About this file

This Statement of Work (SOW) details the upgrade of a fire suppression system for the Smokejumpers Kitchen in Building 1513. The project requires upgrading the legacy fire suppression system to comply with UL-300, NFPA 17A, and NFPA 96 standards, necessitated by changes in cooking materials and equipment. The contractor must install a new wet chemical fire suppression system with specific components including nozzles in the hood and over cooking appliances, a manual pull station, automatic fire detection, and automatic fuel shut-offs for gas and electric equipment.

Key requirements include installing nozzles in a straight-line arrangement to create a flexible fire-free zone, disconnecting the existing non-potable water supply, and ensuring the new system can quickly extinguish fires by covering flames and starving them of oxygen. The work must be performed between 8 AM - 4 PM, Monday through Friday, with a site visit recommended to understand local conditions. The contractor must provide a fully tested and functional hood fire suppression system complying with applicable codes, with materials and workmanship warranted for at least one year from the installation acceptance date.

STATEMENT OF WORK

Building 1513, Smokejumpers Kitchen

Upgrade Legacy Fire Suppression System to UL300 Compliance

I. BACKGROUND. The Smokejumpers Kitchen has a hood over cooking equipment that is equipped with a water-based fire suppression system. Changes in the materials and equipment used to prepare food drove regulatory changes applicable to public and government restaurants.

A. The prevalent use of vegetable oil rather than animal fats resulted in the inability of dry chemical and older wet chemical systems to reliably extinguish fires or sustain an extinguishment

B. Administration.

1) The Contractor shall not conduct any work that is beyond the scope of this contract unless directed in writing by the Contracting Officer (CO).

2) No work shall be initiated until the Contracting Officer provides the Contractor with the "Notice to Proceed";

C. Responsibility of the Contractor

1) The Contractor shall be responsible for professional quality, technical accuracy, and coordination of all actions furnished under this Statement of Work.

2) The Contractor shall correct or revise any errors or deficiencies in its product or installation without additional compensation.

3) The Contractor shall verify all materials installed provide an operational, dependable system that operates as designed

II. OBJECTIVE. Upgrade legacy fire suppression system to compliance with UL-300, NFPA 17A, and NFPA 96.

A. As a minimum the upgrade of the legacy fire suppression system shall include:

1) Wet chemical extinguishing agent

2) Nozzles located in the hood & duct

3) Nozzles located over each grease-generating cooking appliance

4) Manual pull station

5) Automatic fire detection system

6) Automatic fuel shut offs for gas and electric mlstewart Reviewed

B. Capability to be retained.

1) Disconnect the hood fire suppression system water supply

a) Remove excess pipe and cap off to remove dead-leg

b) Disconnect the potable water supply and reconnect after upgrade so it can be used to washdown the upgraded hood when needed.

C. Applicable Publications

1) UL-300

2) NFPA 17A & NFPA 96

3) Manufacturers Installation Standard

III. SCOPE.

The contractor shall install nozzles to overlap appliances to create a flexible and simple arrangement, placing nozzles in a straight-line arrangement to allow for overlapping agent discharge patterns.

- This is the preferred arrangement to create a fire-free zone where different sized appliances can be protected - even if periodically rearranged under the hood.

A. The contractor shall be responsible for all required materials, equipment, and personnel to manage, administer and supervise the project. All workmanship shall be of good quality and performed in accordance with the product manufacturers installation standard.

B. The contractor shall provide material, equipment, tools and labor to upgrade the hood suppression system, eliminate the non-potable water supply (fire suppression supply) and migrate the potable water supply to the newly upgraded hood for .

C. After completion of the upgrade;

1) When activated, the fire suppression system shall discharge wet chemicals via nozzles positioned over the appliances and in the ventilation system over the cooking station.

2) The system shall activate upon detection of flame or excessive heat.

3) The wet chemicals dispersed by the system shall be capable of quickly putting out fires by covering the flame and starving it of oxygen.

4) The contractor shall equip the kitchen hood with a manual pull station to allow staff to activate the fire suppression system if it fails to sense the flame or heat of the fire early enough.

5) The contractor shall provide system shut-offs to automatically disconnect the gas and electrical supplies in event of a fire, removing all power to appliances and outlets under the hood, eliminating potential combustion and shock hazards

IV. GENERAL INFORMATION

A. Site Visit: It is recommended that the contractor shall inspect the site where the work is to be performed to fully understand the task and the conditions under which the work will be performed.

1) The contractor should visit the worksite to satisfy themselves regarding general and local conditions that may affect contract performance costs, to the extent the information is reasonably obtainable.

2) Failure to inspect the site shall not be grounds for a claim after contract award

B. Coordinate site-visits through the COR, Timothy O'Brien at 907-356-5725

C. Hours of Operation; unless a change is coordinated through the Contracting

Officer, the contractor work shall occur from 8 AM - 4 PM, Monday through Friday.

D. Warranty: Materials and workmanship must be covered by the standard manufacture warranty of no less than one year from the installation acceptance date.

E. At project completion, the contractor shall provide the government a fully tested and functional hood fire suppression system that complies with applicable codes.
