About this file

This Statement of Work (SOW) details laboratory accreditation assessment services for the Department of Defense Public Health Command - Pacific (DPHC-P), Division of Laboratory Sciences. The requirement covers three primary laboratory locations: Environmental Chemistry Laboratory at Camp Zama, Japan; Environmental Molecular Biology Laboratory at Camp Zama, Japan and Joint Base Lewis-McChord, WA; and Food Analysis Laboratory at TAMC Hawaii. The services will involve ISO/IEC 17025 accreditation assessments across environmental, chemical, biological, and food analysis testing scopes, utilizing a three-year cycle of on-site and virtual assessments.

The accreditation services are structured with specific assessment timelines: on-site assessments in 2026 and 2028 for environmental and biological/chemical laboratories, and on-site assessments in 2027 and 2029 for food analysis laboratories. Performance standards require 100% compliance, with assessment reports to be provided within 30 days of site visits. The government is seeking a single vendor capable of supporting all three laboratory locations, with assessments potentially requiring both domestic and international travel. Past performance will be evaluated on a sliding scale from Unsatisfactory to Excellent, based on compliance and performance metrics.

Laboratory Accreditation

1. DOD Public Health Command – Pacific, Division of Laboratory Sciences laboratories includes:

Environmental Chemistry Laboratory (ECL), Camp Zama Japan has maintained environmental and chemical testing accreditation since 2008.

Environmental Molecular Biology Laboratory (EMBL), Camp Zama Japan has maintained biological testing accreditation since 2016.

Environmental Molecular Biology Laboratory (EMBL), Joint Base Lewis-McChord WA has maintained biological testing accreditation since 2018.

Food Analysis Laboratory (FAL), TAMC HI will be applying for biological testing accreditation.

In order to maintain accreditations for ECL, EMBL-Japan and EMBL-JBLM, an on-site assessment by an auditor is required to be performed biennially (every 2 years). An auditor will come to the ECL, EMBL-Japan, and EMBL-JBLM and perform an on-site renewal assessment for the applicable environmental, chemical and/or biological scope of accreditations. Furthermore, a virtual assessment will be performed in alternating years, between on-site renewal assessment.

In order to obtain accreditation for FAL, an on-site assessment by an auditor is required to be performed upon application. An auditor will come to the FAL and perform an on-site initial assessment for biological scope of accreditation. A follow up surveillance assessment will be performed at their 1-year anniversary in 2028. After the surveillance assessment, FAL will follow the same alternating schedule of on-site and virtual assessment.

2. The services will consist of:

a. ISO/IEC 17025 and 2016 TNI Environmental Testing Laboratory Standard accreditation in the environmental field. This will include an on-site assessment in 2026, a virtual assessment with annual document review in 2027, and an on-site assessment in 2028. Scope additions will be processed as requested in accordance with the contract.

b. ISO/IEC 17025 accreditation in the biological and chemical fields. This will include an on-site assessment in 2026, a virtual assessment with annual document review in 2027, and an on-site assessment in 2028. Scope additions will be processed as requested in accordance with the contract.

c. ISO/IEC 17025 and AOAC Food Program Guidelines accreditation. This will include an on-site assessment in 2027, a surveillance assessment in 2028, and an on-site assessment in 2029. Scope additions will be processed as requested in accordance with the contract.
