Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA)

Statement of Work (SOW)

Terrytown Group Site Propane Service – 4611 DR-LA

1.0 SCOPE. As directed by FEMA, the Contractor shall lease and facilitate the delivery, installation, weekly refilling and maintenance of 31 large propane tanks (e.g., 100 gallons or larger) for Travel Trailers (TT) identified by FEMA located at Terrytown Group Site 7772 Belle Chasse Hwy, Terrytown, LA 70056.

2.0 Initial Delivery and Setup- The contractor shall deliver 31 propane tanks to Terrytown Group Site 7772 Belle Chasse Hwy, Terrytown, LA 70056. This will include all required hardware to ensure propane tanks are installed properly, safely and securely. The contractor shall follow standard industry practices, federal and state regulations with regard to setup and installation of propane tanks.

2.1 Volume. The contractor shall monitor and ensure that propane is refilled as needed for all propane tanks. It is anticipated that TTs may be required to be refilled as frequently as twice a per week. The contractor shall provide propane at volumes consistent with federal and state regulations in addition to the tanks rated capacity. The contractor shall follow standard industry practices with regard to filling to ensure safety and proper volumes in conjunction with climate conditions at time of delivery.

2.1.2 Emergency Maintenance/ Repair Any tanks belonging to the contractor are the responsibility of the contractor to service/repair within 48 hours of the contractor becoming aware of a situation requiring repair. The contractor shall make any necessary emergency repairs during routine fill visits to protect life and property. The contractor shall notify FEMA following any emergency repairs requiring additional invoicing.

2.1.3. Scheduling. The contractor shall fill tanks on a revolving basis based on site usage to ensure that tanks remain full to the maximum extent possible. The contractor shall notify the FEMA of scheduled deliveries 1 week prior to the delivery date

2.1.4 Invoicing. The contractor shall invoice the government each calendar month. The invoice shall reflect the location of deliveries, the volumes delivered, the price per gallon delivered and a total for all deliveries for the month.

3.0 Government Furnished Equipment and Services-FEMA will not provide services and equipment on this agreement, or any contract attached therein. All propane tanks, propane, materials and labor are contractor furnished.

4.0 Hours of operation- Normal Business hours are Monday through Friday, 8am to 5pm., excluding holidays.

5.0 Program Management. The contractor shall, without any additional expense to the FEMA, be responsible for obtaining any necessary licenses and permits. The contractor shall comply with any applicable Federal, State, and municipal laws, codes, and regulations in connection with the performance of work as outlined in this SOW. The contractor shall be liable for all personnel injuries and equipment damage that result from their negligence or failure to follow safety/health guidelines. The contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others, to include appropriate insurance.

*Important Note: Failure by the Contractor to obtain all required licenses prior to the start of performance for the Contract may be grounds for termination for cause. Failure by the Contractor to renew licenses and permits upon their expiration may result in termination for cause. Failure by the Contractor to monitor licensing requirements of its personnel and immediately remove and replace any individual who for any reason does not have the required licenses may be grounds for termination for cause.
