6. DESCRIPTION OF WORK

6.1 Background / Overall Scope:

6.1.1 The Coast Guard installed new copper cable in the U.S. Coast Guard’s housing area at Hamilton Field in Novato, CA. Recent issues with DSL and T-1 circuits make testing the cable necessary to determine if there are any discontinuities in the cable at any point in the conductive path. Testing will need to be accomplished from the Coast Guard-owned pedestal, all the way to the Admiral’s quarters in B299. Testing is to be done on unused wire pairs only unless ESD Petaluma technicians are able to move service on any given pair to another pair and not interrupt services to residents.

6.1.2 This task order will determine the integrity of the existing cable system. The contractor will provide test equipment necessary to test and document the condition of the existing copper cables at Novato Housing. Provide all equipment and skilled technicians required to thoroughly test and document the condition of copper cables as indicated on the drawings provided.

6.2 Existing Conditions:

6.2.1 The C5ISC-ISD-PSB Project Manager completed the new installation of copper replacement cables several years ago. The Coast Guard continues to experience problems with DSL and T-1 circuits at various residential locations.

6.2.2 The main cable trunk serving the base has been replaced. However, users on the base are continuing to have issues with poor DSL speed and a poorly performing T-1 circuit at Quarters B299.

6.2.3 The new cable installation is well documented. The location of the new cables is known. A site visit by the contractor to view the site is required to prepare an accurate proposal.

6.2.4 The Coast Guard-owned pedestal is connected to the AT&T pedestal a few feet away.

6.2.5 It is expected that the contractor will provide and operate all necessary test equipment to professionally test and document the condition of the copper cables as described in the tasks below.

6.3 Additional Point of Contacts:

6.3.1 Telecommunication and electronics systems are supported by Base Alameda C4IT Department and Electronics Support Detachment (ESD) Petaluma, CA. The following personnel will serve as POC’s for the contractor during the execution of this Task Order:

6.3.2 It is recommended that initial travel to the site be coordinated with the local ESD. They can provide assistance with ID issues and access.

6.4 General Requirements:

6.4.1 The contractor shall coordinate the scheduling of all site work with the C5ISC-ISD-PSB Project Manager.

6.4.2 For general planning purposes, the Government expects the initial onsite work within this task order to commence in August - October 2020 timeframe. The Government anticipates the contractor will be flexible in its scheduling of on-site work due to concurrent project work at other sites.

6.4.3 Required manufacturers and models of outfitting equipment and materials, and estimated quantities are listed in paragraph 6.9 of this SOW. Government Furnished Material (GFM) are listed in paragraph 9 of this SOW.

6.4.4 The contractor shall prepare and submit a TESTING Plan for the project.

6.4.5 The Contractor shall conduct testing and acceptance with a designated Government Representative. Any testing not witnessed by a Government Representative is subject to disqualification.

6.4.6 PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws.

6.4.7 CLEAN UP: All trash and debris shall be removed from the site. The job site shall be left in a clean and neat manner and restored as close as possible to original condition and appearance.

6.4.8 WORK OUTSIDE REGULAR HOURS: When the contractor is required to carry on work on Saturday, Sunday, holidays or outside the station’s regular hours, they shall submit a request in writing to the Contracting Officer’s Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress.

6.4.9 SAFETY REQUIREMENTS: The contractor shall conform to all state and local safety requirements and those of the U.S. Coast Guard. The contractor and employees shall become familiar with and obey all base regulations including fire, traffic, Confined Space Permit Required Space and security regulations.

6.5 Task A: Test And Document Existing Copper Trunk Cable

SCOPE: The contractor shall provide all materials and services necessary to accomplish the work described herein except those items identified as Government Furnished Material. The scope of work for this task shall consist of that effort required to test and document the condition of cables installed in the telephone backbone at Novato Housing, Novato, CA.

6.5.1 The contractor shall provide a Time Domain Reflectometer (TDR) and an ohmmeter or equivalent test instrument.

6.5.1.1 Conduct TDR testing on all open pairs from the CG-Owned pedestal towards the housing area. Save each trace and label it with the pair number being tested. Do not disturb cable pairs that are in service.

6.5.1.2 Conduct loop resistance testing on all available pairs (pairs that are not in service) from the CG-Owned pedestal to the protection block on the back of B294 (25 pairs max). Record resistance reading for each pair tested.

