Statement of Work

(URGENT NEED)

Headgate Rock Power Plant Hydroelectric Generation Unit Exciter Controller Replacement

1.0 BACKGROUND

Owned and operated by the BIA, the Headgate Rock Dam (HGRD) is located on the lower Colorado River, about 15 miles downstream of Parker Dam near the town of Parker, Arizona. The dam, which impounds a body of water known as Lake Moovalya, has 10 radial gates. Radial gates #1-7 act as spillway gates and pass Colorado River flow without generating any power. Radial gates #8-10 sit immediately upstream from the power plant’s three hydroelectric generation units. The hydroelectric power plant was retrofitted to the Head Gate Rock Dam (HGRD) circa 1992. It was designed as a low head, axial flow turbine powering the generation units to nearly 19.5 Mega Watt (MW) of power serving the Colorado River Indian Tribes (CRIT) Reservation. Somewhat rare, the hydroelectric generation units are installed horizontally because of the low head design. The turbines were manufactured by Allis- Chalmers/Voith and the generation units are manufactured by Villares.

Currently two of the three turbines at the HGR-EGS are inoperable due to the failed legacy governor controllers on Units #1 and #3, leaving no way to control the hydraulic governor system. Unit #2 is currently operable utilizing the same governor controller; however, it is past it’s useful lifecycle. The Bureau of Indian (BIA), Colrado River Agency, Electrical Services (CRA-ES) have attempted to source third-party services and vendors to procure parts and repairs services. The vendor procured and partially installed Siemens hardware but was unable to successfully install and commission.

2.0 OBJECTIVE

The power generated at the HGR-EGS is a cornerstone to meeting the BIA’s mission of Tribal self-determination for the Colorado River Indian Tribe (CRIT). A key goal for BIA, CRA-ES is to provide economical and reliable power to the residential, commercial and irrigation customers that reside within the boundaries of the CRIT reservation.

The recent governor controller failures have caused a loss of power generation with the last generator experiencing intermittent problems with its 505 controllers. Therefore, the objective for this urgent requirement is to properly install, configure, migrate, integrate, network, program, and commission the Government furnished Siemens controllers for HGRD turbines.

Due to the urgent requirement and the failed previous attempt to commission the governor controllers, CRA-ES seeks to utilize the expertise of the OEM for this effort.

3.0 SCOPE

The scope of this effort is to perform the necessary tasks to successfully install, configure, and commission the Government furnished Siemens S7. Additionally, the contractor shall procure and configure a complete operable spare S7 controller. If parts, components, and/or sensors are missing, the contractor shall procure those for commissioning and the spare controller as well. The contractor shall supply all tools, equipment, materials, management, labor, training, and Subject Matter Experts (SME’s) required to successfully replace the failed Woodward 505 controllers. The successful installation and commission shall ensure the hydroelectric generation units operate within the Voith specified parameters for the turbine.

4.0 REQUIREMENTS AND TASKS

4.1.1 This is an urgent project; the contractor shall hold a project kickoff meeting withing 5 days of the notice-to-proceed.

4.1.2 The contractor shall urgently assess and document system requirements and submit the resultant information as proposed implementation design and project management plan.

4.1.2.1 CRA-ES requires the replacement of the governor controllers for Units #1, #2, #3 with properly configured government furnished equipment (GFE).

4.1.3 The proposed implementation design and project management plan shall be submitted to the Contracting

Officer (CO) and Contracting Officer Representative (COR).

4.1.3.1 The plan shall be approved by the Government prior to installation.

4.1.3.2 The plan may be submitted electronically, hardcopy, or both.

4.1.3.3 The plan shall include a project schedule and materials list.

4.1.3.4 The plan shall be devised to implement the S7 controller as fast as possible and to minimize the impact to electrical generation.

4.1.4 Terminations, connections, and/or holes shall be in completed accordance with applicable mechanical or electrical codes.

4.1.4.1 Contractor shall complete all terminations and installations of analog signals required to properly operate the hydraulic governor system for each unit.

4.1.4.2 Contractor shall complete all terminations and installations of analog signals required hydraulic lines or sensory line to properly operate the hydraulic governor system for each unit.

4.1.4.3 Contractor shall complete all modifications to cabinets and enclosures, equipment shall be professionally installed.

4.1.4.4 Any cutting or filling of holes shall be completed so as there are no sharp edges, corners and shall be painted, as close as possible to match existing color.

4.1.4.5 All new holes shall be cut so that no more than 1/8” of clearance is used, with no visible holes or gaps.

4.1.4.6 All holes that require plating shall be securely bolted in place.

4.1.5 The Contractor shall provide a hardcopy and softcopy training materials that instructs technicians on the maintenance, operation, configuration, and testing of the properly operating S7.

4.1.5.1 If a software application and/or program is utilized to configure and/or test the S7, the contractor shall provide a licensed copy and applicable files.

4.1.5.2 The contractor shall include a copy of all pertinent software files and hardcopy documents utilized to troubleshoot, configure, setup, and/or test the S7.

4.1.5.3 Contractor shall provide at minimum one, four-hour training to employees at HGR-EGS.

Training shall encompass operations, security, installation, and troubleshooting.

• Contractor shall provide training documents for no less than ten people.

• Training documents shall summaries all required materials.

4.1.6 Contractor shall migrate existing data from the existing governor controller to new GFE controllers.

4.1.7 At the contractor’s expense, repairs shall be made due to any damage to existing materials and or equipment due to the contractor’s operations or the contractor’s failure to provide proper protection.

4.1.8 Any repairs completed shall require acceptance by the government prior to completion.

4.1.9 The contractor shall be responsible for removal and disposal of equipment and waste products produced under this SOW.

4.1.10 The Contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of tasks assigned under this contract.

4.1.11 Contractor shall commission each installation before system start up and provide a report for each commission.

4.1.12 CRA-ES will supply the following GFE to be used as replacement controllers.

• If there are issues with the GFE the contractor shall notify CRA-ES immediately.

6.0 DELIVERABLES / DELIVERY SCHEDULE

6.2 Acceptance/Disapproval of Deliverables:

Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the deliverables are received to review the document, provide comments back to the Contractor, approve or disapprove the deliverable(s). The Contractor will also have a maximum of ten (10) working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government.

8.0 PERIOD OF PERFORMANCE

8.1 Period of Performance:

The period of performance for this contract is anticipated to be a maximum of 180 days from notice-to-proceed.

9.0 WARRANTY

The contractor shall warrant all products, materials, and workmanship for a minimum of one (1) year from the date of work completion. Conveyance of all manufacturer/source commercial warranties, including a warranty summary documentation shall be part of submittal documentation. Major components requiring extended failure support service or warranty for specific critical components shall be documented, optioned, and submitted to COR for review and Contracting Officer acceptance.
