Project West Zone Toilet Porta Potty Rental and Service Contract.
General Information
1.0 Scope of Work
Install, clean, pump, and maintain portable toilet facilities for the Zigzag Ranger District on the Mt. Hood National Forest. Services would be administered on an annual basis. Tasks 1 through 5 are considered an essential part of the contract.
Optional or additional service needs (Task 6 – Trash service; Task 7, additional call as needed cleaning services;
and Task 8- extended option years) shall be quoted as an add-on service/cost. These additional services would be based on needs provided by the unit to the CO.
This contract requires rental of porta potty toilets at Recreation sites on the Zigzag Ranger District and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals.
Contract Tasks:
1. Install 2 porta-potties at designated location, Timberline Lodge, Salmon Parking Lot. Mileage chart provided in Section 2.0 (Location). Map of the location provided in contracting package.
o Install the porta-potties no later than April 13th, (provided the drop point is plowed and accessible). Installation prior to April 13th will not be factored into rental costs. Delays to delivery shall be communicated to the COR, or CO. Similarly, the CO/COR shall inform contractor if needs are pushed back due to weather and plowing needs. Snow may be present at this elevation near Timberline in April.
o Porta-Potties should be a neutral color to blend in with the environment. All parts to include, but not limited to, door(s), locking mechanisms, wall panels, roof(s), toilet paper holder, sanitizer station, and other hardware must be functioning properly.
o One of the two porta-potty provided must have an ADA accessible toilet, and the other must have a 60 gallon or larger tank. Fig 1. highlights minimum requirements. Adjustment based on availability shall be communicated to the CO/COR.
o Porta-Potties must be set on a flat solid surface and anchored in a way that will make them stable and secured, as such they should be able to withstand high winds on the mountain.
2. Install 11 porta-potties at 10 different locations on the Zigzag Ranger District at specified Trailheads.
Mileage chart provided in Section 2.0 (Location). Map of the locations provided below (Fig 3-6).
o For purposes of this document a Trailhead is the transfer point between a trail and a road, water body, or airfield, which may have developments that facilitate transfer from one mode of transportation to another. For purposes of the FSTAG (FSM 2353.27), a trailhead is a site designed and developed to provide staging for trail use (FSM 2300).
o Install the porta-potties no later than May 1st, (provided the sites are free of snow). Installation prior to May 1st will not be factored into rental costs. Installation at higher elevation sites may not be possible until early-June. Delays to delivery/service shall be communicated to the COR, or CO.
o Porta-Potties should be a neutral color to blend in with the environment. All parts to include, but not limited to, door(s), locking mechanisms, wall panels, roof(s), toilet paper holder, sanitizer station, and other hardware must be functioning properly.
o All porta-potty locations must provide an ADA accessible toilet. However, two porta-potties will be located at Ramona Falls Trailhead, one of which shall be a standard, the other will be ADA compliant. The following Table highlights minimum requirements. Adjustment based on availability shall be communicated to the CO/COR.
o Porta-Potties must be set on a flat solid surface and anchored in a way that will make them stable and secured (Rebar and tie downs have been successful in the past). Porta-potty locations will be along roads and in flat terrain at, or near trailheads.
Fig 1. Recommended dimensions for ADA compliant structures.
3. Clean, service, and pump porta-potty sites according to the requirements of the schedule of items
(and show in Tables 1 and 2). Most sites require twice a week (Mondays and Fridays) service. Holidays that fall on either day are still required to have servicing. Sites that have once a week service shall be cleaned on a consistent schedule either Friday or Monday (based on contractor availability). Contractor notifies CO which day is selected and maintains services on that day.
o Servicing will include cleaning floors, toilet seat/riser, and walls as well as re-stocking supplies
(not provided), emptying trash in rental unit, and replacing damaged or vandalized parts.
o Contractor shall supply all toilet paper, trash bags, hand sanitizer refill, as well as cleaning related supplies and materials.
o Collect and empty trash inside all porta-potties. Trash cans attached to rental units are not part of base the contract, yet will be considered as an ‘optional item’. Trash disposal from units shall occur at contractor expense, nor shall any debris, trash or refuse be placed in externally located cans.
o Porta-Potties will be maintained as needed to ensure good operational function. Rental unit's functional priorities are to keep health and safety number one with germ abatement and cleanliness, while keeping smells to a minimum. Maintenance and upkeep shall be conducted as needed through the season, yet graffiti removal or vandalism remediation shall occur immediately. If porta potties are knocked/tipped over, they will be placed in the correct orientation, resecured and checked for safety.
o Cleaning or servicing records shall be utilized and accessible to the CO, log sheets should also be identifiable to the public or for COR/GTM inspection.
o Following of applicable laws such as the Clean Water Act: Proscribes the discharge of pollutants into streams. Section 402 requires discharge permits. Section 208 prescribes best management practices for non-point sources of pollution. Section 313 requires Federal facilities to comply with all substantive and procedural requirements of the States pertaining to pollution abatement.
4. Removal of 2 Porta Potties at Timberline Lodge (Salmon Lot) no earlier than July 31st and no later than August 5th. Failure to remove porta potties within approved timelines will not result in government rental expenses. Coordination shall be conducted with the COR/GTM or CO to ensure the removal pickup meets recreational needs.
5. Removal of all remainder (11) Porta Potties no earlier than October 31st and no later than November
5th. Failure to remove porta potties within approved timelines will not result in government rental expenses. Coordination shall be conducted with the COR/GTM or CO to ensure the removal pickup meets recreational needs.
6. ‘Optional item’ Providing adequate wildlife-resistant trash receptacle(s). Trash receptacle(s) should be secured in a way that does not impact recreationalists or natural resources. Receptacle colors should be metallic, or natural in color. Receptacles shall be free of vandalism, stickers, or external messaging.
Replacement of receptacles would be at the cost of the contractor.
Contractor shall provide can liners and empty trash for receptacles. The same schedule would be approved for site/season based on the port-a potty rental (Table 1-2) season. This option item would require the contractor to collect and dispose of trash off National Forest System lands. Trash that overflow(s) shall be the responsibility of the contractor. Trash scattered by wildlife shall be the responsibility of the contractor. Trash around the can (within a 10’ footprint) is part of this option item.
This service should be bid separately as an add-on service.
7. ‘Optional item’ Additional services for supplemental (ala carte) servicing. This can be broken down as an additional service to schedules preapproved by unit and CO.
8. ‘Optional item’ Additional option years for four consecutive years, Fiscal Year 2026, 2027, 2028 and
2029.
