Rules will govern play, except where amended by these bylaws. Please check ‘All Sports

Bylaws’ for further clarification.

B. TEAMS:

Each team must start with nine (9) players and may finish with a minimum of six (6) players. A team forfeits when they do not have a minimum of nine (9) players at game time and are ready to play. If neither team is ready to play at game time, a double forfeit will be awarded. The winner of the second matchup between these 2 teams will be declared the winner of both games.

C. GAME:

Game time is forfeit time. The game will consist of two twenty (20) minute halves with a running clock. There will be a five (5) minute halftime break. The game clock will be regulation during the last two (2) minutes of each half. Regulation means clock will stop at each whistle. Each team will be allowed two (2) timeouts per game. Timeouts shall be one (1) minute in length.

D. WARM-UPS:

Teams will not be allowed on the field of play prior to the start of games. All warm-ups must be done outside the field of play. A maximum of five (5) minutes will be permitted for warm-up and stretching prior to each game. The coach is responsible for ensuring that their players are properly stretched and warmed up prior to the start of the game. Note.

Proper stretching and warm-up exercises helps prevent unnecessary injuries.

E. UNIFORMS:

All players must wear athletic shorts of pants without pockets. (Taping pockets is unacceptable and will not be permitted.) Cut-off jeans or other pants with belt loops, hard bill caps, sunglasses, and bandannas are not permitted. Shorts or pants must be worn above the hips at all times. Shirts/jerseys must be tucked in at all times. Jewelry to include earrings, necklaces, watches, and rings are not allowed. Any uniform violations discovered during the game by the officials will result in that player being removed from the game and not permitted to return until the rule infraction is remedied. Athletic footwear is mandatory at all times, molded sole shoes with rubber cleats are authorized.

Hiking shoes or boot are prohibited. Three (3) flag belts must be worn on the hips and buttocks at all times. Pants or shorts cannot be the same color as the flags. Long or short sleeved t-shirts must be worn underneath the Fitness Center issued jerseys for sanitation purposes. No cut off shirts showing armpits are allowed. Coaches are the only personnel allowed to check out jerseys from the Fitness Center and are responsible for returning the exact number of jerseys to the Fitness Center staff. Coaches are responsible financially for replacing lost jerseys.

F. LOCAL RULES:

Prior to the start of the game, both team captains and all officials shall be present for the coin toss. The visiting team’s captain gets to call the toss. The winning captain chooses to start on offense or defense, defend a goal, or defer options to the 2nd half. The other team has the remaining options.

a. Line of scrimmage: Unless moved by penalty, each half begins with a snap from the 14 yard line. Snap must be received two (2) yards from line of scrimmage. Teams change goals between1st/2nd and 3rd/4th quarters Team possession, number of next down, and zone line-to-gain remain unchanged.

b. Team formation: The offensive team on the line of scrimmage: no limit of how many on the line. Ball must pass through the center’s leg on all hikes:

The center must hike the ball to a back and turn 180 degrees (face his goal line) prior to having the opportunity to advance the ball on a running play.

c. Yardage and Downs: The playing field lines to gain are located 20 yards apart.

The offensive team has 4 downs in which to achieve a first down at the next line to gain.

d. Forward Pass: Only one forward pass each scrimmage down is permitted. Any number of backward passes may be attempted.

e. Eligible Receivers: All nine players are eligible to receive a pass.

f. Pass Interference: Defensive or offensive pass interference will result in a ten

(10) yard penalty from the previous spot.

g. Loss of Flag: If a player loses a flag after or while with the ball, the opposing player only has to touch the ball carrier with one hand.

h. Fumbles: Any fumbled ball that touches the ground shall be declared dead at the spot the ball touches the ground. Kick-offs may be retrieved from the ground by the receiving team and if muffed, it will be declared dead at that spot. On the snap from the center if the ball touches the ground before or after getting to the intended receiver the ball is dead at the spot where it hit the ground. When the quarterback on the snap drops or fumbles the ball it shall be dead at the spot the ball touched the ground. When a receiver catches the ball and falls on their own accord, as long as they still have their flags and no defensive player pulls their flag, that person can get up and run. The receiver cannot roll around on the ground to avoid being de-flagged. Doing so will result in a dead ball and no forward progress can be made.

i. Charging and Tackling: The ball carrier must side step, not run over a defensive player. A defensive player may not grasp, hold, or obstruct the offensive player while attempting to remove the flag.

j. Intentional Tackling: No player will physically tackle any player. This will be a judgement call made by the officials when a player wraps their arms around another player and takes them down to the ground. This action will constitute an ejection from the game. Flagrant fouls will not be tolerated and will result in player ejection from that game. Two instances of player ejections for committing flagrant fouls will result in expulsion from league and tournament play.

