HISTORY: These services were previously provided as a task order through the Shadow Mountain Village ORC IDIQ (1282AT19D0001).
SPECIAL CONSIDERATIONS:
Bonding – There ☐is / ☒is not a bonding requirement for this contract. If bonding is required, bids requiring a bond, refer to FAR 28.101-2. Bids are required to have payment bonds 20% of the bid price. If awarded, the performance and payment bonds are 100% of the award amount. This information is also in accordance with FAR 52.228-1.

SECTION C – DESCRIPTION/SPECIFICATIONS
C.1 SCOPE OF CONTRACT:
The purpose of this contract is to provide services to manage and maintain the wastewater system (WWS) at Shadow Mountain Village and Green Ridge Campground (shared system) in accordance to CDHPE regulations and requirements. There is roughly 5200' of gravity main, 17 manholes and 2 lift stations between GRCG and SMV.
C.2 DESCRIPTION OF WORK:
The work for this contract includes:
· The annual cleaning and televised inspection of the entire wastewater system as required by the CDPHE.
· Recording and categorizing the condition of each section of pipe, every manhole and all equipment related to the system.
· Responding to sanitary sewer overflows and repair as required.
· All other operator responsibilities as stated in the included Wastewater Collection System Operation and Maintenance Manual and required by the state of Colorado
C.2.1 Technical Requirements
1. Operator must possess Class 1 Wastewater Collection System Operator’s license from the State of Colorado

C.3 LOCATION:
The Shadow Mountain Village is located in Grand County approximately 12 miles north of Granby, Colorado. To access from Granby, Colorado travel west along State Highway 40 approximately 0.8 miles to the intersection with State Highway 34. Turn right and travel north on State Highway 34 approximately 12 miles to the intersection with Grand County Road 66. Turn right and travel east approximately 0.1 miles to the entrance to the Shadow Mountain Village.
Green Ridge Campground is located approximately one mile southeast of the entrance to Shadow Mountain Village. To access from Shadow Mountain Village, travel southeast on Grand County Road 66 for approximately one mile.
C. 4 CONTRACT TIME/PERIOD OF PERFORMANCE:
The anticipated contract time will be for one year from the notice to proceed date. If the contract requirements are met and acceptable, the contract may be extended one year at a time up to a total of five years.
The anticipated period of performance is award (on or about 01 December 2021) through 30 November 2022

C.7 PERSONNEL, PERMITS AND RESPONSIBILITIES
C.7.1 Contractor ORC Responsibilities. The ORC (Operator in Responsible Charge) has supervisory responsibility for the operation of the facility. ORC shall furnish all supervision, labor, materials, tools, supplies, and equipment required for performance of work described in this service contract, which is applicable to all subsequent task orders. These responsibilities include but may not be limited to:
C.7.1.1 ORC shall protect the public health and the environment in the conduct of their duties. The ORC is accountable for the operation and maintenance of the wastewater facility and is responsible for understanding the requirements of the applicable permits, laws, and regulations.
C.7.1.2 ORC shall notify the Forest Service in a timely manner when and what repairs, maintenance, and supplies are needed to bring system back into operation and/or compliance. ** ORC is not responsible for repairs of wastewater system equipment.
C.7.1.3 ORC shall also provide a copy of all response and compliance reports to the Forest Service administrative contact.
C.7.1.4 ORC shall be responsible for response and compliance reporting to the CDPHE
C.7.1.5 ORC shall notify the Forest Service Administrative contact and/or COR of any other state requirements not included in this contract.
C.7.1.6 ORC may be required to respond to additional on-call/emergency services in the performance of this work.

C.10 DEFINITIONS
Administrative Contracting Officer (ACO) - The ACO has authority for the administration of the contract and will handle all matters beyond the authority of the COR. Generally, this includes the day-to-day administration of the contract, except for matters pertaining to changes in contract price and time.
Contracting Officer (CO) Has full authority for the administration of the contract and will personally handle all matters beyond the authority of the ACO and COR. Contracting Officers are agents of the Government and are the only officials authorized to enter into any contract or agreement that binds the Government. If you are asked to perform additional work, or make changes not specified in the contract, DO NOT perform the work but immediately notify the Contracting Officer. A Contracting Officer holds a legal warrant, which is a designation of authority to bind the Government.
Contracting Officer’s Representative (COR) The Contracting Officer’s Representative (COR) is the person most responsible for technical advice. The COR is also responsible for maintaining property records, outlining work, material approvals, inspecting work in progress, estimating completed work for partial or progress payments, and conducting pre-final and final inspections. In addition the COR oversees administrative matters (e.g., submittals, etc.). Also ensures elements of contract requirements are met in accordance with terms and conditions. The COR is NOT authorized to direct changes or bind the Government to any contractual agreement. NOTE: Designation form FS-6300-6 outlines functions the COR cannot perform.
Government Technical Monitor (GTM) Assists the CO and COR as a technical advisor/inspector to monitor contractor performance. A GTM has no contractual authority. This person exists only to advise the COR in his/her area of expertise.
