About this file
This document is a Statement of Work (SOW) for a Firm Fixed Price contract to procure Stryker medical equipment and accessories for the Navy Region Southwest (NRSW) Fire & Emergency Services (F&ES) to support the conversion of the F&ES China Lake EMS Ambulance from Basic Life Support (BLS) to Advanced Life Support (ALS).
The SOW outlines the objective to procure Stryker medical equipment and supplies, including mobile battery chargers, LIFEPAK 15 lithium-ion batteries, carry cases, electrode pads, and video laryngoscope systems, to be delivered within 90 days of contract award but no later than July 30, 2024. The requirement stems from the need to increase ALS ambulance services at the China Lake installation due to long EMS response times and the potential closure of the local hospital. Stryker medical equipment is identified as mission-critical for providing advanced life-saving emergency care. The associated federal contract opportunity is a sole-source procurement from Stryker Sales LLC under simplified acquisition procedures, with a justification for only one reasonably available source.

STATEMENT OF WORK
NAVY REGION SOUTHWEST (NRSW), FIRE & EMERGENCY SERVICES (F&ES)
ALS AMBULANCE STRYKER MEDICAL EQUIPMENT & ACCESSORIES FOR NAWS CHINA LAKE
1.0 OBJECTIVE
This Firm Fixed Price contract is being requested to procure STRYKER MEDICAL EMS equipment and accessories for NRSW F&ES Emergency Medical Services (EMS) to support the F&ES China Lake EMS
Ambulance conversion from BLS to ALS. STRYKER Medical equipment and supplies are required to support the ambulance conversion. All products for this non-personal services Firm Fixed Price contract shall be delivered within 90 days of award of contract but no later than 30 July, 2024.
2.0 BACKGROUND
NAWS China Lake has areas within the installation that require long EMS response times, exceeding two hours. The local hospital, Ridgecrest Regional Hospital, is located less than one mile outside the main gate but is currently undergoing financial issues which are causing degraded services. The hospital does not have capabilities in Pediatric, Trauma, Burn, OB, Ortho, GI, and Urology services. There is a strong possibility that the Ridgecrest Regional Hospital will close, making the next closest facility Kern Valley
Hospital. Kern Valley Hospital is over one hour away, approximately 73 miles, by ground transport through the main gate. Liberty Ambulance Service currently provides ALS services to China Lake. It is owned and operated by Ridgecrest Regional Hospital. There are concerns of the services not being provided in the future due to the increased potential for the Ridgecrest Hospital closure. Due to the current degraded EMS services, it is vital for China Lake installation personnel and their families to receive increased ALS Ambulance services. The risk of not increasing EMS BLS services to ALS, in the current situation, will have a direct impact on the mission, NAWS China Lake personnel and their families up to the loss of life.
STRYKER Medical supplies play a crucial role in all emergencies such as heart attacks, rhythm disturbances, cardiac arrests, and other medical conditions to include oxygen saturation, ETC02 readings, blood pressures and assisted respirations. These items are Mission Critical. It is a crucial piece of Advanced Life Support (ALS) and Basic Life Support (BLS) supplies that are inherent to the ambulance and paramedics for use during life-saving emergencies requiring any definitive emergency care.
