STATEMENT OF WORK
Survivability Assessment Support
1.0
BACKGROUND
The Naval Undersea Warfare Center (NUWC), Division Newport is the Navy’s principal Environment Testing facility for Virginia Class Non-Propulsion Electronic Systems. The Survivability Assessment Team, Code 7012 performs over 10 thousand hours a year of environmental qualification testing. Part of this testing utilizes Thermotron Environmental Temperature and Humidity Chambers capable of producing test environments from -73C to 175C with humidity ranges of 20% to 98%. These chambers require specialized maintenance and service by factory authorized technicians to keep them operational and preform the annual calibrations.

SCOPE
This Statement of Work describes Preventive Maintenance (PM) and Annual Calibration of Thermotron instruments in accordance with ISO/IEC 17025:2017 and ANSI/NCSL Z-540-1-1994. The Thermotron Environmental Chambers are located in Building 114CC at the Naval Undersea Warfare Center Division Newport, Rhode Island (NUWCDIVNPT). The Survivability Assessment Branch is a Service Cost Center operation, funded by various sources within NUWC, other Department of Navy sources, other DoD and non-DoD Government sources, and occasionally non-Government sources.

Electrical Inspection
Check line voltage and record it
Check all connections
Check Contactors
Measure heater current and record it
Measure compressor current and record it
Measure steam generator current and record it
Check air circulation rotation
Measure circulator motor current and record it
Check any timers
Instrumentation
Calibrate Controller
Calibrate ThermAlarm
Calibrate humidity sensor
Calibrate any additional temperature sensors
Humidity System
Clean humidity generator
Check float adjustment
Flush water lines and screens
Check vapor generator heater resistance
Clean atomizer nozzle (if applicable)
4.2 Perventive maintenance (cont.)
Refrigeration Inspection
Check compressor Standby Pressure
Check compressor Charge
Check Oil levels
Check Oil pressures
Check Hi-Low pressures
Check discharge temperatures
Perform Oil Acid test if needed
Leak check system
Check Frostback

Record hours run for temperature, PTC and humidity
Operational Tests
Verify chamber operation at low temperature
Verify chamber operation at high temperature
Verify chamber operation with humidity
Summarize findings
Recommend service, upgrades and summarize findings submitted to Survivability Branch Head or designee. (CDRL A0001) 4.3 Annual Calibration
Each environmental chamber shall be calibrated starting in the fiscal year listed in the table in section 4.1. The annual calibration will use A2LA Accredited Method C2.1 Instrument Input Calibration for temperature and other analog inputs and Method C3.2 Humidity Sensor Calibration using humidity salts. A signed calibration decal with date of the calibration and next due date for calibration shall be secured to chamber in plain view of the operator. A certificate of calibration shall be submitted to the Survivability Branch Head of designee for each chamber. (CDRL A0002) 4.4 Additional information
The contractor will need to maintain a Visit Request on file and Defense Biometric Identification Data System to obtain unescorted access to the facility. The contractor shall provide all the necessary tools and materials required to perform all work. The contractor shall be responsible for removal of any chemical waste that resulted from this contract. Prior to performing any “hotwork” (i.e. brazing, welding, or soldering), the Branch Head or designee must be notified so that arrangements can be made with the facilities department to issue a burn permit and turn off the building smoke detectors. Hot Work permits are issued by the Newport Naval Station Fire Department and may require up to 24 hours’ notice to secure the fire alarm system in B-114.
4.4 Additional information (Cont.)
All crane, forklift and rigging will be performed by certified NUWC employees. The contractor is not authorized to use the material handling equipment in B-114.
Contractor is prohibited from bring computers with active 802.11 wireless devices, or computers with web camera installed on to NUWCDIVNPT at any time. No cell phones with cameras or recording capability are permitted in any NUWCDIVNPT facility.