k. Offensive Blocking: Blockers shall start and end on their feet. Blocking will consist of the use of open hands and body in an upright position. No part of the blocker’s body shall be in contact with the ground except the blocker’s feet throughout the block. Down field blocking is prohibited, down field is considered any area that is five yards beyond the line of scrimmage.

l. Defensive Rush: The defense must be one (1) yard from the line of scrimmage in order to rush at the snap. Fronting the center is prohibited, defensive linesman may line up on either shoulder of the center. The defense may have all nine (9) players on the line of scrimmage at the snap

m. Punts. All punts must be declared from scrimmage. Whenever the offensive team decides to punt, the team captain must notify the head official who will inform the defensive team prior to the snap. Failure to notify head official of intent to punt will result in loss of down. The defensive team must have five

(5) players on the line of scrimmage. No player may enter the neutral zone until ball is kicked (Rushing the kicker is prohibited). The ball must be kicked within ten (10) seconds, using continuous motion after receiving the snap. All players must remain motionless until the ball is kicked.

n. Passing on Reception of Punted Ball: The receiver of a punted ball may pass in any direction to any teammate, if after the reception, the receiver takes no more than three steps and does not signal for a fair catch.

o. Substitutions: Teams may substitute any number of players without reporting to the officials.

p. Time-outs: Each team is allowed two (2) 60 second, use or lose, timeouts per half and one additional timeout each overtime period.

q. Scoring:

Touchdown = 6 points

PAT – 3 yard line = 1 point

PAT – 10 yard line = 2 points

PAT – 20 yard line = 3 points

Safety = 2 points

r. Incomplete Games: Incomplete games will resume at the specific point declared incomplete. Officials will note time, score, team possession, ball location, line to gain, down marker, and any other pertinent information.

s. Penalties: All normal penalties are either 5 or 10 yards except unsportsmanlike conduct which is `15 yards and player ejection. Penalty administration inside the twenty (20) yard line is half the distance to the goal line when applicable (i.e. 10 yard penalty inside the 20 yard line is 10 yards, 10 yard penalty inside the 10 yard line is half the distance, etc).

t. Safety: A safety counts for 2 points. The team which scored the safety will get the ball at their 14-yard line.

u. Overtime Procedures: An overtime period is required when a game ends in a tie after regulation. The referee shall toss a coin with both team captains present to determine possession. The captain winning the toss shall have the option to play on offense or defense. Teams will have four (4) downs to score from the 14-yard line. The goal line will always be the line to gain. Each team will receive one timeout form the overtime period. Both teams will use the same goal line in the overtime period. Timeouts do not carry over.

1. The team elected to start the series shall put the ball in play at the 14 yard line. The teams will have four alternating possessions to score. If both teams fail to score after their 4 down series, the team closest to the goal line wins. If a team scores on any down, the other team will have an opportunity to score using their 4 down series.

2. If the defensive player intercepts a legal forward pass, the offensive team loses their series of downs and possession. The intercepted ball is awarded to the defensive team at the 14 yard for their series of downs.

The intercepted pass cannot be advanced, only change of possession occurs.

3. Penalties shall be interpreted according to the rules of the game.

4. In the event overtime ends before either team scores or the score is tied, an additional overtime period shall be played under the same conditions as the first overtime period.

v. Base Championship Game Overtime Procedures:

VOLLEYBALL

A. RULES OF PLAY:

The current United States of America Volleyball Association (USVBA) rules will govern play, except where amended by these bylaws. Please check ‘All Sports

Bylaws for further clarification.

Teams will consist of six (6) players. Teams may start with five players and may finish with a minimum of four players. A team forfeits when they do not have a minimum of five players at game time recorded on the official score sheet and ready to play. Match time is forfeit time for the first match; fifteen minutes after the scheduled match time, the second game and entire match will be forfeited. If neither team is ready to play at game time, a double forfeit will be declared. The winner of the second scheduled match will be declared the winner of the double forfeited match.

Matches will consist of the best 2 out of 3 sets using the rally scoring system. Rally point system means a point will be awarded for each serve or awarded side out. A set

(except the deciding 3rd set) is won by the team which first scores 25 points with a minimum lead of two points. In the event of a 24-24 tie, play is continued until a two point lead is achieved. Sets 1 and 2 will have a 27 point cap. Set 3 will be to 15 points without a point cap but must win by 2. There will be a 1 hour time limit on each match. Each team is allowed two 30 second timeouts per match.

D. WARM-UP:

Each Team will have a 5 minute warm-up period before each match. Intervals between each game will be 3 minutes. During the interval period between sets the lineup registration and change of team courts will be completed.

All players must wear athletic attire without pockets. Cut-off jeans or other pants with belt loops are not allowed. Shorts or pants must be worn above the hip at all times and t-shirts/jerseys must be tucked in at all times. Jewelry of any kind is not permitted. If the official discovers a rule violation during play, that player will be asked to leave and will not be permitted to return until the violation is remedied. Players must wear athletic shoes with non-marking soles, boots and hiking shoes are not allowed. Shirts must be worn underneath the Fitness Center jersey for sanitation purposes. Cutoff shirts showing armpits will not be allowed. Coaches are the designated party responsible for checking out and returning jerseys to the Fitness Center staff. Coaches are financially responsible for replacing lost jerseys.

