Rio Grande Valley Statement of Work

For Storage Space

1.0 Background

As a component of Department of Homeland Security, U.S. Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S.

illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.

The U.S. Border Patrol (USBP), Rio Grande Valley (RGV) sector has an ongoing mission essential requirement to secure rental of storage space to include warehouse space. RGV Logistics Supply is responsible for providing rental servicing and purchase requests for RGV Area of Responsibility (AOR) and Central Processing Center’s (CPCs). The storage space is necessitated for Supply and CPCs to obtain adequate space to house surge bulk purchasing. The Purchase Requests (PRs) are Detainee and Surge related supplies and processing equipment. The storage space will store hundreds of pallets consisting of supplies, clothing, beverages, dry snacks, and equipment in support of the detainees held at CPC Ursula at McAllen and Donna Holding Facility (DHF).

2.0 Scope of Work

This Statement of Work (SOW) is to secure storage space to include warehouse(s) for Surge supplies under a Short-Term Bridge Contract with the current Contractor. The Bridge Contract with current Vendor will allow the CBP Office of Facilities and Asset Management (OFAM), Real Property Program Management Office, hereafter known as Leasing Authority under 1103-B Delegation to assist RGV Logistics and CPC procure continued leasing of the current storage space. It is anticipated the Leasing Authority will acquire funding for a long-term lease contract until GSA is able to facilitate either same or new location for both the Logistics and CPC remain with the specified storage space. The current rental agreements are located less than a one-mile radius of the address listed in paragraph 2.2. The location for the requested storage space must be in close proximity of each other and /or within the same fenced compound for ease of receiving deliverables of detainee supplies. Additionally, the uncertainty of the DHF soft-sided facility, can be quickly dissolved when USBP Headquarters determines facility is no longer required. The dismantle of the DHF will create a change of storage needs requiring mandatory storage to house facility supplies, furniture, and ADP equipment disbursed into warehouse space.

Warehouse Storage Rental—Surge

2.1 Period of Performance

- One Three-month Base Period September 1, through November 30, 2024

- One Option Period Extension: December 1, through February 28, 2025

4.0 Storage Space Requirements

The storage space contains hundreds of pallets in-stock, placed strategically for timely distribution. The current warehouse space has the required minimum office space(s) and separate Men’s and Woman’s restroom facilities. Exterior requirements of 10 designated employee parking spaces are within the current contract. Specified loading and unloading docking bays for receivables are readily available. The current locations have plenty of bay doors to air out each facility, working outlets for charging forklift, and designated entry/ exit doors for staff are on both sides of the warehouse. Exterior security for monitoring of suspicious vehicles and the facilities perimeters are mandatory and part of the Landlord/ Owner security systems.

4.1 Storage Space #ONE Requirements

- Warehouse Space: Minimum 12,250; Maximum 12,500 Square Feet

- Office Space: Minimum 4,000; Maximum 4,500 Square Feet

- Ceiling Height: Minimum 20 Ft. Clearance

- Loading Dock(s): Minimum six-loading docks; Must accommodate 53’ trailers

- Forklift Ramp: One permanent, concrete drive-up ramp into warehouse

- Electricity: Available in warehouse and in all office spaces

- Sprinkler System Protection: Standard Wet System throughout with Early

Suppression, Fast Response (ESFR)

- Floor Thickness: 4” Slab at 4000 PSI

- Lighting: T5 High Efficiency

- Must have bathroom facilities within the warehouse area or within the building

4.2 Storage Space #TWO Requirements

- Warehouse Space: Minimum 40,000 SF; Maximum 42,000 SF

- Office Space: Minimum 150 SF

- Ceiling Height: Minimum 22 Ft. Clearance

- Loading Dock(s): Minimum four (4) loading docks; Must accommodate 53’ trailers

- Forklift Ramp: One permanent, concrete drive-up ramp into warehouse

Warehouse Storage Rental—Surge

- Electricity: Available in warehouse and in all office spaces

- Sprinkler System Protection: Standard Wet System throughout with Early

Suppression, Fast Response (ESFR)

- Floor Thickness: 5” Slab at 4000 PSI

- Lighting: T5 High Efficiency

- Must have bathroom facilities within the warehouse area or within the building

4.3 Storage Security Requirements

- Contractor shall ensure that the compound/warehouses are completely surrounded by a minimum 8’ perimeter security fence topped with a minimum of three rows of stranded barbwire outriggers.

- Contractor shall provide security guards that will monitor the compound/warehouses 24 hours a day, 365 days a year to control all physical access to the site.

- Contractor shall ensure security guards will log all vehicular traffic and monitor deliveries; logs will be made available to CBP upon request or incident.

- Contractor shall have security cameras that cover, and archive records kept up to 30 days of activity within the compound/warehouses.

- Security camera system shall provide 24-hour surveillance of compound/warehouse space, entry/exit gates, traffic and parking lots;

surveillance video Logs will be made available to CBP upon request or incident.

- The compound/warehouses shall be Customs-Trade Partnership against Terrorism (C-TPAT) certified.

- Contractor shall provide a copy of the current C-TPAT certification with the proposal and must be maintained throughout the Lease Term

4.4 Billing Requirements

Contractor’s proposal shall include an itemized list of all applicable monthly expenses including but not limited to:

- Base Lease/Rental Rate per SF

- Security, Taxes, Maintenance, Insurance costs per SF

- Deposits (If applicable)

- Application of Electricity costs (flat rate or variable monthly calculation)

5.0 GENERAL INFORMATION

5.1 Disclosure of Information

5.1.1 Any information made available to the contractor by the government, or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
