USDA Agricultural Research Service 9611 S Riverbend Ave Parlier, CA 93648 Upgrade Greenhouse Controls Statement of Work

1. Background: The USDA-ARS located in Parlier; CA has eight greenhouse bays approximately 25 years old that have outdated and inoperable Procom controllers. The controller allow for management of temperature and growth light inside of the greenhouse bays. Upgrading these controls will support critical research for multiple research programs.

2. Scope: The Contractor shall provide a proposal that details the installation of new Procom II controls and required sensors replacing the existing outdated Procom Controllers to eight greenhouses and two hallways. Site walk will be scheduled, and it is highly encouraged that contractors attend the site walk prior to submitting proposals.

3. Objectives: The objective of this contract is to obtain a contractor to purchase and install the Procom II Controllers and sensors (See Specifications).. In addition, contractor will ensure training is provided to research staff on how to program and use the new greenhouse controllers.

4. Requirements: Contractor will perform the following tasks as a part of upgrading and installing the new greenhouse controllers.

Greenhouse Controllers

· Eight Procom II control units

· Two output expansion modules outputs 12 - 24

· One weather master complete with an outdoor sensor set which includes: Wind speed, Solar radiation, Outdoor air temperature, Rain detection

· Eight aspirated temperature and humidity sensor sets

· Two aspirated temperatures sensors for the corridors

· Twenty-two Series 100 motor controls to control roof vent and shade curtains

· Provide training to research staff on how to use new controllers.

5. Delivery: Contractor shall furnish all equipment, materials, and supplies required to achieve the quality performance standards of the work in this contract. All work will be performed in accordance with federal and industry standards. Provide the contracting officer representative with an installation schedule.

6. Government-Furnished Property: Provide as-builds upon request. Area for contractor to stage equipment and materials required for installation of controllers.

7. Security Requirements: Contractor must sign in daily with USDA representative. Abide by local security regulations and federal, State, and local safety regulations.

8. Place of Performance: The work to be performed under this contract will be performed at the USDA-ARS, located at 9611 S Riverbend Ave Parlier, CA 93648. Work will be conducted on regular business days (Monday through Friday) and during regular business hours (7:00AM to 3:30 PM Pacific) excluding any federal holidays.

9. Period of Performance: Upon award of the contractor must complete work between July 1, 2026 – September 30, 2026
