PERFORMANCE WORK STATEMENT
DEPARTMENT OF VETERAN AFFAIRS
JAMES J. PETERS VA MEDICAL CENTER, BRONX, NY
TRANE ABSORPTION CHILLER UNITS FULL SERVICE AND PREVENTIVE MAINTENANCE
1.1 Scope of work:
This is a full-service contract for the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 to furnish all labor, equipment, parts, tools, and supplies necessary to fully maintain all the Trane Absorption Chiller equipment in accordance with standard industry practices for stat-up, seasonal, and annual preventive maintenance inspections.
a) The contractor shall provide all management, supervision, labor, materials, supplies, repairs, parts, tools, instruments, equipment and shall plan, schedule, coordinate and ensure effective and economical completion of the Trane centrifugal chiller units located at the James J. Peters Veteran Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468. The contract price shall include the cost of all preventive maintenance work, emergency and routine service calls.
b) Equipment shall be maintained at an acceptable level throughout the contract performance period unless and until removed from the scope of work. An acceptable level of maintenance is defined as the level of maintenance which will preserve the equipment in unimpaired operating condition: i.e., above the point where deterioration will begin, thereby diminishing the normal life expectancy of the equipment. The contractor shall be responsible for performing scheduled and unscheduled repairs, as necessary, on a 24 hour a day, 365 day per year basis including all Federal holidays.
c) All maintenance, repair, and service work must comply with the applicable federal rules and regulations, mechanical codes, regulating absorber units.
2.1 Trane Absorption Chiller Units Preventive Maintenance – regularly scheduled preventive maintenance inspections will include the following:
Start-up Procedures Verify the operation of the oil heater and that the oil temperature is at least 100 degrees Fahrenheit before starting the chiller.
Verify full water systems, including the cooling tower, condenser and evaporator. Verify clean cooling tower and strainers.
Start the condenser water pump, chilled water pump, and cooling tower fan(s). Test all flow-proving devices on the chilled water and condenser water circuits.
Verify the flow rates through the condenser and the evaporator. Start the chiller. Verify the operation of all timing devices.
Verify the operation of the current control device.
Check the setpoint and sensitivity of the chilled water temperature control device. Verify the operation. Verify the operation of the condenser water temperature control device.
Check the mechanical limits of both vane arms. Verify smooth movement of vane arms through the full range of operation.
Check the starter operation. Verify the motor cooling operation. Check the purge operation.
Check the oil and refrigerant levels.
Review operating procedures with the operating personnel. Provide a written report of completed work, operating log, and indicate any deficiencies detected.

Visually inspect chiller for refrigerant and water leak Log the operating temperatures, pressures, voltages, and amperages.
Check the operation of the purge unit.
Check the operation of the control circuit.
Check the operation of the lubrication system.
Check the operation of the motor and starter.
Analyze the recorded data.
Compare the data to the original design conditions.
Review operating procedures with operating personnel.
Provide a written report of completed work, operating log, and indicate any deficiencies detected.
Annual Maintenance Meg solution pump motor Measure voltage and amperage of the pumps and motors Check the lithium bromide solution to adjust inhibitors Test for hydrogen Clean pump cooling water filter. Check solution pump seals for leakage.
Inspect concentrator steam traps Check condition of all valve diaphragm.
Check valves operation and calibration Clean absorption pump strainer. Tension any drive belts replace as required (where applicable) Check and adjust burner and his peripheries Check operation of machines/compare conditions of operation against original commissioning data Fill the Maintenance Log Sheet and review with the operator. Provide a written report of work performed and indicate all detected deficiencies
3.1 In order to use EPA-recommended methods, certain conditions must be met:
(1) The isolation valves on the chilled water and condenser water lines must shut off the circulation completely. The temperature of the equipment room should be 70 o F or higher. Access connections to the condenser water and chilled water circuits must be provided (customer's responsibility).
(2) If these conditions cannot be met, the refrigerant must be removed and the vessel pressurized, using dry nitrogen and a trace gas. This additional procedure is outside the scope of this agreement. Calculate refrigerant loss and report to the customer. Repair minor leaks as required (e.g., valve packing, flare nuts). Visually inspect condenser tubes for cleanliness. Check vanes for free and smooth operation. Check mechanical linkages for wear.
(3) Purge Check purge unit controls for proper operation. Check and clean purge drum as required. Clean the condenser coil. Clean strainers or replace filters as required. Check the purge compressor assembly for leaks as required. Check the purge unit for proper operation.
(4) Controls and Safeties Calibrate and record. Test operation of chilled water pump and condenser water pump starter auxiliary contacts.
(5) Lubrication System: Pull oil sample for spectroscopic analysis. Check oil for acid content and discoloration. Make recommendations to the customer based on the results of the test. Measure and record the oil pump voltage and amperage. Verify the operation of the oil heater. Measure amps and compare readings with the watt rating of the heater. Change the oil filter. Verify the oil level.
(6) Motor and Starter Clean the starter and cabinet. Inspect wiring and connections for tightness and signs of overheating and discoloration. Check condition of the contacts for wear and pitting. Check contactors for free and smooth operation. Check the mechanical linkages for wear, security, and clearances. Check tightness of the motor terminal connections. Meg the motor and record reading. Verify the operation of the electrical interlocks.

3.3 Cost Liability
The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals.
3.4 Protection of Work and Property
a) The Contractor shall provide and ensure that all personnel at the work site wear the safety devices/apparel as required.
b) Aisles, passageways, alleyways, entrances, exits or right-of-ways to fire protection equipment must be kept unobstructed at all times.
c) The Contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the performance of the contract, including use and erection of scaffolding and ladders as applicable. The Contractor shall take all necessary precautions for safety of, and shall provide reasonable protection to prevent damage, injury or loss to persons, properties, equipment and vehicles.
d) Damage caused by the Contractor to any properties shall be repaired and have any needed replacements made to the satisfaction of the VA Medical Center at the expense of the Contractor. The VA Medical Center, at its sole direction, may elect to repair or replace the damaged property, and deduct such costs from monies due the Contractor.
e) The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage, and to avoid inconvenience to pedestrian movements.
3.5 Additional Work
Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal and upon approval, a purchase order will be issued to authorize the work.
