About this file
This is a Scope of Work (SoW) for the procurement of one (1) commercial-grade, self-drive, bi-energy aerial work platform in the 49-foot class. The equipment must meet or exceed all specified physical, operational, and safety performance thresholds, with no negative tolerances accepted on safety-critical or capacity metrics. Key mandatory specifications include: minimum platform height of 49 feet 6 inches, minimum maximum working outreach of 28 feet 6 inches, minimum safe working load of 500 pounds, maximum gross weight of 5,950 pounds, transport/stowed width maximum of 5 feet 3 inches, transport/stowed height maximum of 7 feet 3 inches, transport/stowed length maximum of 18 feet 4 inches, maximum working width of 14 feet 5 inches, minimum travel speed of 5.2 mph, minimum gradeability of 30 percent, maximum outrigger slope of 9 percent, and basket dimensions minimum of 3 feet 7 inches (width) by 2 feet 2 inches (depth). The power system must be bi-energy capable with a Kubota 902 diesel engine (18.5kW/25hp) or certified equivalent coupled with an independent auxiliary battery drive system.
The vendor must deliver a complete operational package including the brand-new equipment, comprehensive documentation (operator's manual in hard copy and PDF, illustrated parts manual, electrical and hydraulic schematics, and CE/ANSI compliance documentation), accessories (two sets of operational keys, heavy-duty outrigger load-distribution pads, and integrated 110V/220V power wiring), and initial fluid fill with all systems fully serviced and the battery pack fully charged. The vendor is responsible for FOB Destination delivery with secure rigging and transport, pre-delivery inspection with signed checklist, on-site commissioning by a certified technician, and a minimum of one on-site operator training session covering daily inspections, dual-power system management, emergency manual lowering procedures, and safe outrigger deployment. Final acceptance requires specification verification, safety interlock demonstration, dual-power testing, and zero-defects delivery without transport damage, fluid leaks, paint defects, or structural wear.

Scope of Work (SoW)
Procurement of Self-Drive Aerial Work Platform (49ft Class)
1. Objective and Project Overview
The objective of this Scope of Work (SoW) is to define the technical requirements, delivery terms, and acceptance criteria for the purchase of one (1) commercial-grade, self-drive, bi-energy aerial work platform. The equipment procured under this contract must meet or exceed all physical, operational, and safety performance thresholds defined herein, matching the capabilities of a 49ft hybrid articulating/telescopic boom platform.
2. Mandatory Technical Specifications
The procured equipment must comply with the following minimum engineering and performance parameters. No negative tolerances will be accepted on safety-critical or capacity metrics:

3. Key Equipment Feature Requirements
To ensure optimal on-site performance, versatility, and safety, the work platform must include the following factory-installed features:
1. Telescopic Upper Boom: Must feature a telescoping fly-boom section to allow precise basket positioning in tight spaces.
2. Hydraulic Outriggers / Stabilizers: Equipped with an automated or semi-automated hydraulic outrigger leveling system to allow safe operation on uneven ground up to a 9% slope.
3. Fully Proportional Hydraulic Controls: The basket control console must feature fully proportional controls for boom hoist, telescope, swing, and drive functions to ensure smooth, safe movement near fragile structures.
4. Weight-Saving Design: Engineered with high-strength, lightweight steel or alloy structural components to ensure the total machine weight remains under 6,000 lbs.
5. Bi-Energy Versatility: Fully integrated electrical system allowing seamless switching between high-capacity battery power (for indoor, zero-emission operation) and engine power (for outdoor, rough-terrain heavy-duty work).
4. Vendor Deliverables and Scope of Supply
The selected equipment vendor must supply a complete operational package including, but not limited to, the following items:
The Equipment: One (1) brand-new, unused self-drive work platform configured to the specs in Section 2.
Documentation Pack:
One (1) hard copy and one (1) digital PDF copy of the Operator’s Manual.
One (1) complete Illustrated Parts Manual.
One (1) Electrical and Hydraulic Schematic set.
Manufacturer’s Certificate of Origin and CE/ANSI Compliance documentation.
Accessories:
Two (2) sets of operational keys.
Heavy-duty outrigger load-distribution pads (minimum 4 units).
Integrated 110V/220V power-to-platform auxiliary wiring.
Initial Fluid Fill: The machine must be delivered fully serviced, including a 100% capacity fill of hydraulic fluid, engine coolant, engine oil, and diesel fuel, with the battery pack fully charged.
5. Delivery, Commissioning, and Training
FOB Destination: Delivery must be coordinated to the buyer's specified facility or construction site. The vendor is responsible for secure rigging, transport, and unloading using a vehicle rated for the equipment’s weight.
Pre-Delivery Inspection (PDI): The vendor must conduct a comprehensive PDI prior to shipment. A signed copy of the PDI checklist must accompany the delivery paperwork.
On-Site Commissioning: A certified technician representing the vendor must perform a physical start-up, test all hydraulic and electrical interlock systems, and verify safe functional operations on-site.
Operator Training: The vendor shall provide a minimum of one (1) on-site training and familiarization session for the buyer's designated operators and maintenance personnel, covering:
Daily inspections and fluid checks.
Dual-power system management (charging and fueling).
Emergency manual lowering procedures.
Safe outrigger deployment on slopes.
6. Inspection and Acceptance Criteria
Final acceptance and release of purchase payment are subject to the following criteria:
1. Specification Verification: Verification by the buyer’s representative that all physical dimensions, weights, and performance specs match the requirements in Section 2.
2. Safety Interlock Demonstration: Successful testing of the stabilizer outrigger interlock
(verifying the boom cannot elevate unless all outriggers are deployed and under load).
3. Dual-Power Test: Verification of smooth operation under battery-only power and diesel-engine power.
4. Zero-Defects Delivery: The machine must arrive free of transport damage, fluid leaks, cosmetic paint defects, or structural wear.