6.5.1.3 Conduct loop resistance testing on all available pairs (pairs that are not in service) from the CG-Owned pedestal to the Admiral’s Quarters in B299 (12 pairs max) and test through the B294 block at the back of the residence. Record resistance reading for each pair tested.

NOTE: Test all open pairs on the 12-pair cable that runs from B294 to the Admiral’s Quarters B299. Discuss the method to be used with the CG Project Manager as part of the mobilization effort.

6.5.1.4 Assemble the testing results in order of pair numbers in a PDF and submit results to the project manager within 10 days of project completion.

6.5.1.5 Provide loop resistance test results in a spreadsheet. Provide a column for Pair #, and a second column for test results (in Ohms).

6.6 Testing

6.6.1 The contractor shall test all cables as prescribed above. Immediately alert the CG Project Manager of any problems to allow for investigation while test equipment is on site.

6.6.2 The contractor shall ensure that ESD Petaluma personnel or the CG Project Manager is on site to observe all testing.

6.7 Outfitting Equipment and Materials

All excess outfitting equipment and materials listed in this paragraph shall be turned over, by 1149 or equivalent document, to the ESD Petaluma Supervisor. Provide copy of signed document to the FSD-FRSB Project Manager. New equipment and materials to be provided by the C5I` contractor shall include the following:

7. GOVERNMENT FURNISHED INFORMATION (GFI):

7.1 The government will make available to the contractor, upon request, all reference documentation not commercially available as identified in paragraph 2 and 3 of the SOW. All GFI will be returned to the designated COR/ACOR upon completion of this task.

8. GOVERNMENT FURNISHED EQUIPMENT (GFE):

8.1.1 N/A.

9. GOVERNMENT FURNISHED MATERIAL (GFM):

9.1 The Government will provide the following items in support of this SOW:

9.1.1 None

10. CONTRACTOR FURNISHED EQUIPMENT (CFE):

10.1 The contractor shall provide all standard tools as needed to including, but not limited to, wrenches, hand drills, connector removal/crimp tools, screwdrivers, climbing harnesses and all associated climbing and safety equipment, all earth moving equipment large and small, digital cameras, calculators, and all electronic test equipment.

10.2 Any equipment not specifically approved by the COTR will not be charged to this task. All equipment purchased to support this task order using government funds shall become the property of the U.S. Government and shall be handled, stored and safeguarded in accordance with current instructions for such Government-owned equipment.

11. CONTRACTOR FURNISHED MATERIAL (CFM):

11.1 The contractor shall provide material not readily available in the supply system but which is necessary to complete this task in a timely manner. Any material required for this task not listed below shall first be submitted to the Ordering Officer for approval. This submission shall include the exact items required, the quantity required, and the cost of each item.

11.2 Any material items not specifically approved by the Ordering Officer for this task will not be charged to this task. All materials purchased to support this task using Government funds shall become the property of the Government and shall be handled, stored, and safeguarded in accordance with current instructions for such government-owned materials.

11.3 The following is a representative list of Contractor Acquired Property (CAP) that may be required for this task order:

11.3.1 Packing material for shipment of test equipment.

11.3.2 Packing unit for shipment.

11.3.3 Printer and Plotter supplies.

11.3.4 Binding/publishing materials.

11.3.5 Equipment calibration and repair

11.3.6 Special Tools (i.e. calipers, test jigs, etc)

11.3.7 SPETE rental

11.3.8 Electronics storage media/devices

11.3.9 Digital photographic equipment/supplies

11.3.10 Repro-graphic services/equipment/supplies

11.3.11 Batteries

12. TRAVEL AND PER DIEM

12.1 Travel and Per Diem expenses are authorized for this SOW and will be reimbursed per the BPA in accordance with JFTR rules.

12.2 Representative Travel: Novato, CA (1 round trip for crew to conduct all tasking).

13. TRANSPORTATION OF EQUIPMENT/MATERIAL

13.1 The Contractor is responsible for the transportation of all equipment and materials and is authorized to do so.

13.2 The Contractor will ship deliverable documents to stakeholders as assigned.

DATA DELIVERABLES:

13.3 Documents shall be provided in Microsoft Word 2003. Spreadsheets shall be provided in Microsoft Excel 2003. TDR test results shall be submitted in PDF format. Drawings shall be provided in AutoCAD 2005 as well as PDF or other format convenient for most users. In all cases, the contractor shall adjust format to meet the current Coast Guard applications package, as required.

