About this file

This is a Scope of Work (SOW) issued by the Department of the Air Force's 102d Intelligence Wing (Air National Guard) for the 102d Civil Engineer Squadron at Otis Air National Guard Base in Buzzards Bay, Massachusetts. The project involves the repair of HVAC systems in Building 197, specifically the removal and replacement of a compromised primary condensing coil from a Daikin outdoor HVAC unit that has experienced complete system failure. The replacement coil must be an OEM Daikin component or approved equivalent meeting original manufacturer specifications. The project is located at Otis ANGB, Buzzards Bay, MA 02542, and is critical to maintaining operational readiness, protecting sensitive electronics, and ensuring personnel health and safety. No specific response dates, due dates, site visits, bidder meetings, award dates, or contract term information is provided in this document.

Qualified bidders must hold valid state-issued Master HVAC/Pipefitter licenses and employ technicians certified under EPA Section 608 (Universal) for refrigerant handling. All work must comply with federal, state, and local codes including NFPA, OSHA, and EPA regulations, and must strictly adhere to Department of Defense Unified Facilities Criteria (UFC) standards, with UFC guidelines taking precedence over civilian codes in case of conflict. Contractors are responsible for coordinating background checks, vehicle registrations, and base passes for all personnel, and security-related delays will not warrant performance period extensions. The contractor must provide all engineering, labor, equipment, licensing, tools, materials, transportation, and safety monitoring. The project encompasses seven sequential tasks from safety isolation through final operational testing and certification by the Base Civil Engineer before final payment authorization. No pricing, funding source, or incumbent information is detailed in this SOW document.

REQUEST FOR PROPOSAL

PROJECT NAME: SPBN262005 - Repair HVAC, Building 197

CLIENT AGENCY: 102d Civil Engineer Squadron, Air National Guard

LOCATION: Otis ANGB, Buzzards Bay, MA 02542

SPECIFIC SITE: Building 197

1. Executive Summary & Project Background

The 102d Civil Engineer Squadron is formally soliciting proposals from qualified, licensed mechanical contractors to execute a critical HVAC restoration project at Building 197, located within Otis Air National Guard Base in Buzzards Bay, MA.

The primary condensing coil of the designated outdoor Daikin HVAC unit servicing Building 197 has suffered a severe mechanical failure, resulting in complete system inoperability. This facility supports active military operations; consequently, restoring the climate control systems is vital to maintaining operational readiness, protecting sensitive electronics, and ensuring the health and safety of military personnel. The contractor shall provide all engineering, labor, equipment, licensing, tools, materials, transportation, and safety monitoring required to safely remove the compromised coil and install a high-performance replacement unit.

2. General Programmatic Requirements & Compliance

To ensure safety, quality, and technical compliance, all operational activities must be conducted under the following parameters:

• Regulatory Codes: All contractors and subcontractors shall execute all work in strict accordance with federal, state, and local codes, including but not limited to National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) regulations.

• Governing Military Standards: The Department of Defense utilizes the Unified Facilities Criteria (UFC) framework as the governing technical building and engineering code. The contractor must strictly adhere to:

o UFC 1-200-01: DoD Building Code (governing general technical execution, safety boundaries, and code hierarchies).

o UFC 3-410-01: Heating, Ventilating, and Air Conditioning Systems (governing technical requirements, access clearances, and repair criteria for HVAC infrastructure).

• Code Precedence: In the event of a conflict between commercial/civilian codes and the

UFC guidelines, the UFC standard shall govern. Official UFC databases can be accessed at: https://www.wbdg.org/ufc

3. Contractor Prerequisites & Performance Standards

Prospective bidders must demonstrate the following commercial capabilities and administrative credentials to be considered for award:

• Licensing and Certifications: Contractors must hold valid, state-issued Master HVAC/Pipefitter licenses and employ technicians certified under EPA Section 608 (Universal) for refrigerant handling:

• Base Access & Security: The execution site is located within a secure military installation. The selected contractor is fully responsible for coordinating background checks, vehicle registrations, and base passes for all personnel. Security-related delays resulting from non-compliance will not warrant an extension of the performance period.

• Material Sourcing: The replacement coil must be an OEM Daikin component compatible with the specified Building 197 outdoor unit, or an approved equal meeting or exceeding original manufacturer specifications. All replacement materials must carry standard commercial warranties.

4. Scope of Work (SOW) - Project Tasks

The contractor shall execute the project in a strict, safe chronological sequence as detailed below:

• Task 1: Safety Isolation & Lockout/Tagout (LOTO): Complete electrical and mechanical isolation of the designated Daikin unit. Execute standard LOTO procedures on all local disconnects, electrical panels, and control lines. The system must be verified at a zero-energy state prior to any physical work.

• Task 2: Refrigerant Recovery & Containment: Safely recover and document all existing refrigerant from the circuit utilizing EPA-certified recovery equipment and designated reclamation cylinders. Venting of refrigerant is strictly prohibited, and the contractor must provide certified recovery logs to the Base Civil Engineer.

• Task 3: Mechanical Demolition & Disposal: Safely unbraze, unbolt, and extract the compromised condensing coil from the Daikin unit housing. The contractor is responsible for transporting and disposing of the old coil in accordance with federal and state environmental recycling regulations.

• Task 4: OEM Coil Installation: Rig, position, and secure the new OEM Daikin condensing coil into the unit chassis. Braze all refrigerant piping connections using a continuous nitrogen purge to prevent internal oxidation.

• Task 5: Pressure Testing & Evacuation: Subject the closed system to a high-pressure dry nitrogen test (minimum 150 PSI or per manufacturer specification) to verify joint integrity. Evacuate the system to a minimum of 500 microns and hold for a minimum of 30 minutes to verify vacuum stability and dryness.

• Task 6: Refrigerant Charging & System Calibration: Charge the system with the exact type and quantity of refrigerant (including any additional oil or charge required for optimal performance) in strict accordance with Daikin technical manuals.

• Task 7: Operational Startup & Testing: Energize the unit, calibrate controls, and run the system through a full operational cycle. Measure and record operational parameters— including suction/discharge pressures, subcooling, superheat, and electrical amp draw— to ensure the unit is operating at peak efficiency.

The project will not be considered complete, and final invoice approval will not be issued, until the Base Civil Engineer formally inspects and signs off on the system's operational status and technical documentation.
