. The Contractor shall work within a five-day
(Monday through Friday) work week, with no work occurring on Federal holidays or weekends. Any deviations from the work schedule shall have the prior approval of the
Contracting Officer. All work hours shall be in compliance with GSA requirements (work to commence after normal business hours).
6. Once work has commenced on the property, work shall continue daily.
7. All personnel employed on-site shall keep within the limits of the work. The Contractor’s equipment shall be conspicuously marked for identification.
8. The contract manager and alternate or alternates must be able to read write, speak, and understand the English language.
Damage to Government Property
Any damage caused to government property shall be corrected at the contractor’s expense.
Safety and Security
1. The contractor shall provide a list of all on-site personnel, including sub-contractors
(including second and third-tier subcontractors), to the PM before any site visit. Contractor personnel not listed may be denied access to the Coast Guard facility. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
2. The Contractor shall provide all necessary temporary barriers and shrouds to protect the worksite area and occupant. All work shall be performed under O.S.H.A. Safety standards to prevent injury to the building, occupants, or workforce.
3. The vendor shall comply with Federal and State of Hawaii safety and health regulations.
When standards differ, the more stringent shall apply. Report all accidents and property damage to the COR.
4. Site Security and vehicle access are primary concerns during this project; Contractors shall ensure that site security is not compromised throughout their work.
5. The vendor shall be responsible for the security of their material, tools, and equipment. The
Government shall not be responsible for their loss.
6. The contractor must not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well –being, or operational mission of the installation and its population.
7. Contractor personnel must present a neat appearance and be easily recognized as contractor employees.
8. The contractor must not employ any person who is an employee of the U.S.
Government if employing that person would create a conflict of interest.
Additionally, the contractor must not employ any person who is an employee of the
U.S. Coast Guard unless such person seeks and receives approval according to U.S.
Coast Guard regulations.
Transportation of Equipment/ Material
The Contractor shall be responsible for the delivery of necessary tools, equipment, and parts in the performance of this statement of work.
Service/ Maintenance
1. During the standard one-year warranty period the Contractor shall be responsible for maintenance and repair of the system including the repair of workmanship defects, free of charge (parts and labor).
2. A qualified factory-trained service representative shall provide the warranty service and correct any system defect within 24 hours of receipt of a call from the Coast Guard POC.
3. All components, parts, and assemblies supplied by the Manufacturers and installed by the
Contractor shall be warranted against defects in material and workmanship for at least 12 months (parts and labor), commencing upon the date of acceptance by the CG
Miscellaneous
1. The Contractor shall keep the Contracting Officer and /or COR fully informed on the progress of the work, from the start through completion of this project.

3. Invoices must be mailed in to address as per the contract. To insure proper payment, all invoices shall have requisition number/order number, company name and address, DUNS number, invoice number and date clearly indicated on your invoice. It is recommended that the offer or attach a copy of the Purchase Order/Contract to their invoice(s).
4. Contractor and delivery personnel may be required to present personal photo identification to gain access. If identification does not indicate US citizenship, the CG retains the right to require proof of the legal right to work in the US. All personnel hired by contractor may be subject to a criminal warrants check.
