1.0 Introduction
1.1 Background
The Federal Bureau of Investigation (FBI) Counterterrorism Division (CTD) Fly Team detects and disrupts threat actors from engaging in criminal or terrorist activities in OCONUS environments through the deployment of specially trained Agents alongside Department of Defense (DoD) partners to further FBI/IC cases against known subjects and illuminate threats to the homeland.
Newly assigned Fly Team Special Agents (FTA) must complete a rigorous training program lasting approximately eight months known as Fly Team Agent Core Training (FACT). FTA’s must successfully complete the FACT curriculum in order to be certified as “deployable” FTA’s. Once certified and operational, FTA’s use their certifications and skills across a multitude of disciplines in order to respond to potential OCONUS requirements in support of Counterterrorism matters.
Required skills are encompassed in a Mission Essential Task List (METL):
1. Conduct Command and Control.
2. Conduct Interviews and Interrogations.
3. Conduct Evidence Recovery and Site Exploitation.
4. Conduct Human Intelligence (HUMINT) Collection and Dissemination.
5. Conduct Document and Media Exploitation (DOMEX).
6. Conduct Force Protection Activities.
Each METL outlined above encompasses collective and individual tasks that must be trained to and evaluated in order to measure individual readiness to deploy. Force Protection Activities under METL 6 include proficiencies in vehicle and tactical vehicle operations.
This collective or individual task must be completed under various conditions, referring to the conditions under which driving must be conducted. This includes but is not limited to low-light and no-light conditions, varied weather conditions, driving while employing radios or other tactical equipment such as night vision devices, driving while under fire or in smokey or other battlefield conditions, or other additional conditions under which individual and collective training standards must be accomplished.
