About this file

This statement of work outlines requirements for reports on critical materials used in semiconductor manufacturing. The Department of Commerce International Trade Administration's Office of Health and Information Technologies seeks to procure updated reports on 14 topics related to materials used at different stages of semiconductor and packaging production, including sputtering targets, rare earths, dielectric precursors, CMP slurry, gases and wet chemicals. The reports will include forecasts, market share by supplier, overviews of material uses in manufacturing processes, and supplier profiles. The contractor will provide email updates to the reports on an ongoing basis over a one-year initial period of performance. The statement of work does not include pricing or response deadline details.

U.S. Department of Commerce International Trade Administration

Industry and Analysis Office of Health and Information Technologies (OHIT)

Statement of Work

1.0 Introduction:

The International Trade Administration (ITA) is the U.S. Department of Commerce (DOC) bureau that helps create economic opportunity for American workers and businesses by promoting trade and investment, strengthening industry competitiveness, and ensuring fair trade.

ITA consists of three business units, including Industry & Analysis (for additional information, please see: http://trade.gov).

Industry & Analysis (I&A) staff of industry, trade, and economic analysts devise and implement international trade, investment, and export promotion strategies that strengthen the global competitiveness of U.S. industries. These initiatives unlock export and investment opportunities for U.S. businesses by combining in-depth quantitative and qualitative analysis with ITA’s industry relationships.

The Office of Health and Information Technologies (OHIT) within I&A is dedicated to increasing exports and addressing supply chain challenges of U.S. health technologies and information technologies (IT) hardware. We do this by strengthening the global competitiveness of these industries through industry analysis, trade policy development, trade promotion, and reducing or eliminating trade barriers.

OHIT’s Information Technologies and Semiconductor Teams provide industry and trade policy expertise to support U.S. suppliers of the hardware that enables the digital economy. These products range from the semiconductors powering electronic devices like phones and computers, to the data center equipment that makes cloud computing possible.

2.0 Objectives

OHIT/ITA is seeking to procure a set of reports on the materials used in the different manufacturing steps for packaging/final assembly of semiconductors and as inputs for semiconductor manufacturing equipment.

The resource should consist of reports containing detailed data on the materials used in the different steps of semiconductor manufacturing, including a review of each market, trends and forecasts, a review of the previous year, five-year forecast, review of technology trends, competitive landscape, an overview of each of the key materials used in that manufacturing step, regional/country overview, use in the semiconductor manufacturing process, mergers and acquisitions, and supplier company profiles. The resources should also include detailed information on current and possible shortages considering recent shortages of key materials in the semiconductor supply chain. This information will be used to inform internal DOC analysis and planning, especially on semiconductor supply chains.
