STATEMENT OF WORK
Aboveground/Underground Storage Tank Services –
PR # 0074355731
1. Background:
a. The Watervliet Arsenal (WVA) requires maintenance/repair of aboveground/underground storage tank systems (ASTs/USTs) and associated monitoring systems. WVA also requires routine inspections of storage tanks and their components to meet regulatory requirements.
2. Scope/Objective:
a. To maintain and/or repair aboveground and underground storage tank systems.
b. To repair and/or replace associated monitoring systems and alarms for underground and aboveground storage tanks as necessary.
c. To provide testing and inspection of tanks and tank systems as required by State and Federal regulations.
3. Requirements:
a. Qty 6 - During the first year of the contract, complete testing of containment sumps and catch basins per 40 CFR Part 280.35 for all 6 USTs. This will not be a requirement in option years.
b. Qty 6 - Perform annual inspection/testing of cathodic protection system for USTs.
c. Qty 1 - Perform annual inspection/testing of automatic line leak detector and annual line tightness testing for the diesel UST, Tank WVA-28.
d. Qty 26 - Maintain/repair tank systems and repair/replace alarms and monitoring systems as needed for all storage tanks at WVA.
e. Prior to any work being completed, the contractor must submit a quote to the Contracting Office for review and the Contracting Office will approve the work.
f. Veeder root high level alarms systems – certified employees to repair.
g. All Testing reports are sent to COR/Contracting Office within 1 week of testing (prior to invoicing in WAWF).
4. Scheduling
a. The contractor shall respond to all notifications within 2 business days from receipt of a call from the Contract Officer Representative (COR) or Contracting Office.
5. WVA Tanks: The tanks currently located at WVA are listed below. Some tanks may be removed and additional tanks may be installed at the WVA during the course of contract. Any new tanks may require unscheduled service or repair in the event of a malfunction (requirements d – f).

7. Special Requirements:
a. Contractor Manpower Reporting:
i. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.cmra.mil/
ii. Contractor Manpower Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with the base contract. Contractors may direct questions to the help desk at: http://www.cmra.mil/
b. WAWF Invoicing
i. Invoicing: Invoices will be submitted in WAWF after service is complete and all reports/deliverables are received.
c. Travel: All travel and shipping expenses incurred by the contractor shall be his responsibility and should be factored into any bid to the Government for supply of the described services in paragraph 1.0 above. Please refer to The Joint Federal Travel Regulations (JFTR)
d. Period of Performance: The period of performance will be for one base year with two option years. The Government reserves the right to extend the term of contract at the prices set forth in Section B in accordance with the terms and conditions contained in clause 52.217-9 entitled, “Option to Extend the Term of the Contract”.
8. Contacts
a. Contracting Officer Representative (COR): The COR is an individual designated in accordance with DFARS 201.602-2 and is authorized in writing by the contracting officer to perform specific technical functions. The COR is not authorized to make any commitments or changes that will affect price, quantity, delivery or any other term or condition of this task order.