13.4 All timeframes in this section refer to workdays unless otherwise specified. Timeframes for deliverables can be adjusted in writing by the Coast Guard COTR/KO.

13.5 All planning documents (e.g. Installation Design Plans, Cutover Plans, etc.) shall be approved by a designated Government Representative.

13.6 The Coast Guard retains all rights to the deliverables provided under this SOW. The exact quantity of documents will be determined at the time of submission. For planning purposes, anticipate providing two (2) soft copies of all deliverables. Additional quantities may be required per the following paragraphs.

13.7 The contractor shall submit the following deliverables both electronically and in hardcopy using the contractor's best commercial format practices unless otherwise specified:

13.7.1 Trip reports for all site visits whether it is local or distant (excluding meetings) within 5 days of the site visit. Not required for this Task Order.

Note: Trip reports for all testing and acceptance can be extended to within 10 days of completion.

13.7.2 Meeting minutes, as necessary, within 3 days of meeting whether PHONCONF or other.

13.7.3 Pre-system Deployment Checkout Plan shall be provided via soft-copy for approval within 10 days of initial site survey completion. Following C4ITSC Project Manager approval, a final soft copy submission shall be made within two (2) working days. Not required for this Task Order.

13.7.4 IDPs including drawings within 15 working days after site survey completion. Not required for this Task Order.

13.7.5 Operations (Circuit) Cutover Plans must be delivered 15 days prior to circuit work. Not required for this Task Order.

13.7.6 System Operational Verification Testing (SOVT) Plans must be delivered 15 days prior to circuit work. Not required for this Task Order.

13.7.7 Daily reports must be delivered by 0800 the next day during all installations. Detailed site surveys, consisting of more than 5 days, also require Daily Reports. Email is an acceptable format.

13.7.8 Working copies of SOVT, Cable Testing and all other Test Reports delivered day of test completion. Final copies to be included with trip report, as stated above. Final copy format shall be two (2) hard copies and two (2) soft copies on Compact Disc. Not required for this Task Order.

13.7.9 Punch-list reports are required within 5 days for all items not reported as complete. A Monthly status report must be provided for all outstanding items, which details all completed items from previous reports.

13.7.10 Red-line Drawings are required upon completion of installation / site work. Provide one (1) copy each to Project Manager and local Electronics Support Detachment technical representative prior to departure from site. Not required for this Task Order.

13.7.11 As-built Drawings / Post-Installation Drawings to include red-line completion and elevation drawings for all site work within 30 days of project completion. Format shall be five (5) hard copies and five (5) soft copies on Compact Disc. Not required for this Task Order.

14. SUB-CONTRACTING REQUIREMENTS

14.1 Subcontracting effort may, or may not, be required for this task order.

15. ACCEPTANCE PLAN:

15.1 All work to be performed and all materials and data to be submitted under this task order will be inspected and accepted by a designated COR. The COR may designate an onsite representative, to act in his/her behalf, in writing. Any testing not witnessed by a designated Coast Guard observer shall be considered invalid and shall be redone at no cost to the Government. Members of the installation team shall not complete testing. Items identified during acceptance shall be noted on a punch-list and resolved in the most expeditious manner. The contractor shall follow-up all incomplete punch-list items until accepted by Coast Guard personnel.

16. OTHER CONDITIONS / REQUIREMENTS:

16.1 The contractor shall submit a proposal listing costs for Labor, Travel, Materials, Shipping, Sub-Contracting, and Consulting for each task listed in this Statement of Work.

16.2 All solutions and services shall meet DHS Enterprise Architecture policies, standards, and procedures. Specifically, the contractor shall comply with the following HLS EA requirements:

16.2.1 All developed solutions and requirements shall be compliant with the HLS EA.

16.2.2 All IT hardware and software shall be compliant with the HLS EA Technical Reference Model (TRM) Standards and Products Profile.

16.2.3 Description information for all data assets, information exchanges and data standards, whether adopted or developed, shall be submitted to the Enterprise Data Management Office (EDMO) for review, approval and insertion into the DHS Data Reference Model and Enterprise Architecture Information Repository.

