About this file

This statement of work outlines a tree removal project for Bill Williams River National Wildlife Refuge. The project involves removing hazard trees within 120 feet of access roads bisecting a burn area to provide safety for visitors and reduce future maintenance needs. Specifically, 7.2 acres and 0.81 miles of road will need trees removed within 60 feet of the roadside. An additional 9.93 acres and 1.02 miles of road will require clearing of all vegetation and stump removal to provide emergency access. Cut trees and debris will be piled 20 feet from combustible materials. The selected contractor must provide all equipment, tools, and labor to complete the tree removal between September 1, 2023 and March 15, 2024. They should contact the Refuge Assistant Manager with any questions. The related federal contract opportunity is solicitation number 140FS223Q0116 from the Department of Interior Fish and Wildlife Service for fuel break clearing at the Bill Williams River National Wildlife Refuge.

STATEMENT OF WORK

Tree Removal

Bill Williams River National Wildlife Refuge (NWR) Lake Havasu National Wildlife Refuge Complex

Parker, Arizona

BACKGROUND

The Refuge stations of the Lake Havasu Refuge Complex include Bill Williams River NWR and Havasu NWR. This Statement of Work summarizes the justification for a service contract to remove hazard trees along access roads within the Planet Ranch burn area on Bill Williams River National Wildlife Refuge.

DESCRIPTION OF PROJECT NEEDS

Bill Williams River NWR manages 6,100-acres for native wildlife/plants and for public enjoyment. Within the planet ranch burn area is a network of access roads. The access roads lie beneath the canopy of trees killed by the planet ranch fire. These roads will be used for staff and public access to the refuge for habitat restoration and public recreation activities including wildlife observation and photography. To provide safety to visitors using the roads and to reduce future maintenance needs from fallen trees and debris blocking the road, trees within falling distance will be cut down either by handheld chainsaw or by heavy equipment and piled for future burning. The project includes two different types of clearing the section in red on the map will need to be cleared of hazard trees within 60 feet of the roadside equaling a 120 foot wide clearing with the road at the center. Stumps do not need to be removed in this section of road. Two additional S curved access roads (in blue on map below) bisecting the burn area will need to be cleared of all vegetation and stumps removed and be 120 feet wide to provide emergency access to the area. Piles of cut trees and debris will be constructed in the cleared area and need to be clean of soil and measure 20 feet wide by 20 feet tall and be 20 feet from any combustible fuel material to prevent spread of fire. The area will then need to be smoothed out to allow for equipment operation and future maintenance. Vendor will need to provide all equipment, tools, and labor for the work activity. Project work will occur between September 1, 2023, and March 15, 2024.
