About this file
This is a Statement of Work (SOW) for a text-to-speech (TTS) magazine subscription pilot program supporting the Library of Congress National Library Service for the Blind and Print Disabled (NLS). The NLS distributes over 23 million books and magazines annually in accessible formats to more than 500,000 eligible patrons through a nationwide network of 85+ regional and subregional libraries, schools, multi-state centers, and Veterans Affairs hospitals. The contractor shall provide unrestricted access to its catalog of TTS magazines and convert materials into accessible audio format compatible with the NLS's BARD system for perpetual public distribution. The contractor must deliver an updated catalog monthly (first Friday of each month) and provide selected magazine files within fourteen business days via the Production Data Exchange (PDE). Any production delays of five or more days must be reported to the Contracting Officer's Representative (COR), and discontinued titles require seven-day notification. Rejected files must be corrected and resubmitted within five business days.
The contractor shall designate a Project Manager with minimum three years of relevant experience who has managed at least two similar projects. Key personnel must be available continuously; any absence exceeding thirty business days or reduced effort requires immediate notification and replacement with equally qualified individuals. A mandatory kickoff meeting shall occur within five business days of contract award via Microsoft Teams. Upon file delivery, all materials become the property of the Library of Congress for perpetual posting on the BARD application. The contractor remains fully responsible for all subcontracted deliverables, with NLS approval required before any TTS narration subcontracts are executed. This is a sole-source acquisition intended for Zinio, LLC, though other firms may submit capability statements by March 13, 2026, at 5:00 PM ET demonstrating ability to meet all SOW requirements.