16.2.4 Development of data assets, information exchanges and data standards will comply with the DHS Data Management Policy MD 103-01 and all data-related artifacts will be developed and validated according to DHS data management architectural guidelines.

16.2.5 Applicability of Internet Protocol Version 6 (IPv6) to DHS-related components (networks, infrastructure, and applications) specific to individual acquisitions shall be in accordance with the DHS Enterprise Architecture (per OMB Memorandum M-05-22, August 2, 2005) regardless of whether the acquisition is for modification, upgrade, or replacement. All EA-related component acquisitions shall be IPv6 compliant as defined in the U.S. Government Version 6 (USGv6) Profile National Institute of Standards and Technology (NIST) Special Publication 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program.

16.3 ACCESSIBILITY REQUIREMENTS (SECTION 508)

16.3.1 Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use electronic and information technology (EIT), they must ensure that it is accessible to people with disabilities. Federal employees and members of the public who have disabilities must have equal access to and use of information and data that is comparable to that enjoyed by non-disabled Federal employees and members of the public.

16.3.2 All EIT deliverables within this work statement shall comply with the applicable technical and functional performance criteria of Section 508 unless exempt. Specifically, the following applicable EIT accessibility standards have been identified:

16.3.3 36 CFR 1194.21 Software Applications and Operating Systems, applies to all EIT software applications and operating systems procured or developed under this work statement including but not limited to GOTS and COTS software. In addition, this standard is to be applied to Web-based applications when needed to fulfill the functional performance criteria. This standard also applies to some Web based applications as described within 36 CFR 1194.22.

16.3.4 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, applies to all Web-based deliverables, including documentation and reports procured or developed under this work statement. When any Web application uses a dynamic (non-static) interface, embeds custom user control(s), embeds video or multimedia, uses proprietary or technical approaches such as, but not limited to, Flash or Asynchronous Javascript and XML (AJAX) then 1194.21 Software standards also apply to fulfill functional performance criteria.

16.3.5 36 CFR 1194.23 Telecommunications Products, applies to all telecommunications products including end-user interfaces such as telephones and non end-user interfaces such as switches, circuits, etc. that are procured, developed or used by the Federal Government.

16.3.6 36 CFR 1194.31 Functional Performance Criteria, applies to all EIT deliverables regardless of delivery method. All EIT deliverable shall use technical standards, regardless of technology, to fulfill the functional performance criteria.

16.3.7 36 CFR 1194.41 Information Documentation and Support, applies to all documents, reports, as well as help and support services. To ensure that documents and reports fulfill the required 1194.31 Functional Performance Criteria, they shall comply with the technical standard associated with Web-based Intranet and Internet Information and Applications at a minimum. In addition, any help or support provided in this work statement that offer telephone support, such as, but not limited to, a help desk shall have the ability to transmit and receive messages using TTY.

16.4 Section 508 Applicable Exceptions

16.4.1 Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the COR and determination will be made in accordance with DHS MD 4010.2. DHS has identified the following exceptions that may apply: 36 CFR 1194.3(b) Incidental to Contract, all EIT that is exclusively owned and used by the contractor to fulfill this work statement does not require compliance with Section 508. This exception does not apply to any EIT deliverable, service or item that will be used by any Federal employee(s) or member(s) of the public. This exception only applies to those contractors assigned to fulfill the obligations of this work statement and for the purposes of this requirement, are not considered members of the public.

16.5 Section 508 Compliance Requirements

16.5.1 36 CFR 1194.2(b) (COTS/GOTS products), When procuring a product, each agency shall procure products which comply with the provisions in this part when such products are available in the commercial marketplace or when such products are developed in response to a Government solicitation. Agencies cannot claim a product as a whole is not commercially available because no product in the marketplace meets all the standards. If products are commercially available that meets some but not all of the standards, the agency must procure the product that best meets the standards. When applying this standard, all procurements of EIT shall have documentation of market research that identify a list of products or services that first meet the agency business needs, and from that list of products or services, an analysis that the selected product met more of the accessibility requirements than the non-selected products as required by FAR 39.2. Any selection of a product or service that meets less accessibility standards due to a significant difficulty or expense shall only be permitted under an undue burden claim and requires authorization from the DHS Office of Accessible Systems and Technology (OAST) in accordance with DHS MD 4010.2.
