ATTACHMENT 1
Statement of Work
I. Background Information
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires immediate and continuous, IP-authenticated electronic perpetual access for all USDA users and public on-site users to NAL requires immediate, un-embargoed electronic access via IP authentication over the internet for all USDA users to the Springer Nature e-book "Access & Select" Biomedical and Life Sciences collection (703 titles) and Earth and Environmental Sciences collection (560 titles), BASIC plan, with perpetual access to the selected titles up to the value of the license fee for DigiTop.
II. Requirements
1. The contractor shall provide immediate electronic and perpetual access via the Internet to the Springer Nature e-book "Access & Select" Biomedical and Life Sciences collection (703 titles) and Earth and Environmental Sciences collection (560 titles) for use by all USDA employees;
authorized public on-site library users; and contractors, cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA.
2. All USDA locations worldwide are to be considered authorized premises.
3. In addition to internal use, authorized users have the right to use content of the journals for ordinary business, scholarly and educational purposes of the USDA, including but not limited to viewing, printing, saving, reusing and disseminating content.
4. The contractor shall make the content of the selected journal backfiles accessible 24 hours per day. Authorized users shall be granted access to Springer Nature "Access & Select" Biomedical and Life Sciences collection and Earth and Environmental Sciences collection e-books through the IP recognition authentication process without any impediments.
3. The contractor shall provide access to the Springer Nature "Access & Select" Biomedical and
Life Sciences collection and Earth and Environmental Sciences collection e-books in accordance with the following terms and conditions: The contractor shall grant the perpetual access to the selected titles up to the value of the license fee at the end of the period of performance
III. Schedule of Deliverables
Deliverable Due Date Task 1:
Access via IP authentication over the internet to the Springer Nature e-book "Access & Select" Biomedical and Life Sciences collection and Earth and Environmental Sciences collection
Within 5 days of award
Task 2:
a. Provide COUNTER-compliant usage statistics for the Springer Nature e-book "Access & Select" Biomedical
a. Monthly and Life Sciences collection and Earth and Environmental Sciences collection e-books including commonly recognized data elements.
b. Usage statistics shall include the (IP) address of every user and their respective use of each of the selected e-books, if available
