STATEMENT OF WORK (SOW)
FOR
USCG SECTOR LAKE MICHIGAN
Snow Removal/De-Icing
1.0 GENERAL
The United States Coast Guard (USCG) is seeking a qualified contractor to provide annual snow removal and de-icing services at USCG Sector Lake Michigan located at 2420 S. Lincoln Memorial Drive, Milwaukee, Wisconsin.
Any measurements included in this document are estimates for reference purposes only. Bidders are responsible for visiting the site to field-verify existing conditions and determine actual dimensions and the nature of the work required.
The USCG Sector Lake Michigan Facility Engineering Officer will be the USCG’s Onsite Representative for this project. Arrange pre-bid site visits to verify existing conditions by sending an email to: Arthur.R.Adams@uscg.mil
2.0 BACKGROUND
USCG Sector Lake Michigan has approximately 2.7 acres of paved surfaces and sidewalks that must be kept free of snow and ice during the winter. Figure 1 shows the areas that must be kept clear as well as acceptable snow pile areas.
3.0 OBJECTIVE
Maintain all paved surfaces and sidewalks free of snow and ice for the duration of the winter snow season.
This contract will consist of a base year and four option years. The contract will run from Oct 01 – May 31 each option year (October 15 – May 31 for the base year). This is to ensure that snow clearing services will continue for the duration of the entire snow season each year, despite unpredictable variation in the length of each season.
4.0 SCOPE
1. The Contractor shall provide all labor, materials and equipment needed for snow plowing, shoveling, and de-icing (salt application) services for USCG Sector Lake Michigan.
2. The Contractor may be permitted to store a limited amount of equipment on site for the express purpose of executing services under this contract e.g., skid steer, snow thrower, etc. Storage of equipment is subject to Onsite Representative approval, and the Coast Guard reserves the right to withdraw permission to store equipment on site at any time without relinquishing the Contractor from their obligation to fulfill snow removal services under this contract.
3. The work area includes all paved surfaces and sidewalks within the fence line at the site as well as the entrance and exit driveways and the horseshoe drive/parking area in the front of the building along S. Lincoln Memorial Drive.
4. The Contractor shall install markers as needed to prevent damage to curbs, hydrants, or landscaping.

5. The Contractor shall monitor weather conditions in Milwaukee and shall commence snow clearing operations when accumulation is anticipated to or reaches/exceeds one inch (1”). Paved surfaces and sidewalks will be maintained free of snow and ice for the duration of each snow event. Depending on the duration of the snowfall, the Contractor may need to clear snow multiple times during a single snow event.
6. Icing Events: there may be times when snow fall will not reach 1”, but freezing rain or other weather events will cause unsafe slippery conditions. For these events the Contractor shall conduct slip-prevention operations (applying de-icing agent to parking lots and walkways).
7. Snow shall be cleared to a 95% standard at the conclusion of a snow event.
8. Sidewalks, doors/entrances, gates, and areas in front of fire hydrants will be shoveled clear of snow.
9. Cleared snow shall be moved to the snow pile areas indicated in figure 1. Snow pile areas are subject to change depending on CG operations. Coordinate snow pile areas with the Onsite Representative.
10. Snow shall not be pushed into Lake Michigan.
11. The Contractor shall apply de-icing agents (salt) as needed to prevent slippery conditions. Care shall be taken to apply only the minimal amount of de-icing agent needed. Over-use of de-icing agent is not permitted.
12. Special precautions shall be taken to ensure that de-icing agents or material or debris generated during the performance of this contract do not enter Lake Michigan.
13. No snow is to be piled or allowed to accumulate in any fire lane, near fire hydrants, or adjacent to any building within the plowing area.
14. Work shall not proceed when weather conditions are detrimental to execution of the work.
15. The Contractor shall ensure precautions are taken prior to and during snow removal to ensure the safety of Contractor personnel and USCG personnel and property.
16. The Contractor shall be responsible for restoring any damaged property or equipment caused by the contractor or the contractor’s employees. The restoration shall be to its original condition at no additional cost to the Government. It is recommended that Contractor inspect the grounds prior to the start of work and document any pre-existing damage.
17. Cleanup. Upon completion of this contract, the Contractor is responsible for the clean-up of the grounds where excess salt, dirt and debris has built up from winter plowing. Reseeding and leveling of any areas where plowing may have damaged shall be completed before final payment is made. The Contractor shall remove all markers and equipment at the conclusion of the snow season.
