STATEMENT OF WORK (SOW)

Dive service to cofferdam USCGC TAHOMA shaft seals

1. BACKGROUND AND CURRENT OBSERVED ISSUES

CGC TAHOMA is requesting diver services to build, install and remove cofferdams on the waterborne side of the ship’s shaft seals. Protective measures are to be designed/implemented to prevent seawater intrusion through the shaft seals in support of Coast Guard renewal of the interior shaft seal cooling piping.

3. REQUIREMENTS

Dive service shall provide the services of qualified representatives to accomplish the following services:

3.3 Cofferdam fabrication/install.

3.3.1 The Contractor shall fabricate and install a cofferdam over the port and starboard shafts to protect the shaft seals area from water intrusion. See Coast Guard Drawings listed in References for additional guidance.

3.3.2 The Contractor shall submit a rendering of the proposed cofferdam design to the Coast Guard

Inspector prior to fabrication.

3.3.3 Cofferdam fabrication and installation shall be accordance with the NAVSEA S0600-AA-PRO-

160. Photographs shall be take of installation and submitted to the Coast Guard Inspector.

3.3.4 Inspect the structure surrounding the cofferdam for deterioration and corrosion and submit a

Condition Found Report to the Coast Guard Inspector.

3.4 Cofferdam removal. After completion, the Contractor shall remove cofferdams and restore affected shafting/seal to their original operating condition. Photographs shall be take of cofferdams having been removed from the shafting equipment and submitted to the Coast Guard Inspector.

3.5 Technician must hold a valid driver’s license; follow all on-base/ship access protocols and

COVID-19 mitigation measures.

4 CONTRACTOR PERSONNEL

4.5 Qualified Personnel- The Contractor shall provide qualified personnel and subject matter experts to perform all required tasks specified in this SOW.

4.6 Employee Conduct- Contractor employees shall present a professional appearance and their conduct shall not reflect discredit upon the U.S. Government, and any involved Departments or

Agencies. Contractor employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities.

4.7 Conflict of Interest- The Contractor shall not employ any person who is an employee of the U.S.

Government if that employment would, or would appear to cause, a conflict of interest. The

Contractor shall take appropriate precautions as delineated in the Federal Acquisition Regulation

(FAR) to preclude actual or apparent conflicts of interest.

5 PERIOD OF PERFORMANCE

The period of the performance will be anytime available before 30 December 2021 with a removal timeline of 10 – 12 January, depending on the availability of the Diving Company.

6 PLACE OF PERFORMANCE

The primary place of performance shall be USCGC TAHOMA located at the below address:
