About this file
This Scope of Work (SOW) is for the United States International Boundary and Water Commission (USIBWC) Nogales Field Office, detailing the landfill disposal of sewage sludge from the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The contractor will be responsible for removing approximately 2,400 tons of sludge per month, using a minimum of three 14-cubic-foot tipper trucks (or trailers and tractors), and transporting the sludge to an approved municipal landfill, currently the Los Reales Landfill in Tucson.
Key requirements include daily sludge removal Monday through Saturday, maintaining proper permits and licenses, providing trained operators, ensuring safe transport of sludge with 14-30% solids content, and submitting monthly invoices with detailed documentation of landfill trips and tipping fees. The NIWTP treats approximately 17 million gallons of sewage per day, and the sludge has been tested and confirmed non-hazardous. The contractor will be responsible for all equipment maintenance, transportation costs, and compliance with federal, state, and local regulations, with USIBWC reimbursing landfill tipping fees.

ARTICLE 1- GENERAL INFORMATION
1. GENERAL SCOPE:
The United States section of the International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in
Rio Rico, Arizona. The USIBWC is seeking the regular removal of sludge from the filter press inside the NIWTP to an approved municipal landfill during the normal working hours of the Nogales Field Office.
The NIWWTP currently treats approximately 17 Million Gallons per Day (MGD) of raw sewage entering from Nogales, Mexico and Nogales, Arizona using the Biological Nutrient
Removal (BNR) process. The plant treats the Waste Activated Sludge (WAS) by drum thickening followed by an open pit aerobic digestion. Digested sludge flows to a storage pond to be pumped into one of two belt filter presses for polymer assisted dewatering. The final dewatered sludge (known as cake- 14%-30% dried solids) is then into the
Contractor’ssludge hauling truck for disposal, either conveyed from the filter presses, by loader, or another method as deemed safe and necessary by the Area Manager. This contract is for the removal of the sludge to approved municipal landfill(s).
2. PROJECT LOCATION:
The NIWTP is located in Rio Rico, Santa Cruz County, just north of Nogales, Arizona. The treatment plant is situated between the Santa Cruz River that is to the east and Arizona
Highway 19 to the west. There is a railroad track between the highway and the treatment plant. Of particular importance to the contractor, railroad deliveries block the railroad crossing to the plant at random times for various commercial deliveries. The secondary crossing which is located at about half a mile to the south of the main entrance remains open most of the time; however, it may not be suitable for all large vehicles. The contractor is deemed to have allowed for that in his bid.

ARTICLE 5 BIO-SOLIDS SLUDGE
5. BIOSOLIDS SLUDGE:
5.1. The belt filter presses are designed to handle a flow of 450 gallons per minute and have two polymer blending systems to assist in the thickening and dewatering of the sludge.
5.2. Depending on the operation of the filter presses/ polymer system, the cake will vary in total solids contents; however, it is estimated to be pressed to around 14% and occasionally 22% total solids contents.
5.3. The sludge has been tested multiple times and found to be non-hazardous by a very wide margin; and all future production will be subject to random periodic testing.
5.4. Sludge is then stockpiled/temporarily stored for 1-30 days which further dries the sludge to approximately 20 to 35% total solids content. The NIWTP is currently
Page 9 of looking at improving the total solids content to as much as 90% by installing drying equipment that has been shown to achieve rates this high. This objective is expected to be met within the next three years.
5.5.
ARTICLE 6 SCOPE OF SERVICES
6. SCOPE OF SERVICES:
6.1. The Contractor shall remove the sludge directly from the filter presses, transport it to a suitable Municipal landfill, and dispose of it in accordance with EPA, ADEQ and Local regulations.
6.2. The Contractor shall provide a minimum of three 14 cubic foot tipper trucks along with two or more licensed operators to operate the trucks. Trucks will be filled to approximately 80% capacity for safe transport, into the Contractor’s sludge hauling truck for disposal, either conveyed from the filter presses, by loader over the bed side, or another method as deemed safe and necessary by the Area
Manager..
6.3. The Contractor may opt to provide tipper trailers and tractors instead of trucks, subject to the approval of the COR. A minimum of three trailers and two tractors are needed for this option, along with one or more licensed operators. To exercise this option, the Contractor shall submit his proposal to the COR for evaluation and approval.
6.4. The Contractor shall remove the sludge daily, Monday through Saturday, excluding federal holidays, as the trucks are filled to 80% capacity. Monthly sludge production varies from one month to the next. Estimating high at 20 tons per load and four loads per day, the contractor shall allow in his bid, as a conservative figure, for up to 2,400(two thousand and four hundred) tons in a full month, and a pro-rated amount for a partial month.
6.5. In the unlikely event that sludge production exceeds the amounts stated in article
6.4, there shall be a pro-rate adjustment to the contract.
6.6. Currently, there is no disposal in the Rio Rico immediate vicinity, so trucks are needing to haul to Tucson to the Los Reales Landfill, 5300 E Los Reales Rd, Tucson, AZ 85756 [(520) 791-4183]. Round trip travel time is approximately three (3) hours. The next landfill is in Marana, AZ. It is up to the contractor to locate a landfill that will accept the sludge.
6.7. The contractor shall provide all the trucks, trailers, tractors, other equipment and
Commented [AF1]: 30 days*4loads*20 tons=2400
Page 10 of operators needed to achieve and maintain the continual daily removal and disposal of the sludge as it is produced at the filter press.
6.8. The contractor is responsible for all maintenance activities and expenses related to trucks, trailers and all other equipment.
Page 10 of ll
6.9. The contractor shall ensure that all equipment are in safe working conditions and that all inspections are performed as required by any and all authorized regulatory agencies having jurisdiction. The contractor shall maintain copies of the inspection certificates and make them readily available to the COR upon request.
6.10. The contractor is responsible for all costs including, but not limited to, the costs of fuels, consumables, drivers compensation, and any other applicable fees and taxes with the exception of the landfill tipping fees which shall be paid by the
Contractor and refunded by USIBWC. The Contractor shall pay the Landfill tipping fees and include in his monthly invoice in order to receive a refund.
6.11. The contractor shall complete a daily log sheet of trips showing the truck identification number, the date, time and signature of an authorized IBWC representative. An example is shown in attachment 1 "Required Performance Metric
Table". The Metric Table shall be developed and submitted by the Contractor. The columns for the ticket number, ticket date, ticket time, net weight and remarks shall be completed by IBWC representative upon receiving the said information from the contractor.
6.12. The contractor shall provide IBWC the originals of all landfill receipts showing truck identification number, gross weight, tare weight, date and time for each trip.
