U.S. Embassy Program Strategic Goals and Objectives

The U.S. Department of State, U.S. Embassy Athens announces an Open Competition for organizations interested in submitting applications for projects that support understanding, raising awareness of, and responding to PRC sub-national diplomacy in Europe.

U.S. Embassy Program Background and Description
The PRC uses subnational relationships to influence its national political and economic interests in partner countries while evading national-level due diligence mechanisms. In Europe, the PRC has sought closer ties at the subnational level, initiating partnerships with much smaller corresponding regions and cities across the continent. The PRC uses this subnational diplomacy to increase its influence and to advance its economic and political interests by building and consolidating local support for PRC priorities in ways that potentially contradict national policies. As subnational actors pursue the potential benefits of PRC investments, they face risks of growing economic dependency, industrial espionage and technology transfer, and increasing political pressure and disinformation.
Project Location
U.S. Embassy Athens anticipates awarding the project to a Europe or U.S. – based organization with expertise in European affairs. While the proposed project need not cover these dynamics in all European countries, it should include country-specific information for PRC engagement and activities in a representative sub-set of European states.
Project Goals and Objectives
The proposed project should counter PRC subnational diplomacy that undermines democratic institutions, national security, or existing norms of international relations by exposing PRC officials’ engagement with subnational actors. A successful applicant will demonstrate how proposed objectives and activities would raise public awareness of the risks of PRC subnational engagement, build capacity for future tracking of that engagement, and arm local and national governments with tools to address harmful PRC activities.

Projects should be designed to achieve the following:

1. Making available publicly accessible information on on subnational engagement by PRC officials, state-owned enterprises, NGOs, or other state-affiliated entities, private sector PRC firms, diaspora groups, parliamentary friendship groups, and others on a national, regional, and Europe-wide level.

2. Raising public awareness of and expert attention to PRC subnational engagement in Europe, including increased media reporting on PRC subnational outreach and influence operations.

3. Developing and/or implementing local, national, or European Union-led strategies to mitigate risks associated with PRC subnational engagement in Europe.

4. Encouraging alternative subnational ties with East Asian democracies, such as Japan, Republic of Korea, or Taiwan, including sister city partnerships, exchanges, local level trade delegations, memoranda of understanding, and other formal and informal relationships.
