1. Background Information / Introduction The Southeast Louisiana Veterans Health Care System (SLVHCS) Cardiology Department requires the procurement of replacement transthoracic echocardiography (TTE) ultrasound transducers to support ongoing cardiovascular imaging and patient care operations. Clinical Engineering determined that the currently utilized Philips ultrasound transducers are beyond economical repair and are no longer cost effective to maintain. Replacement transducers are required to ensure continuity of diagnostic imaging capabilities and maintain compatibility with existing Philips EPIQ CVx/CVxi cardiovascular ultrasound systems currently utilized within the facility.
2. Purpose The purpose of this procurement is to acquire new, manufacturer-authorized transthoracic echocardiography (TTE) ultrasound transducers compatible with Philips EPIQ CVx/CVxi cardiovascular ultrasound systems. The requested equipment must support high-quality cardiovascular diagnostic imaging, continuity of patient care operations, workflow efficiency and automation, enhanced imaging consistency and optimization, operational readiness of the Cardiology Department, and improved clinical diagnostic capabilities for Veteran patient care.
3. Scope The contractor must provide all labor, supervision, materials, transportation, equipment, installation, technical support, and ancillary services necessary to furnish fully operational transthoracic echocardiography ultrasound transducers. The contractor must provide new and unused ultrasound transducers that are fully compatible with existing Philips EPIQ CVx/CVxi systems and furnish all required accessories, connectors, cables, and operational components necessary for proper functionality.
4. Period of Performance The period of performance must begin upon contract award and continue through completion of all required delivery, installation, inspection, acceptance, training, and warranty support requirements. Delivery and installation shall occur within 30–60 calendar days after contract award, with a minimum one-year warranty support period following final Government acceptance.
5. Salient Characteristics The requested transthoracic echocardiography ultrasound transducers must support adult and pediatric cardiac imaging and include 2D, xPlane, and Live 3D imaging capabilities, Doppler imaging, Color Doppler functionality, AI-assisted imaging optimization, workflow automation support, and Dynamic HeartModel compatibility. Equipment shall include PureWave and xMatrix transducer technology with approximately 3000 transducer elements and a frequency range of approximately 5–1 MHz.
6. Delivery and Installation The contractor shall coordinate all deliveries and installation activities with the designated Contracting Officer Representative (COR), Biomedical Engineering personnel, and Cardiology Department staff. The contractor shall provide all transportation, shipping, handling, unloading, installation, and configuration services necessary to ensure the equipment is fully operational and clinically ready.
7. Inspection and Acceptance Inspection and acceptance shall be performed by designated Government personnel. Acceptance criteria must include verification of delivery, functionality testing, compatibility confirmation, inspection for defects or damage, and completion of all installation and training requirements.
8. Delivery / Storage Requirements The contractor must ensure all equipment is properly packaged, protected, and transported to prevent damage during shipment and handling. Equipment must remain in original manufacturer packaging and stored in clean, dry, climate-controlled environments prior to installation.
9. Deliverables The contractor must provide fully operational TTE ultrasound transducers, all required accessories and components, installation services, warranty documentation, technical manuals, onsite training services, and technical support services.
10. Operator Training The contractor must provide onsite operator training for designated Government personnel. Training must include operation of transducers, cleaning procedures, troubleshooting procedures, workflow optimization features, safety precautions, and manufacturer-recommended maintenance procedures.
11. Protection of Property The contractor must protect Government property, equipment, and facility infrastructure during performance of all contract activities and must immediately report any accidental damage.
