3. REQUIREMENTS
3.1 General
3.1.1 Background information. During a training round of the Main Motor Room, two crewmembers observed a Class C Fire in the STBD Main Propulsion Motor enclosure. The casualty was reported to the OOD and the space was evacuated. General Emergency was done in accordance with the high voltage fire doctrine. Electrical isolation of the motor was completed via motor disconnect units (MDU). Further investigation by electricians revealed a four by two inch hole in the motor windings. The breakers to the starboard motor MDUs were tagged out. The starboard shaft was secured and locked.
3.1.2 Technical representative. Provide the services of a Technical Representative (Tech Rep), who is familiar with AC synchronous machines and shall be present during the performance of this work. The Tech Rep shall be employed by a shop that is a member of the Electrical Apparatus Service Association (EASA) and that shop shall adhere to the association’s standards, including ANSI/EASA AR100. Both the Tech Rep and the Coast Guard Inspector shall be present to witness the performance of all tests, inspections, and cleaning operations performed under this Statement of Work.
3.1.2.1 Submit the name and résumé of the Tech Rep to the COR at the Arrival Conference.
3.1.3 Notifications and inspections. The Contractor shall be responsible for notifying the Contracting Officer at least one working day prior to said Contractor being ready for any inspections or testing. This notice shall be in writing. The Contractor shall perform all inspection and testing in the presence of Coast Guard Inspector.
3.1.4 Visual inspections. Perform a visual inspection of the STBD MPM, for the presence of contamination by dust, dirt, moisture, oil, and foreign matter (carbon, copper, and mica). Attempt to determine the origin, such as leaking seals, or any unusual conditions. Inspect windings of the MPM. Inspect insulation surfaces, welded bars and field windings. Note all abnormal conditions on the armature, field windings, risers, commutator, brush holders, brushes, rotor cables and brush holder springs. Carefully examine the interior of the machine for loose objects such as, nuts, tools, and cleaning rags; remove all such items. Inspect all electrical connections for tightness. Check all wedges, bands, and soldered connections. Check for evidence of overheating, both general and localized. Record all findings, including the types of contaminants (oil, water, carbon, dirt, etc.) found.
3.1.5 The Contractor shall remove access covers of the MPM listed in the Table 1 as required for performance of this work item and re-install to its original operating condition after completion of this work item.
3.1.6 Test equipment. The Contractor shall provide list of the Test Equipment (i.e. Type, Manufacturer’s Name & Model Number) used during performance of this work with calibration data sheet (i.e. Calibration Expiration Date, Accuracy %) of each Test Equipment.
3.1.7 Work location. The concerned work area is identified in Table 2. See the applicable drawings in Section 2 for guidance, locations, and details.

NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.2 MPM testing. The Contractor shall perform following test on MPM listed in the Table 1 in accordance with ANSI/EASA AR100.
· Perform Advance Winding Analysis test such as Surge Test, High Potential Test or Impulse Test.
· Perform Predictive Maintenance Test (i.e. PdMA) for Motor Analysis Testing.
· Perform Static Motor Test on MPM windings.
3.3 PORT MPM Insulation Resistance Polarization index (PI) test. The Contractor shall perform Polarization Index Resistance Test (i.e. PORT Main Motor Stator No.1, Stator No.2 and Main Rotor) in accordance with Para 5.11 of TP 5023 and ANSI/EASA AR100. Also measure Heater Resistance value at Terminals (i.e. 1-4, 2-6 & 3-5) and measure bleed of resistor value of 1MDU1 and 1MDU2. Submit a CFR. (Note: This will be performed only on PORT MPM).
3.4 Report and Documentation. After completion (i.e. within 24 Hours) of Inspection/Testing MPM, the Contractor shall provide certified and signed Inspections/Test Results to the Contracting officer.
3.4.1 The Contractor shall provide cause of fire as identified in Para 3.1.1.
3.4.2 The Contractor shall provide recommendation repairs to put MPM in service.
