About this file
This statement of work outlines requirements for two reversible polarity air insulated DC power supplies. The Naval Surface Warfare Center Indian Head Division seeks the power supplies to support its Electrostatic Discharge Safety program's testing of ordnance and ordnance-related electronics. Key requirements include the power supplies' ability to output voltages up to 60kV while incorporating overcurrent, overvoltage, and overtemperature protections. Delivery within 70 weeks of award is specified. The related solicitation was issued by the Department of the Navy Naval Sea Systems Command for these electrostatic discharge DC power supplies to support the program.

STATEMENT OF WORK
ELECTROSTATIC DISCHARGE SAFETY (ESD) PROGRAM FOR ORDNANCE
HIGH VOLTAGE POWER SUPPLY
PURPOSE:
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) Electrostatic Discharge Safety (ESD) Program for Ordnance at Indian Head, Maryland has a requirement to purchase two (2) Reversible Polarity Air Insulated DC Power Supply. ESD is the designate technical agent for the Naval Ordnance Safety and Security Activity (NOSSA) technical authority warrant. The ESD Tech Agent’s mission is to test, analyze, assess and certify Navy/Marine Corp Ordnance/Weapons Systems in accordance with the Navy ESD requirements. These High Voltage Power Supplies will support the ESD test efforts. The High Voltage but low current capabilities of the Power Supplies fit the need for the ESD Team to charge a 500pf capacitor to 5kV, 10kV, 15kV, 20kV, and 25kV for the Personnel ElectroStatic Discharge (PESD) Generator, and will have the ability to be used for the 300kV Helicopter-Borne ElectroStatc Discharge Marx (HESD Marx). This power supply will be utilized in test ordnance and ordnance related electronics for the Navy, Marines, Army, Air Force, and Military contractors. ESD wears the ‘Navy’s Hat’ for testing of ordnance and ordnance related electronics according to NOSSA.
Generator: where it will charge six (6) 1000pf capacitors to 50kV. The ability for the Power Supplies to output 60kV being modular and rack mounted will support the research and characterization the ESD Team does in support of many of the Navy/Marine Corp Programs. The Power Supplies also have built-in short-circuit, arc, overload, and thermal protection. The Power Supplies come with Ethernet Interface that utilizes Virtual RS-232 as a means to control them remotely. The use of the Ethernet interface will not involve being connected to any Research, Development, Test & Evaluation (RDT&E) Network or to the Internet, and only connect to other lab equipment
REQUIREMENT:
The Contractor shall provide a Quantity of two (2) DC Power Supplies to ESD, NSWC IHD.
PERPIOD OF PERFORMANCE:
No period of performance, just one-time parts order and one-time delivery at this time/requirement.
DELIVERY:
The Contractor shall deliver the DC Power Supplies within seventy (70) Weeks of ARO.
