STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

Smith’s Detection IONSCAN Trace Detection Recapitalization and Disposal

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard’s maritime law enforcement mission includes countering illicit drug trafficking in the Western Hemisphere Transit Zone (WHTZ). Maritime law enforcement is defined as any armed intervention by uniformed Coast Guard personnel, including aboard vessels and at facilities ashore, to detect and/or suppress any violations of applicable law. Coast Guard units are authorized to conduct Contraband Detection Activities (CDA) in support of this mission in order to determine the presence of contraband.

Contraband Detection Activities (CDA) is defined as the use of organic, mechanical or chemical devices that sample or examine the air or physical surfaces to detect the presence of contraband (i.e., narcotics, explosives). CDA include the use of IONSCAN.

Documentation of evidence obtained through Contraband Detection Activities (CDA), specifically IONSCAN testing, is vital to prove a connection between suspected smugglers and seized drug evidence in order to support a criminal prosecution.

1.2 SCOPE

To decommission and properly dispose of and replace all obsolete, defective, and U.S. Nuclear Regulatory Commission general license IONSCAN devices deployed in the Coast Guard fleet as well as expand the footprint where applicable. More than 90 Coast Guard units currently maintain IONSCAN equipment. Additionally, this contract aims to provide a pool of loaner devices accessible by all Coast Guard units that conduct Maritime Law Enforcement activities, quantities limited, provide for online operator training, as well as establish service support for fielded devices.

The Contractor shall provide new devices and disposal in accordance with this SOW and the requirements specified within.

1.3 OBJECTIVE

To decommission and properly dispose of and replace all obsolete, defective, and U.S. Nuclear Regulatory Commission general license IONSCAN devices deployed in the Coast Guard fleet as well as expand the footprint, as applicable. The ultimate objective is to dispose of up to 150 devices and purchase up to 150 new IONSCAN model 500DTs and 600s in a breakdown

The Contractor shall be responsible for obtaining any required licenses, permits, approvals and/or authorizations for all work performed. This includes the handling, storage, and disposal of hazardous materials. Some devices contain a sealed radioactive source which is encased in a capsule to prevent leakage or escape of the radioactive material. This capsule is located in a source holder (housing or assembly) internal to the system to facilitate the handling and use of the source. The sealed radioactive sources are governed by Nuclear Regulatory Commission (NRC) Regulations at 10 CFR Part 31. Not all trace detection systems that contain a sealed radioactive source require a Radiation Leak Test (RLT). For units containing a sealed radioactive source, the Contractor shall:

Notify the Government which serial numbers require RLT.

Perform radiation leak testing at the request of the Government and document the results on each required system in accordance with 10 CFR §

31.5 unless the Contractor has received an exemption from the NRC that the

LAST UPDATED: 6/21/2022 10

unit does not require an RLT. This exemption notification is specified on a label on each system.

Conduct RLTs on all applicable deployed systems at the required frequencies. Systems that are not in active use may, upon approval of the designated USCG representative, be considered to be “in storage” and an RLT is required only every two years.

Provide RLT kits with detailed instructions to ensure the wipe of a sealed source is performed as specified by Coast Guard personnel. The wipe sample must be taken from the nearest accessible point to the sealed source where contamination might accumulate. The wipe sample must be analyzed for radioactive contamination. The analysis must be capable of detecting 185 Becquerel (0.005 microcurie) or more removable radioactive material on the test sample and must be performed by a person holding a specific license pursuant to 10 CFR Part 30 and 10 CFR Part 32 or from an Agreement State to perform such analyses.

Notify the designated USCG representative and local USCG if an RLT reveals the presence of removable radioactive material that exceeds the regulatory limits (185 Becquerel (0.005 microcurie)) so the sealed source may be removed from service immediately and be decontaminated, repaired, or disposed of by a U.S. NRC or Agreement State licensee that is authorized to perform these functions. The Contractor must submit a report to the designated USCG representative within five (5) calendar days of receiving the test results. The report must describe the equipment involved in the leak, the RLT results, any contamination which resulted from the leaking source, and the corrective actions taken up to the time the report is made.

Maintain a record of leak test results and retain the record for inspection by the U.S. NRC for three years after the next required RLT is performed or until the sealed source is transferred or disposed of.

Ensure each device containing a sealed radioactive source has an RLT performed at intervals in accordance with the governing regulation. In the absence of a certificate from a transferor that an RLT has been made within the six (6) months before the transfer, the device shall not be used until tested.

2.10.2 For devices containing a sealed radioactive source, the Contractor shall prepare and deliver Radioactive Leak Tests upon request and in accordance with the following:

The Contractor shall deliver all RLTs reports by email, or by another method, as decided by the Government.

LAST UPDATED: 6/21/2022 11

The Contractor shall use a file naming convention that includes at minimum:

RLT date (formatted so that files line up chronologically); the device serial number; USCG unique unit identifying number; and, if more than one is performed on the same date, a differentiator (e.g., 1, 2, pre/post- CM, etc.).

Examples: 2016-06-05_40310_PHX .PDF; 2016-06- 20_7080809_12345687_preCM.PDF

The Contractor shall achieve 100% on-time compliance for all RLTs. RLTs are considered complete when the Contractor provides the documentation to the Government. If documentation is not provided within two cycles, then the Contractor shall conduct another RLT. If the missing documentation is a Radioactive Leak Test, then the Contractor shall conduct another RLT and shall provide RLT documentation within 28 calendar days.

2.11 Contact Capability.

2.11.1 The Contractor shall have contact capability to receive maintenance and troubleshooting requests from USCG units.

2.11.2 The Contractor shall establish interface protocols with the USCG to ensure that all device maintenance communication requests are recorded and dispatched as needed upon of receipt of a maintenance request from the USCG.
