About this file

This is a Statement of Objectives (SOO) for Technology Research and Information Consultation Services solicitation SSN26-HIS-1529828.

The Indian Health Service (IHS) Office of Information Technology (OIT) seeks subscription-based technology research and advisory consultation services to support executive-level decision-making in IT strategy, cybersecurity, digital health, enterprise architecture, IT governance, and related operational domains. The requirement spans one 12-month Base Year with four optional 12-month extension years, contingent on fund availability and continued Government need. The contractor must provide tiered, named-user subscriptions across four service levels: Executive Leadership Subscription (for CIO, DCIO, Division Directors, and Senior OIT Leadership); Advisor-Level Subscription (for OIT Program Offices, Division Leads, and Senior Managers); Technical Professional Subscription (for Enterprise Architecture Teams, Technical Leads, and IT Staff); and Workforce/Human Capital Advisory Subscription (for OIT Leadership and designated HR stakeholders). Each tier offers varying levels of research access, analyst inquiry rights, and advisory consultation privileges tailored to Government-defined leadership and subject-matter roles.

Beyond subscription access, the contractor must provide designated account management, formal onboarding and orientation sessions at contract start and option year commencement, quarterly strategic review meetings with Government leadership, usage reporting at least annually, and advance notification of significant platform or service changes. All services must be delivered electronically with uninterrupted access throughout the performance period. The contract prohibits storage or transmission of Government data, including CUI, PII, or PHI, within the contractor's platform and restricts contractor access to Government networks or systems. All Information and Communication Technology (ICT) deliverables must comply with Revised Section 508 Standards (36 CFR Part 1194) and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards, with conformance documented via Voluntary Product Accessibility Template (VPAT) 2.5 or HHS Section 508 Accessibility Checklists.
