Security Response Force Training Center

SRFTC MILO Training Videos

U.S. Bureau of Reclamation

Mission Assurance and Protection Organization, Security Division

1. BACKGROUND:

The U.S. Bureau of Reclamation (Reclamation) Security Response Force (SRF) conducts armed security operations at multiple Reclamation National Critical Infrastructures (NCI). SRF Officers are required to complete the SRF Basic Training Program academy which is conducted by SRF

Instructors at the SRF Training Center, located at Grand Coulee, WA. All SRF sites and the

SRFTC utilize scenario-based interactive training technology to simulate security incidents and train SRF Officers on use of force, de-escalation, and communication technics. The technology and infrastructure used to conduct this training is the MILO Range Theater 300 and single screen. Reclamation SRF has a request for the production of 10 custom content interactive training videos compatible with the MILO Range Theater 300 and single screen.

2. OBJECTIVES:

The goal of this contract is for the contractor to provide all video and audio equipment, costumes, props, technical knowledge, and properly trained personnel and supervision necessary to create 10 SRF custom content training videos that are compatible with the MILO Range

Theater 300 and single screen on a thumb drive. The contractor will also be responsible for all labor, lodging, and transportation costs associated with producing the videos at the Reclamation facility identified by the Contracting Officer Representative (COR).

3. PERFORMANCE REQUIREMENTS:

A. Provide guidance to SRF personnel during the design and planning stages for each of the 10 scenarios. Offer suggestions and best practices to improve the videos training effectiveness and overall quality.

B. Review and revise scenario designs provided by Reclamation personnel incorporating technical knowledge to produce effective training videos.

C. Incorporate Reclamation requested “branches” into custom videos.

D. Provide costumes and associated props.

E. Provide 10 custom content videos as designed by Reclamation personnel, compatible with MILO Range Theater 300 and single screen.

F. Videos are considered complete after they have been reviewed and approved by the COR.

G. The contractor will complete requested audio and video edits to the final videos as requested by Reclamation personnel.

4. DELIVERY:

A. The contractor will provide 10 custom content training videos designed to

Reclamations specifications, compatible with the MILO Range Theater 300 and single screen equipment on a thumb drive to the address provided by the COR.

5. FURNISHED PROPERTY:

A. Contractor:

i. Provide all video and audio filming equipment.

ii. Experienced staff to operate video and audio filming equipment.

iii. All props, to include actor clothing, and associated fake blood and make-up.

iv. Remove and clean up all props and associated waste created from the videos.

B. Reclamation:

i. 10-Custom Scenario Outlines documenting the Reclamation requested video scenarios which could include “branches.”

ii. Reclamation will provide a site location on Reclamation property suitable for filming the custom videos.

iii. 1-3 role players to participate in custom scenarios.

iv. Escorted access to restricted areas inside and around the Reclamation facilitate.

v. Personnel protective equipment (PPE) for all non-Reclamation personnel while on Reclamation property.

6. SECURITY:

A. A list of contractor employees must be submitted to Reclamation prior to start of work. All contractor employees will be required to always carry legal identification on them.

B. A list of vehicles that will be used at the job site to include make/model/year and license plate number must be submitted to Reclamation prior to start of work.

C. The worksite is a secure, limited access area. The contractor will contact the

SRFTC point of contact (POC) provided by the COR, prior to arriving at the work location to be escorted while on Reclamation property.

D. The contractor will coordinate with the SRFTC POC, for any departures and reentry needed during the workday.

7. PLACE OF PERFORMANCE:

A. The videos will be filmed at Grand Coulee, WA on Reclamation property inside and outside of the dam and/or hydroelectric facility.

B. Closed-toed shoes and pants will be required while on Reclamation property.

8. PERIOD OF PERFORMANCE:

A. The term of the contract will be a period of 8 months from the day of the contract being awarded.

B. It is anticipated that 5 days of filming will be required to complete the 10 custom videos. Reclamation will provide the contractor 2 optional weeks (total of 7 days to include 2 days of travel) for the contractor to schedule filming at Grand Coulee, WA.

C. RECOGNIZED HOLIDAY. Services will not be required on recognized Federal holidays established by Federal law (5 U.S.C. 6103). A schedule of the recognized holidays can be found at the following website:

9. WORK SCHEDULING AND COORDINATION:

A. Work will be scheduled within a seven-day availability period provided by

Reclamation.

B. The contractor will coordinate which days during the availability period they will be onsite and conduct the work and provide those dates to the COR.

C. Hours of work can start no earlier than 0800 and must be completed for the day no later than 1700, or during daylight hours.

10. INSPECTION AND APPROVAL:

A. The contractor will provide the videos to the COR for review once completed.

B. The COR will have 30 days from receipt of final videos to review the videos and submit requested edits and revisions or approve of the videos.

11. GENERAL INFORMATION:

A. Running water and potable (drinking) water will be available at the worksite from water coolers.

B. Restroom will be available on the work site.

C. Electricity is available at the work site.
