About this file

This document is a Statement of Work (SOW) for the repair of two SPT Labtech Acumen microplate cell cytometers for the National Center for Advancing Translational Sciences (NCATS), which is part of the National Institutes of Health (NIH). The two units require a new shutter motor assembly for one and replacement of the 405nm laser for the other. The vendor will replace the affected components, test the devices to ensure they meet specifications, and provide documentation within 5 business days.

The related federal contract opportunity is a pre-solicitation non-competitive notice to award a contract without full and open competition to SPT Labtech Ltd. for the required repairs. The purchase is classified under NAICS code 334516 for Research and Development in Biotechnology. The contracting officer determined that SPT Labtech is the only source reasonably available to provide the needed services. Interested parties may submit capability statements, proposals, or quotations for consideration. The response must include unit price, delivery period, payment terms, and business size certification, and be submitted by the closing date.

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Repair of two (2) SPT Labtech Acumen microplate cell cytometers.

Statement of Need and Purpose:

The National Center for Advancing Translational Sciences (NCATS) requires the repair of two (2) SPT Labtech microplate cell cytometers currently deployed in our labs. These units include Acumen EX1310 and EX1309. EX1310 requires a new shutter motor assembly. EX1309 requires the replacement of the eX3 405nm laser.

Background Information and Objective:

The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives.

The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

The NCATS mission is to provide accelerated processes and procedures to develop and test chemical compounds to determine their efficacy as a therapeutic treatment in human disease. Those assays and experiments are developed using numerous automated devices and equipment to increase dependability and accuracy and reduce the time of development and validation. The diagnosis of these SPT Labtech Acumen microplate cell cytometers is requested because the devices are currently not fully functional and therefore are not able to be utilized in NCATS’ mission. The evaluation of these devices will determine what repairs, if possible, will be required to return them to service.

Period of Performance:

The vendor shall replace affected components and test the device to ensure they meet specifications for proper function. The vendor shall provide any documentation with 5 business days from the date of the repairs.
