The work requires a qualified contractor to resurface and repair the generator's collector rings, with services to be performed at USCG Base Kodiak in Alaska between December 16, 2024 and January 10, 2024.
The technical requirements include providing a qualified technical representative experienced with rotating power generators, conducting initial inspections and operational tests, machining and resurfacing collector rings, reassembling components with renewed brushes and hardware, and performing post-repair testing. The contractor must be registered in SAM.gov, comply with Service Contract Act wage determinations, and maintain required insurance coverage listing USCG as additional insured. Key security requirements include escort requirements for restricted areas, advance notice for deliveries, and photo ID requirements. The award will be made on a best value basis with technical factors and past performance weighted more heavily than price. This is a total small business set-aside under NAICS code 336611. Quotes are due by 0800 Pacific Time on December 13, 2024.

Assist with resurfacing of the generator collector rings.
Ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly as applicable.
3.1.2.1 Submit evidence that the Contractor’s service center and field Tech Rep is accredited by an applicable industry association for repair of generators or other rotating machinery, such as the Electrical Apparatus Service Association (EASA).
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).

3.1.5.1 Take all applicable precautions specified by SFLC Std Spec 3100 and EASA Standard AR100.
3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of Nr. 3 SSDG, to demonstrate existing operational condition, paying particular attention to condition of sparking on the collector ring, vibration, and movement of brush springs. Submit a CFR.
3.3 Initial inspection. The Contractor must conduct an initial inspection of the generator critical dimensions. Submit a CFR.
3.3.1 Inspect the condition of removed brushes and hardware, and save if condition is acceptable. Brushes must be renewed.
3.3.2 Measure air gap clearances and complete data sheet in accordance with SFLC Std Spec 3100, paragraph 3.2.2.
3.3.3 Measure collector ring wear and concentricity of all collector rings for Nr. 3 SSDG in accordance with SSDG Tech Pub, and SFLC Std Spec 3100, paragraph 3.2.3.7.

3.4.1 The Contractor must disassemble brushes, brush holder, and connected hardware as needed.
3.4.2 The Contractor must ensure metal shavings are vacuumed during the machining process, and metal particles are not permitted to fall further into the machine inadvertently.
3.4.3 The Contractor must describe the proposed process and tools to be used for machining, cutting (turning) the collector rings in place. Submit a CFR.
3.4.3.1 Correction of severe eccentricity of the collector ring will require use of a machine cutting tool and jig to be mounted on the post for the brush holder. Jig should be designed for this purpose. The Contractor must submit a drawing of the tooling, and description of the materials used.
3.4.3.2 The Coast Guard will provide measurements of the generator as requested for development of the jig and tooling.

3.5.1.2 Test spring tension in accordance with manufacturer guidance prior to reinstalling in the brush holder. The spring must provide 2.8 to 3.28 pounds-force when extended to the length of the brush to be considered satisfactory. If satisfactory force is not met, springs must be renewed.
3.5.2 Clean generator until all metal particles and carbon dust is removed. Participate in inspection by the Coast Guard Inspector.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.6 Establishing collector ring film. The Contractor must coordinate operation of the generator according to the following method for establishing surface film for newly resurfaced collector rings. Ideally, a load bank (resistive only) must be provided for this purpose.
3.6.1 Operate generator at no load for two hours.
3.6.2 Operate for two hours at each of the following loads: fifty percent, seventy-five percent, and full load.
3.6.3 In emergent circumstances, if a load bank is not available, the generator field must be reconfigured so that Series and Shunt fields are connected in parallel, with excitation power provided by the rotating power amplifier, in accordance with the SSDG Tech Pub.
3.6.3.1 With the generator field connected in this alternative configuration, establish film by operating at no load as described in 3.7.1, then operate for six hours at highest available load, not to exceed seventy-five percent.
3.7 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate generator operation. Submit a CFR.
3.7.1 The generator must run without sparking at collector rings for successful completion of operational test.