F. SUBSTITUTIONS:

All players including substitutes must be listed on the lineup card. Players who arrive late and their name is not listed on the lineup card may not enter the game, however they can be placed on the lineup card for the next game. Unlimited substitutions are permitted by position only. A team can only make a substitution when the player is serving. Substitutions can also be made during a timeout, regardless of whether the team has possession of the serve. Teams may play with a minimum of 4 players if there is an injury. An additional substitute that is currently not on the lineup card but is on the team roster may enter into the injured player’s position. All substitutions must check-in with the scorer’s table. Once the substitution has been confirmed, the substitute must wait until acknowledgement by the head official to enter the game.

G. OBSTRUCTIONS:

During play if the ball hits the cross beams, ceiling or lights and comes back on the side it was served from the ball is playable. Balls that hit the walls, bleachers, and backboard is considered out.

H. EQUIPMENT:

Regulation NCAA or USVBA approved volleyball will be used.

SOFTBALL

The current USSSA Softball rules will govern play except where amended by these bylaws. Please check ‘All Sports Bylaws’ for further clarification.

Teams consist of 10 players, but teams may start with 9 players in order to avoid a forfeit. A team forfeits when they do not have a minimum of 9 players at game time recorded on the official scorebook and are ready to play. If a team has only 9 players, the missing player will be declared out each time he/she comes to bat. A team may insert the missing player upon arrival to reach the required number of players. The inserted player shall be placed at the end of the batting order. A team may insert an

Additional Hitter (AH) into its lineup. The batting order must remain constant;

however any 10 of the 11 players may take a defensive position throughout the game.

If an AH is used the team must finish with 11 players or the game is forfeited. If an

AH is inserted into the game after it starts the player will be ejected. All starters may leave the game and re-enter one time but must remain in their original position in the batting order. At no time will a starter and his/her substitute be in the game at the same time. Substitutes may not re-enter game. A courtesy runner will be the last batter recorded out and can only be used once an inning. A team may insert one courtesy runner for one player in the original lineup. If the courtesy runner enters the game in any other capacity (i.e. sub, pinch runner, or starter), he/she will forfeit their position as a courtesy runner. Any re-entry by a starter must be reported to the umpire and scorekeeper at the time of re-entry.

C. GAME TIME:

Game time is forfeit time. Games will consist of a 1 hour time limit or 7 innings, whichever occurs first. No inning will start if time has expired or 7 innings have been played unless the score is tied. All games that end in a tie will play an additional 2 innings unless a winner is declared after 1 extra inning is played. All batters will begin with a 1 ball/1 strike count with a courtesy. A game will be considered complete if one team is ahead by 20 runs after 3 innings, 15 runs after 4 innings, or 10 runs after 5 innings.

D. WARMUPS:

No player will enter the playing field without being instructed to do so by the umpire.

Teams must warmup outside the fenced area prior to the game’s start time. It is highly recommended that coaches/managers require their players to arrive at the game site

30 minutes prior the start of the game. This measure will allow for adequate warmup time and also to ensure teams provide their official lineup to the scorekeeper within

10 minutes of the official start time. Teams are required to include the first and last names of all players on the official lineup cards submitted to the scorekeeper. It is mandatory to list all substitutes on the lineup card/sheet.

Uniforms are desirable but not mandatory. Shirts and shoes must be worn at all times.

Only rubber softball, baseball, tennis, or soccer shoes will be permitted. Metal cleats and screw-in spikes or cleats will not be permitted. Military clothing will not be allowed. Athletic clothing is preferred.

F. EQUIPMENT:

Two new game balls will be used for each game. All balls will be returned to the plate umpire upon completion of each game. Breakaway or recessed bases will be used to reduce the load impact generated should a player make contact with the base. Double first base will be used. On the initial throw to first base from the infield or outfield, the batter/runner must run/touch the orange portion of the first base to prevent a collision with the first baseman who must use the white portion. This rule is in effect only on the initial play at first base.

G. PITCHER:

Pitchers will be allowed 5 warmup pitches (60 seconds) during the first inning and 2 pitched for each inning thereafter.

H. BATTER:

Digging in the batter’s box is prohibited: 1st violation, a team warning; 2nd violation by the same team (anytime during the same game) will result in a strike on the batter.

This is a judgement call by the umpire and is not disputable. Players hitting a homerun will not be required to run the bases, this also applies to any runner on base.

Teams may start the game with 9 players; however, when the vacant spot comes to bat it will be declared an out. If a 10th player arrives, he/she must be put in the game and placed at the end of the batting order.
