TO
PURCHASE WITH INCIDENTAL INSTALLATION OF DOMESTIC
WATER BOOSTER SYSTEM AT BLDG. 307B MECHANICAL ROOM
BELTSVILLE AGRICULTURAL RESEARCH CENTER
BELTSVILLE, MARYLAND

STATEMENT OF WORK
PROJECT NUMBER: B307BDWBSFY23
PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 307, Beltsville, Maryland, 20705
DESCRIPTION OF WORK: The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision: To Replace the B307B Domestic Water Booster System by purchasing a new system with incidental installation.
In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Security office located at 10300 Baltimore Ave, Building 003. Vehicle permits and identification badges shall be returned to the government prior to the final payment being issued.
All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, 2021 Federal Government Uniform Facilities Guide Specifications (UFGS) with Disabilities Act, local and State traffic codes, Maryland Highway Specifications, Maryland Department of Environment, Maryland Department of the Environment Regulations concerning the Clean Water Act and the Environmental Protection Agency regulations. In the event of a conflict, the most stringent regulation shall prevail.
The contractor shall notify the contract officer representative using: Rushi Bhatt (301)504- 8027 or cell (301) 875-7987 at least 24 hours before any work is scheduled to start.
Scope of Work:
The contractor shall perform the following work, but not limited to:
To Replace the B307B Domestic Water Booster System by purchasing a new system with incidental installation.
1. Mobilization:
1.1 Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items and all other necessities to initiate a work start up receiving.
the notice to proceed.
1.2 Contractor shall stage ladders and scaffolding to allow free access to each entrance to the building at all times. All necessary precautions shall be taken to provide safe passage at the point of entrance/exit (contractor may be required to construct temporary safety passage to catch debris that could fall on individuals entering and exiting the building).
2. Demolition:
2.1 The Vendor shall remove the existing Domestic Water Booster System in its entirety:
During demolition special attention shall be considered when working in the building and mechanical room so as not to damage existing cabinets, equipment, instruments, and incidental items that are housed in the labs. The contractor shall protect the surrounding area of the mechanical room from damage caused by the demolition process during all phases of construction project. Precautions shall be taken to assure that no damage is caused as a result of negligence, not paying attention, poor planning, not following protocols, industry standards, manufacturers specifications, code requirements and other safety measures. Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government.
3. Installation:
3.1 The vendor shall supply with incidental installation a Tigerflow Duplex Domestic Water Booster System or approved equal that matches the existing system: The vendor shall supply Tigerflow Series ES-3000-V-VFD-NSF-CTO, Model DESV-1EB-A3-S3-CC-P-VFD- NSF-CTO, UL/C-UL Listed IAPMO, N-5169 NSF/ANSI-61 or approved equal. The certified engineered packaged variable speed duplex NSF-61 approved domestic water booster system consists of: Condition Point: 100 gpm @ 80 psi.
Domestic Water Booster System Minimum Specifications:
a. Ebara Series CDU120, stainless steel fitted, mechanical seal, end suction pumps each coupled to a 1 hp, 3600 rpm, 208-230-460/3/60, ODP Premium efficient motor – (EISA Chart 12- 11) (NSF-61 certified) Condition Point for each pump: 50 gpm @ 41’ tdh.
b. (2) 2” Wafer style, non-slam check valves (NSF-61 certified).
c. (2) Isolation lug style butterfly valves (NSF-61 certified).
d. (4) 2” Isolation lug style butterfly valves (NSF-61 certified).
e. (1) UL Listed, Nema 3R, TIGER'S EYE MARK V, variable speed, E-Series, solid state, power, and control panel or approved equal
f. UL/C-UL 508 Label.
g. Micro Controller: Memory Non-volatile - no battery backup required-Multi level-security passwords.
h. Touch screen operator interface with 6” color screen Functions included:-Tuning
(PID) pressure sequencing with read-out in psi-Suction and discharge pressure read-out in psi-Event history log-Individual pump run indication-Hand-off-automatic selectors-Elapsed time meter-Low suction alarm with on-off time delays-Low system with on-off time delays-High suction “energy savings” shutdown with on-off time delays, enable /disable-High system alarm with on-off time delays-Automatic alternation of equal sized pumps-32-bit RISC micro-controller-USB port-RS-232, RS-485, RS-422 communication ports.
i. BACNET (IP) Communication Protocol.
j. (3) Thru-door disconnects with individual motor circuit protection.
k. (2) DANFOSS Nema 1, variable frequency drives, rack mounted.
l. (1) 24 Volt UL/C-UL, CE Approved switching power supply.
m. (1) 120-volt fused control circuit transformer.
n. (1) Power on light.
o. (2) Common auxiliary alarm contacts.
p. (2) Header-mounted stainless steel pressure transducers [(1) suction and (1) discharge].
q. (1 set) 3” Type 304 Schedule 40 stainless steel suction and discharge headers – all stainless pipe, branches, and fittings, NSF-61 gaskets, grooved system connections, vertically or horizontally-mounted pumps.
r. (1) Steel system skid with all necessary pipe supports, tubing and wiring for complete package.
s. (1) AMTROL Model ST-42V, 20 Gallon, or approved equal,150# NON-ASME Code, NSF Bladder tank, adjacent mounted.
t. System to be completely, electrically, hydrostatically and run tested before shipment.
u. All structural welders certified to AWS D1.1 and all pipe welding to be done by
ASME Code Section 9 certified welders.

3.2 This domestic water duplex booster pump system will be installed in the mechanical room in a compact space. Field verification is required for the space dimensions available for the system by the vendor prior to installation. Any modification in piping & peripheral items shall be made by the vendor in order to have complete the functionality of the system.
4. Governments Notes for Clarity:
4.1 Purchase with Incidental Equipment Installation, Commissioning and Training.
5. Performance Requirements and Warranty:
5.1 The Contractor shall assure that all materials meet the Manufacture’s Specification and provide a written Manufacturers’ Warranty.
6. Delivery, Storage and Handling:
- Store materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by manufacturer.
- Protect stored material from direct sunlight.
7. Submittals:
- Manufacturer’s technical data sheets for all materials used on this project.
- Manufacturer's Warranties for applied materials.
- Installers Safety Plan.
- The Contractor shall Supply O & M Manuals for the Domestic Water Booster System.
8. General Conditions:
A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.
B. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.
C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.
D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.
E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day.
The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
F. Formal Meetings: Every 2 weeks a work press update meeting must be held by the contractor (deemed formal by the contractor, the COR, or the Contracting Officer), will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer, COR, and all stakeholders). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.
G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.
H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 db. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
J. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update).
High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry.
Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.
K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Fame Permit form.
M. Scheduling: The total contract performance period shall be 120 calendar days from the point of contract award which includes submittal of materials & its approval, installation, inspection and punch list completion period. The final inspection shall be scheduled a maximum of 110 calendar days from point of contract award, leaving 10 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval.
N. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the materials as per mentioned in section 7 in 30 listed Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 2 hard copies of each material submittal.
O. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures, or interruption in utilities.
P. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.
Q. Manufacturer Warranty: Shall warrant the pipe and fittings for a minimum of 1 year to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.
R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor.
WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL
INVOICING.
