Qualified contractors must demonstrate ownership or access to suitable dry-dock facilities, proven experience in complex marine logistics including heavy sea lifts and open-ocean tows, prime contractor experience with U.S. Navy or MSC vessel repair including knowledge of NAVSEA Standard Items, and a robust Quality Assurance program compliant with recognized industry standards.

DRAFT - STATEMENT OF WORK SUMMARY

Project: YRBM-25 Dry-Docking Selected Restricted Availability (DSRA) & Transportation

1.0 General Requirement

The U.S. Government is seeking capable sources to perform a comprehensive, off-site Dry-Docking Selected Restricted Availability (DSRA) for one non-self-propelled, berthing and messing barge (YRBM-25). The scope of this requirement includes all associated planning, management, and execution of the vessel's transportation from its homeport of Apra Harbor, Guam, to the contractor's facility (1,500 nautical mile radius); the execution of the repair and maintenance package; and the return of the vessel to a designated port in the Pacific (within 1,500 nautical mile radius).

2.0 Background

The YRBM-25 is a critical asset homeported in Guam that provides essential messing and berthing services. The barge has not undergone a dry-docking availability in over fifteen years. A recent hull survey has determined the asset is not in a condition suitable for open-ocean tow, which necessitates the use of a heavy-lift vessel for transport to the contractor's repair facility.

3.0 Scope of Work

The requirement consists of three primary phases:

· Phase 1: Inbound Transportation. The contractor shall be responsible for the complete planning and safe execution of the heavy sea lift of the YRBM-25 from Apra Harbor, Guam, to their shipyard facility.

· Phase 2: Repair and Maintenance. The contractor shall perform a DSRA with an estimated duration of approximately 6-8 months. The core maintenance package includes, but is not limited to:

· Extensive underwater hull preservation (blasting and multi-coat system application).

· Identify/Repair significant structural steel repairs and renewal.

· Inspection/Repair/Preservation of internal voids and tanks.

· Related piping and systems work to support the structural and preservation effort.

· Phase 3: Return Transportation. Upon completion of all repairs and a successful sea-worthiness inspection, the contractor shall be responsible for the post-availability open-ocean tow of the YRBM-25 from their facility to a final destination port in the Pacific region (within 1,500 nautical miles), as designated by the Government.

4.0 Key Contractor Capabilities

Interested parties must demonstrate significant experience and capability in the following areas:

· Access to, or ownership of, a dry-dock facility suitable for the YRBM-25.

· Proven ability to plan and execute complex marine logistics, including heavy sea lifts and open-ocean tows.

· Prime contractor experience with U.S. Navy, MSC, or similar vessel repair, including a working knowledge of NAVSEA Standard Items.

· A robust Quality Assurance (QA) program compliant with recognized industry standard.

5.0 Period of Performance

The desired start date for the maintenance and repair availability (Phase 2) is the first quarter of Fiscal Year 2028 (October 2027 – May 2027).
