About this file
This is a Scope of Work document from the U.S. Army Dugway Proving Ground, West Desert Test Center, located in Dugway, Utah. The document outlines requirements for the purchase of thirteen Starlink satellite internet systems to serve as backup communication infrastructure and primary connectivity solutions for the 790,000-acre proving ground located approximately 90 minutes southeast of Salt Lake City. The systems are needed to support Program Managers operating in the field across the vast desert terrain where existing communications infrastructure is unreliable.
The specific requirements include thirteen complete Starlink systems, each equipped with Local Priority service featuring a 500 GB per month data plan for a 12-month period. The systems must support high-bandwidth, low-latency communications capable of real-time voice, video, and data transmission for both routine range operations and emergency health and safety scenarios. The Starlink Mini dishes are required due to their portability, rapid-deployment capability, and ability to be transported on vehicles for mobile teams. Each Program Manager will have individual access to utilize the systems as needed for their respective missions. The current Starlink service arrangement is intended as an interim solution until the facility can transition to an Enterprise service agreement for base-wide coverage.

Scope of Work
U.S. ARMY DUGWAY PROVING GROUND
WEST DESERT TEST CENTER
DUGWAY, UTAH 84022-5000
1. Subject: Starlink
2. Final Delivery Location: West Desert Test Center, U.S. Army Dugway Proving Ground, Utah.
3. Scope of Work Required:
Background: Dugway Proving Ground (DPG) occupies approximately 790,000 acres in the West Desert of Utah and is approximately 90 minutes southeast of Salt Lake City, UT Adjacent lands include primarily BLM public land and private as well as National Wildlife Refuge lands.
Communications at DPG at best are not always 100 percent available in such a vast and open desert location. We don’t always have available communications that stay reliable and work for the whole workforce and customers to use for mission requirements as well as for health and safety.
Objectives: DPG requests the purchase of Starlink to help when communication lines are down and not able to function as a back up to keep in contact with range control or as needed. Our missions require a highly portable, rapid-deployment satellite internet solution capable of supporting high-bandwidth and low latency communications. These systems must be capable of supporting real-time voice, video and data transmission for both routine range operations and emergency response like health and safety scenarios. Starlink is the only provider that currently meets the strict size, weight, power and operational parameters necessary for the Program Managers in the field. Starlink is the only one that provides Mini dishes that are portable for our vast wide location to keep it on the move and quick deploy mobile teams operating out of vehicles. Other systems cannot support the high-bandwidth data requirements of modern range operations. Starlink will meet all these factors for us to keep operational.
Requirements: We need to purchase thirteen Starlink systems for each of our Program Managers. Each one will be able to utilize them as they see fit per mission and provide the service during their mission times. Each dish will need the Local Priority service with a 500 GB/ month plan for 12 months This will be utilized until we can obtain an Enterprise service for the Starlink for the base.
